HomeMy Public PortalAbout09-10-1998 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND,INDIANA,SEPTEMBER 10,1998 The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Thursday, September 10, 1998,in the Community Room in the Municipal Building. Chairperson Robert Goodwin presided,with Bruce Metzger,Robin Henry and Assistant City Attorney Steve Rabe in attendance.The following business was conducted: APPROVAL OF MINUTES The minutes of the September 3, 1998 meeting were approved on a motion by Metzger,second by Chairperson Goodwin and the motion was carried on a unanimous voice vote. CLAIMS FOR PAYMENT Claims for payment from the City Controller totaling$559,588.37 were reported by Henry who moved to approve,second by Metzger and the motion was carried on a unanimous voice vote. REQUESTS A. Mike Patterson,a resident of Woodgate subdivision,appeared before the Board with a street lighting request for the subdivision accompanied by a petition signed by the other residents. He said as a result of a neighborhood poll,the vote was unanimous against having the new orange lights which Richmond Power&Light wants to put in as street lights.He gave a demonstration showing that objects cannot be seen well in the orange light.He said the reason the orange lights are being used is because the Environmental Protection Agency has said RP &L has to get rid of the mercury vapor light bulbs because they are dangerous to the environment,and Patterson said he agreed with that. He explained that in doing his homework on the subject he found that General Electric,he said,recognized it was the wrong thing to do,they have created a new white light,light bulb, which will be available in the first quarter of 1999.He said GE recognized that the orange lights are great for warehouses but were never made for City streets.Patterson said,after his research on this subject,his concern has gone beyond his neighborhood because he feels putting in a light that is not suitable for City lighting is dangerous.He performed a demonstration to prove his point. Patterson said he had talked with the contractor putting in the new street lights and learned that it would be no problem to delay the placement of the lighting for four to six months.He said the neighbors are quite happy with the prospect of getting the white lights and do not mind waiting for them,adding that they've gone for years in that area without any street lights. Chairperson Goodwin thanked Patterson for bringing the matter to this Board's attention and said the information would be passed on to the street light committee for RP&L and this Board could also do some homework on the issue. B. Bobby Sams,president of the Premier Development Corp.,apologized for his last minute request,but explained that he has an opportunity to get the Knollenberg building painted for an unprecedented cost,but the work would have to begin at 7 a.m.Friday.He said his corporation has owned the building for 25 months and had found the cost of painting too prohibitive and now he has an opportunity to have it done at an unbelievable price. )aS Board of Works Minutes Cont'd September 10, 1998 Page 2 Sams explained that unless he gets this Board's consent,the building would not be painted. • He requested permission to bring the lift and park it on the lot beside Bullerdick Furniture from 6: 30 p.m.to 7 a.m.each day as needed.He also asked that barricades be provided to block off the four parking spaces directly in front of the building on Main Street.He said the work is expected to take about seven working days to complete. After a brief discussion about the 8th Street side of the building,bringing up the point that it is on a highway owned by the state,Metzger moved to allow the painting to take place on Main Street as requested,and on 8th Street based on approval by the state,second by Henry and the motion was carried on a unanimous voice vote.Chairperson Goodwin told Sams he would take care of getting the cones that would be needed. BID OPENING A. Chairperson Goodwin reported that one bid had been received on the work on the North 36th Street underdrain and that was from Butler Excavating for$2,655.38.He said the bid would be taken under advisement and be awarded at a later date. AWARD BIDS • A. A letter written by City Engineer Bob Wiwi was read by Chairperson Goodwin who stated that of the two bids received earlier for the Phase I contractual concrete work,it was recommended that the bid be awarded to Bowlin Construction for$45,967 as the lowest,most responsive bidder.The other bid was submitted by Ken Berry and was for$56,147.50.Henry moved to approve the recommendation,second by Metzger and the motion was carried on a unanimous voice vote. ADJOURNMENT There being no further business,on a motion duly made,seconded and passed,and carried on a unanimous voice vote,the meeting was adjourned.
