BOARD OF PUBLIC WORKS AND SAFETY OF
THE CITY OF RICHMOND,INDIANA,NOVEMBER 5,1998
The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Thursday,
November 5, 1998,in the Community Room in the Municipal Building. Chairperson Bob Goodwin
presided,with Robin Henry,Bruce Metzger and Assistant City Attorney Steve Rabe in attendance.The
following business was conducted:
APPROVAL OF MINUTES
The minutes of the October 8 and October 15 meetings were approved on a motion by Henry,second by
Metzger and the motion was carried on a unanimous voice vote.The minutes of the October 29 meeting
were approved on a motion by Henry,second by Metzger and was carried on a voice vote.Chairperson
Goodwin did not vote because he was not present at that meeting
CLAIMS FOR PAYMENT
Claims for payment submitted by the City Controller's office were read by Henry who said they totaled
$508,086.16 and moved to approve,second by Metzger and the motion was carried on a unanimous voice
vote.
REQUESTS
A. Captain Melody Truitt brought before the Board a request made by David Doty for a reserved
handicapped parking space at 111 Richmond Avenue.She said after determining that a gravel
drive at the rear of the property was not usable,she recommended approval.Henry so moved,
second by Metzger and the motion was carried on a unanimous voice vote.
B. The recommendation of the parade route for the annual Christmas parade as requested by
Main Street Inc.was brought before the Board by Captain Truitt who said 11 a.m. will be the
starting time.It will be held Saturday,November 26,starting at 16th and East Main and
ending at 5th and East Main.She said the 1500 block of East Main Street will be used for
setup,starting at 8 a.m.,and there would be temporary barricading of the streets as the parade
travels down East Main.
Renee Oldham,director of Main Street Inc.,said included in the parade will be floats,
carolers,elected officials,elves and Santa Claus.She expressed her appreciation for the help
given by Captain Truitt and the Police Department.Metzger moved to approve,second by
Henry and the motion was carried on a unanimous voice vote.
C. Chairperson Goodwin read a curb cut request made by Kyle Tom who is putting in a carpet
store at 309 North 8th Street.He noted that the area is zoned C-1 which is neighborhood
business.He said the curb cut would be accessed from the alley.Approval was recommended
through the engineering department,Chairperson Goodwin said,on the condition it follow
city standards.
Other departments recommended approval with no conditions,he said,but in his
recommendation as director of planning,he said he had asked that the roof drainage be placed
at the front of the building rather than into the alley.Metzger moved to approve subject to the
conditions stated,second by Henry and the motion was carried on a unanimous voice vote.

D. Oldham requested the posting of "No Bicycle"signs on the existing signage that is now from
5th to 10th on East Main Street. She said cyclists have posed a threat to pedestrians,
particularly because of the narrowness of the sidewalks.She said it is strictly a safety issue.
Captain Truitt recommended signs be posted on each block from 5th to 10th for east and west
bound traffic. Chairperson Goodwin asked about placement of bicycle racks and suggested
that they were part of the street furniture,which was ordered originally.He suggested they
could be placed on the side streets.Captain Truitt said since the street department no longer
makes special signs such as the ones requested,they are not readily available. Chairperson
Goodwin said the Board would have to figure out how to finance the signs,stating that it
could come out of the Board of Works budget.Metzger moved to approve the request for the
signs,second by Henry and the motion was carried on a unanimous voice vote.
E. Oldham also brought before the Board a request to install Christmas decorations on Main
Street,stating that this is the first year for the completion of the main thoroughfare.She said
the Palladium-Item would be purchasing the street decor,which will include greenery,
wrapped around all the existing poles on Main Street and the new parking areas.Also,she
said,Richmond Power&Light will be helping with the lights for all the trees,and with the
assistance of the Parks&Recreation Department these will be put in place.The businesses
also,she said,will be participating in the Christmas Tree Festival by placing decorator trees in
their windows.Henry moved to approve,second by Metzger and the motion was carried on a
unanimous voice vote.
F. Another request by Oldham was for the Board to approve horse drawn carriages available for
rides on November 21 and 22nd on Main Street.She added that the animal would be diapered.
Rabe said the main thing to make sure of is that liability insurance is provided and Oldham
said that would be done.Metzger moved to approve on the condition that Main Street Inc.
work with Captain Truitt in helping to designate the drop off and pick up areas so as not to
hamper the moving of traffic,second by Henry and the motion was carried on a unanimous
voice vote.
G. A request to install a stop sign at the intersection of North West J and Sheridan Streets,
making it a four-way stop,was brought to the Board by Captain Truitt. She said her
department had conducted a traffic count,site survey and stationary radar detail as well a
five-year accident survey.Results of these were studied and found that they did not meet the
federal guidelines nor the special circumstances designated by this Board for any action.She
said the two things mentioned as reasons for the request were numerous accidents and
uncontrolled high speed and neither of these were substantiated by action taken by her
department.
However,Captain Truitt did say that she would recommend that the stop sign for westbound
traffic be moved from its current location closer to the actual intersection.She said selected
enforcement has already been put in place in that area as requested.Her recommendation to
the Board was not to approve the request for a four-way stop.Chairperson Goodwin said he
had been in contact with the president of the Fairview Neighborhood Association who had not
had time to review the recommendation made by Captain Truitt.He suggested the request be
taken under advisement and be brought before the board at its next meeting on November 12.

