HomeMy Public PortalAbout10-01-1998 )3;\ BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND,INDIANA,OCTOBER 1,1998 The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Thursday,October 1, 1998,in the Community Room in the Municipal Building.Chairperson Robert Goodwin presided,with Robin Henry,Bruce Metzger and Assistant City Attorney Steve Rabe in attendance.The following business was conducted: APPROVAL OF MINUTES The minutes of the September 24, 1998 meeting were approved on a motion by Metzger,second by Henry and the motion was carried on a unanimous voice vote. CLAIMS FOR PAYMENT Claims for payment from the City Controller totaling$52,531.69 were reported by Henry who moved to approve,second by Metzger and the motion was carried on a unanimous voice vote. REQUESTS A. Chairperson Goodwin read into the record a letter by Linda McRae Smith,3391 Hodgin Road, who voiced her concern about speeders on Hodgin Road. She requested that the passing zone be removed in front of the homes in that area,a reduced speed limit and signs that say"Slow,Children at Play."Chairperson Goodwin said the letter had been referred to the Richmond Police Department. B. Fire Chief Mike Allen asked for the approval of the Board for the Richmond Fire Department to participate in the Hey Hoosier Neighbor Celebration from 4 to 8:30 p.m.Saturday,October 17,with a rain date of Sunday,October 18.He said they will be rotating trucks in and out and explaining to children and adults attending how they work.Metzger moved to approve, second by Henry and the motion was carried on a unanimous voice vote. CONTRACTS A. Rabe explained that he had given Board members the two agreements for Richmond Fire Department service to be provided to Wayne Township and Spring Grove in 1999.He said this has been done in the past and the only thing different about these agreements are the prices,which are$37,532.16 for Spring Grove and$322,911.82 for Wayne Township.Chief Allen said this is a good arrangement for both the City and the township and is another example of how two government agencies can share resources and both benefit from it. Metzger announced that he would have to abstain from voting on the Wayne Township agreement. Metzger moved to approve the agreement with Spring Grove,second by Henry and the motion was carried on a unanimous voice vote.Henry moved to approve the agreement with Wayne Township,second by Chairperson Goodwin and the motion was carried on a vote of two in favor with Metzger abstaining. B. Henry explained the agreement before the Board with Michael Schuster&Associates.She said they are the ones which completed the first uptown survey of the design work which eventually led to the City's new uptown area.During the time they did the first design in 1996,she said, in part of their proposal they discussed linkages to the uptown area and this contract is to continue that work in what to do next. Board of Works Minutes Cont'd October 1, 1998 Page 2 Henry explained that the City has a lot of projects such as the depot area,the gorge,and the neighborhood associations and wants to connect all those things together and see what the priorities are and how everyone can work together. She said the contract is for$66,125. Metzger moved to approve,second by Henry and the motion was carried on a unanimous voice vote. PROFESSIONAL NEGOTIATION AGREEMENT A. Rabe said he brought before the Board the contract with the professional firefighters.He explained that the wages were previously negotiated and this year,terms and conditions are up for negotiations.He said there are no changes to the contract,however,he said he has taken the previous contract and combined all the addendums into a new agreement which makes it a neater agreement.Henry moved to approve,second by Metzger and the motion was carried on a unanimous voice vote. MISCELLANEOUS BUSINESS ADJOURNMENT There being no further business,on a motion duly made,seconded and passed,and carried on a unanimous voice vote,the meeting was adjourned.
