THE CITY OF RICHMOND,INDIANA,SEPTEMBER 17,1998
The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Thursday,
September 17, 1998,in the Community Room in the Municipal Building.Chairperson Robert Goodwin
presided,with Bruce Metzger,Robin Henry and Assistant City Attorney Steve Rabe in attendance.The
following business was conducted:
APPROVAL OF MINUTES
The minutes of the September 10, 1998 meeting were approved on a motion by Henry,second by Metzger
and the motion was carried on a unanimous voice vote.
CLAIMS FOR PAYMENT
Claims for payment from the City Controller totaling$176,532.69 were reported by Henry who moved to
approve,second by Metzger and the motion was carried on a unanimous voice vote.
REQUESTS
A. Captain Melody Truitt reported that the Department of Traffic Safety had reviewed the
request of Barbara Cox of Noland's Nook.She asked to block two parking spaces in front of
the business in the 800 block of East Main on the south side of the roadway as well as a
portion of the sidewalk in front of the business at 819 East Main.She said the building is
being painted by Whisenhunt Construction and that will take place either Sunday,September
20,or Monday,September 21.Captain Truitt recommended approval.Metzger so moved,
second by Henry and the motion was carried on a unanimous voice vote.
B. A request by Rome Builders to block the alley behind Harrington Bank between North 7th and
8th Streets was brought to the board by Captain Truitt who asked that it be tabled until next
week. She said they had not met all the conditions that she had required and she believes
another week will give them time to meet those stipulations.Chairperson Goodwin said the
request would be tabled until next week.
C. Captain Truitt said she had received a request by Alice Lafuze,who represents several area
church members,for approval of conducting a Life Chain along the north sidewalk of South
A Street running from South 4th east along South A Street.She said this event is to promote
respect for life and last year there were more than 200 participants.Captain Truitt said there
would be no blockage of streets or businesses and the event will be from 2:30 to 3:30 p.m.
Sunday,October 4. She added that although it will would run concurrent to the annual Fourth
Street Fair,she saw no problems and recommended approval.Metzger so moved,second by
Henry and the motion was carried on a unanimous voice vote.
D. A letter from Wayne Copenhaver was read by Captain Truitt,requesting approval of a Crop
Walk from 1 to 3:30 p.m.Sunday,September 27,starting and ending at South 10th Street
park.Copenhaver,group coordinator of several area churches,said this is in cooperation with
the Church World Service Program,with the International Hunger and Poverty Relief
Organization and earnings will be used to help with the local community food pantry.Captain
Truitt said the group would follow pedestrian guidelines and would not need traffic assistance
and recommended approval.Henry so moved,second by Metzger and the motion was carried
on a unanimous voice vote.
E. Fire Chief Mike Allen brought a request before the Board made by the Richmond High
School Homecoming Chairman,for a second fire truck to be used in the parade.He said the
Board had approved the request for the first fire truck a few weeks ago.

Chief Allen also said permission slips will be needed for this second request as they were for
the first.Metzger moved to approve,subject to the same conditions the Board set forth for the
approval of the first truck,second by Henry and the motion was carried on a unanimous voice
vote.
F. City Engineer Bob Wiwi asked for the approval of Change Order No.2 on Industries Road,
stating that eliminating the center curb on U.S.27 North was a cost saving move,but an
upgrade of a signal cabinet increased the cost.He noted there were several items on the list,
but the net effect was a decrease of$5,503.39.Henry moved to approve,second by Metzger
and the motion was carried on a unanimous voice vote.
G. Chairperson Goodwin read a request made by Claudia Vomauf at Wayne County Voter
Registration to use the main floor of the City Building as a voting place for the election
November 3.He said the building would otherwise be closed.Metzger moved toa pprove,
second by Henry and the motion was carried on a unanimous voice vote.
H. Chairperson Goodwin read a request for a curb cut at 514 Henley Road,stating that it is for a
new residential structure.Henry moved to approve per the City specifications,second by
Metzger and the motion was carried on a unanimous voice vote.
BID AWARD
A. City Engineer Bob Wiwi said he and Purchasing Manager Vicki Stevens had reviewed the
one bid received from Butler Excavating for$2,655.38 for the North 36th Street underdrain
and recommended approval.Henry so moved,second by Metzger and the motion was carried
on a unanimous voice vote.
BID OPENINGS
A. Henry read the one bid received for the contractual concrete work,stating it was from Bowlin
Construction of Losantville and was for$63,227.50 for Phase II.Chairperson Goodwin said
the bid would be given to Wiwi and Stevens for review and awarding at a later meeting.
B. Metzger read the one bid received for the Phase II tree and stump removal from Larry
Fitzwater Tree Care was for$14,361 for the tree removal and$1,680 for the stump removal.
Chairperson Goodwin said the bid would be given to Wiwi and Stevens for review and
awarding at a later meeting.
CONTRACTS
A. Police Chief Bill Shake requested the Board's approval of a maintenance agreement for a
breath test instrument,stating that it is a continuation of the contract the Police Department
already has.He said the instrument is used in testing intoxicated drivers.Metzger moved to
approve the request subject to review and approval by the Department of Law, second by
Henry and the motion was carried on a unanimous voice vote.

SPECIAL RECOGNITION
A. Assistant Fire Chief Jerry Purcell reported that the local Firefighters's"Fill The Boot"
campaign for Muscular Dystrophy held recently finished ahead of the goal of$7,000,
realizing a total collection of$7,526.81.He expressed his appreciation to the Board,the City
and citizens of Richmond for their generosity and help in making the campaign a success.
B. Chairperson Goodwin read a letter of commendation from Fred Griffin,director of the Wayne
County Emergency Management Agency,in which he applauded the efforts of Lt.Kris
Wolski of the Richmond Police Department and Engineer Phil Schroeder of the Richmond
Fire Department.
He wrote that the pair's involvement in the Operation Reach For Life was responsible for the
continued success of the program.He said their training in water rescue had proven invaluable
and they remain involved as a continued source of information in water search,rescue and
recovery.He said they have prepared lesson plans which include handout information and
practical skill sessions,adding that they have developed an ambitious training schedule.He
expressed his appreciation to both chiefs Mike Allen and Bill Shake for allowing this
disruption of their regular duties.Chairperson Goodwin added his words of praise to those of
Griffin.
MISCELLANEOUS BUSINESS
A. Bob Wiwi reported that he had,per the Board's request,joined Street Division Manager Bill
Smith in looking at using speed humps as alternatives where traffic stop signs did not meet
local requirements.He said after careful review,they could not recommend the use of speed
humps because of three reasons: (1) a concern about the safety of motorists,particularly at
night,when they might lost control of their vehicles;(2)drainage;(3)maintenance might be a
problem especially in winter when equipment is used for snow removal and it might be a
safety issue for the operators of that equipment.
ADJOURNMENT
There being no further business,on a motion duly made,seconded and passed,and carried on a unanimous
voice vote,the meeting was adjourned.