BID OPENING
A. Henry opened the first bid for the repair to the depot,stating that it was made by Beard
Masonry and was for$113,780.She said the earliest beginning date was December 1 and
completion would be within approximately 40 working days.Metzger opened the bid by J.S.
Sweet and Co.,which was for$112,343,also with a December 1 beginning date and
approximately 40 working days for completion.Chairperson Goodwin said the bids would be
turned over to the Purchasing Manager and the Engineering Department for review and would
be awarded at a later date.
CHANGE ORDERS
A. Change Order No. 1 to replace additional curbs,sidewalks and ramps was brought before the
Board by Greg Stiens,assistant City Engineer.He said it is for$9,000 worth of work under
Phase I of the contractual concrete work for additional work in areas previously approved at
unit prices also previously approved on the original contract.He added that they had located
more money to do more work.Metzger moved to approve,second by Henry and the motion
was carried on a unanimous voice vote.
B. Stiens also asked for approval additional work on the underground storage tanks which
included a contract for removal of one 1,000 gallon heating oil tank per previously issued
specification.He said the tank is a non-regulated underground storage tank not in use at this
time and the quoted price of the contractor to remove it at this time is$4,200.
Stiens said they are also required to install monitoring wells at sites where soil contamination
has been found and there are three wells required at this time at Fire Station No.4 for a price
of$750 per monitoring well at that location.Metzger moved for approval of the work for the
underground storage tanks,second by Henry and the motion was carried on a unanimous
voice vote
C. Henry read the recommendation for the tree and stump removal contract as made by the
Purchasing Manager and the Street Department.She said the only bid received was made by
Fitzwater Tree&Lawn and was for$10,511 for tree removal and$1,680 for stump removal.
Henry moved to approve,second by Metzger and the motion was carried on a unanimous
voice vote.
CONTRACTS
A. Police Chief Bill Shake requested approval of the annual maintenance agreement with
Motorola for the repeater for the radio transmission which carries an annual fee of$441 and
runs from September 1, 1997 through August 31, 1998.Chairperson Goodwin said no invoice
had been received when the contract expired and that is the reason for the lateness of the
request.Henry moved to approve the request subject to a review by Rabe,second by Metzger
and the motion was carried on a unanimous voice vote.

B. Chairperson Goodwin read a letter from Purchasing Manager Yield Stevens recommending
awarding the contract for the heating and air conditioning at the Municipal Building to
Meyers Mechanical of Richmond.She stated the bid by Meyers is$5,539 per year for routine
maintenance,20 percent markup on material and$46 an hour for service during regular hours
and$58 for other hours.The only other bid received was made by Bader Mechanical for
$7,968 per year with 20 percent markup on material and$53 an hour for regular hours and
$73 for hours other than regular.She recommended the contract run from November 1, 1998
through October 30,2000.Metzger moved to approve,second by Henry and the motion was
carried on a unanimous voice vote.
ADJOURNMENT
There being no further business,on a motion duly made,seconded and passed,and carried on a unanimous
voice vote,the meeting was adjourned.
