HomeMy Public PortalAbout07-09-1998 `L BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND,INDIANA,JULY 9,1998 The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Thursday,July 9, 1998,in the Board of Works Room in the Municipal Building. Chairperson Robert Goodwin presided,with Robin Henry,Bruce Metzger and City Assistant Attorney Steve Rabe in attendance.The following business was conducted: CLAIMS FOR PAYMENT Claims for payment submitted by the City Controller's office were read by Henry who noted they totaled $708,932.66 and moved to approve,second by Metzger and the motion was carried on a unanimous voice vote. REQUESTS A.Chairperson Goodwin announced the first request was for the Uptown Fun-town Fandango and asked that Renee Oldham join them and speak to this item on the agenda. Main Street has several requests for the Uptown Grand Re-Opening from the 27th on and broke it down in blocks per requests and time frames as they would be needing them. The only change is on NASCAR event on Tuesday July 28t.They would.be bring in semi—rigs for unloading vehicles and adding more show cars to the displays,eight(8)cars instead of three(3)and said • they would need the parking lot from noon on. She also showed a poster of a NASCAR car and presented to the city as their own personal commemorative addition of a rollup car. Goodwin gave his personal thanks on behalf of the city. Events are planned for three(3) Thursday,"call it a day,make it a night." Different types of music that would appeal to a cross section of people in our community. They have planned a kids week that features a truck-bike show that the police department is co-sponsoring with Main Street,a putt around in the summer,all kinds of events catering to children. A star struck video,any children who have wanted to make a music video can do that. Really fun 3 weeks,ending with fireworks. Goodwin said he understood that the first event took place last evening and Renee said it was well attended. They had a Jimmy Buffett theme complete with beach balls,parrots,flowers, leis and music. Goodwin said that on the agenda,he only put the two that require the closing of the streets,one for August 6th,"Hits Music Night"800 Block of East Main and August 13th,"Jazz and Blues Night",different blocks and a week apart. He said at a later time the board would come back and make arrangement for reserved parking and it involves other people.Henry asked if the Traffic Division of the Police Department had any questions. Capt.Melody Truitt said all that they asked is that the street division provide barricades for the closing of both streets and she anticipated no problems. Metzger moved to approve the request,seconded by Henry,and motion carried. B.President Goodwin addressed the second item on the agenda,that being"beggars"night for Halloween. He stated since Halloween is on a Saturday he suggested that they hold it on the 31"from 5:00 p.m.to 7:00 p.m. He asked Capt.Truitt to read her letter from the Traffic Division as a matter of record. That letter stated that she had talked to Chief Shake and asked if he had any objections to October 31'being designated as"beggars"night and he had none. Henry made a motion,seconded by Metzger and the motion carried unanimously. C.Next on the agenda was a request by the Christian Men's Fellowship to hold a Spiritual and Communication walk and rally on Main Street,Saturday July 28th at 2:00 p.m. James Stevens spoke for the group and stated that they have a concern for our society and feels that drugs,alcohol and illicit sex and racism contribute greatly to the deteriorating state of out city's countrywide.The walk will start at 10th and East Main and will continue on to the City Building. They have asked the Police Department to help them. Capt.Truitt stated that Mr. Stevens said that there will approximately 150 people and they will provide police protection 95 . at each cross street,allowing the walkers to cross uninterrupted by traffic flow. They will stop traffic at cross street to allow them safe passage until they reach 5th Street. They will not require street closure,using an officer at each intersection and anticipate that the walk should not take any longer than 15 to 30 minutes. Goodwin asked that when they arrived at the City Building if they would need a podium and speakers,Mr.Stevens also said that they would need microphones. Mr. Stevens said this is not a march for animosity or anything like that. They just want everyone to be aware of the causes that they will be walking for.When they do arrive at the City Building,there will be speakers who have been delivered from drugs and alcohol that will give testimonies at the rally.They hope that they can reach someone who might still be in this predicament.Goodwin asked if there were any questions and hearing known asked for a motion. Metzger made the motion,seconded by Henry and carried on a unanimous vote. BID OPENINGS A.Repair of tile in shower room at#1 Fire Station. The first bid was from J.C.I.L.Marble and Tile of$719.87. The second bid was form Gary Mills Ceramic Tile Contractor in the amount $1,554.00. These bids will be taken under advisement by Chief Allen and will be brought back at the board meeting next week. ADJOURNMENT There being no further business,on a motion duly made,seconded and passed,and carried on a unanimous voice vote,the meeting was adjourned.
