HomeMy Public PortalAbout07-23-1998 /C 3 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND,INDIANA,JULY 23,1998 The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Thursday,July 23, 1998,in the Community Room in the Municipal Building.Chairperson Bob Goodwin presided,with Bruce Metzger,Robin Henry and Assistant City Attorney Steve Rabe in attendance: The following business was conducted: APPROVAL OF CLAIMS FOR PAYMEN Claims for payment submitted by the City Controller's office were read by Henry who noted they totaled $831,113.64,and moved to approve,second by Metzger and the motion was carried on a unanimous voice vote. AWARD BID FOR THIRD PARTY ADMINISTRATOR Jan Hibner,director of Human Resources,reported to the Board that the City had requested proposals for consulting services from three vendors on May 22,with a deadline for return June 8.She said vendors who bid on the proposal were Wayne E.Vincent,Planned Benefit Services;J.David Resley,CLU,J.D.Resley Associates,Inc.;and Keith R.Phelps,CLU,Conseco Risk Management,Inc. She said after the proposal, letters were reviewed by her and City Controller Shelley Miller,and it is her recommendation that the Board award the bid to Keith R.Phelps,CLU,ChFC,Conseco Risk Management,Inc. as the most responsive and responsible bidder. Hibner noted the consulting rate is as follows:Principal,$150 per hour;senior account manager,$100 per hour;and administrative assistant,$50 per hour,as well as itemized expenses that may be incurred in the course of this project not to exceed$5,000.Metzger moved to accept Hibner's recommendation,second by Henry and the motion was carried on a unanimous voice vote. REQUESTS A. A request for a reserved handicapped parking made by Damita Johnson at 118 Randolph Street,was brought before the Board by Captain Truitt who said the residence did not meet the guidelines of the ordinance and recommended denial.Johnson appeared before the Board explaining that the garage in back of her home is used for storage of business supplies.She added that there is no walk way in the yard to the back of the house and the yard is uneven making it difficult for her to walk.She said although there are steps in the front,there is a handrail,which she can hold onto,making it easier for her to get into the house. After a brief discussion about extenuating circumstances,Henry moved to approve the request on the condition that if a rear walk is installed,the space would revert back to a public parking space, second by Metzger and the motion was carried on a unanimous voice vote. B. Chairperson Goodwin said the Board is going to try to handle the request made by Renee Oldham,director of Main Street Inc.,for the upcoming events for the next three weeks for the Grand Re-Opening in the uptown area of the City.He said the Board had approved at its July 8 meeting,the blocking of the 800 block of East Main Street on August 6,and the 700 block of East Main on August 13.He said he recalled that Oldham had also wanted the Board to consider the approval of the serving of alcoholic beverages(beer and wine)during those two particular events.Oldham said beer and wine would be available for purchase through Mingles'Ruth King,owner,vendor and off-site liquor catering permit holder. (She said this is similar to the jazz rooftop event held in previous years where alcoholic beverages were served). Board of Works Minutes Cont'd July 23, 1998 Page 2 Chairperson Goodwin asked for a motion to amend the time on the August 6 event in the 800 block,changing it to noon until 10 p.m. and also to serve wine and beer as part of those two activities,that the board had approved.Henry moved to amend the time and approve the request,which included the serving of wine and beer,second by Metzger and the motion was carried on a unanimous voice vote. - Other areas being used for the activities were discussed with Captain Truitt as to what streets and locations will be affected. Oldham said she would like permission to use the City parking lot north of the Leland in which 21 parking permit holders park.She said it will be used for the NASCAR Racing Team,which will start coming in at 5 p.m.Monday,July 27,and will be there all day Tuesday,July 28.Since that means relocating those permit holders,Captain Truitt said they would be allowed to park anywhere in the vicinity of that lot and not be ticketed as long as they are displaying their parking passes. Oldham said she would also like to use the lot south of Elder Beerman for a Kids Fair August 3,4 and 6th,stating that it would not interfere with the area along South A Street reserved for parking permit holders.Henry moved to approve the request,second by Metzger and the motion was carried on a unanimous voice vote. C. Captain Melody Truitt brought before the Board a request for reserved handicapped parking at 511 North 17th Street made by Thelma Russell and recommended approval.Metzger so moved,second by Henry and the motion was carried on a unanimous voice vote. ADJOURNMENT There being no further business,on a motion duly made,seconded and passed,and carried on a unanimous voice vote,the meeting was adjourned.
