ORDINANCE OF THE BOROUGH OF CARTER
IN THE COUNTY OF MIDDLESEX, ADOPTING
REDEVELOPMENT PLAN FOR THE
ROOSE VELT/LAFAYETTE REDEVELOPMENT AREA
WHEREAS, on February 26, 2015, the Borough Council (the "Borough Council ") of the
Borough of Carteret (the 'Borough "), following the recommendation of the Borough
Planning Board (the `Planning Board "), adopted resolution number 15 -55, designating
the properties identified as Block 304, Lots 7 and 3; Block 404, Lot 4; Block 500, Lots 1
and 2; Block 501, Lots 1, 1.01, 2,3 and 4; Block 502, Lot 1; and Block 503, Lots 1 and 2
on the tax map of the Borough (the " RoosevelULafayette Redevelopment Area ") as an
"area in need of redevelopment" under the Local Redevelopment and Housing Law,
N.LS.A. 40A:12A -1 at seq. (the "Redevelopment Law "); and
WHEREAS, on April 23, 2015, the Planning Board reviewed a proposed redevelopment
plan for the Roosevelt/Lafayette Redevelopment Area, prepared by Beacon Planning and
Consulting Services, LLC and dated April 2014 (the "Roosevelt/Lafayette
Redevelopment Plan "); and
WHEREAS, on April 23, 2015, the Planning Board found and concluded that the
Roosevelt- afayette Redevelopment Plan is not inconsistent with the Borough's Master
Plan or the Master Plans of Woodbridge, Rahway or Linden, the bfiddlesex County
Master Plan or the State Development and Redevelopment Plan, and it adopted a
resolution recommending adoption of the Roosevelt/Lafayette Redevelopment Plan; and
WHEREAS, the Borough Council agrees with the findings of the Planning Board and
finds that the Roosevelt/Lafayette Redevelopment Plan will serve the best interests of the
Borough and now desires to adopt same.
NOSY, THEREFORE, BE IT ORDAINED by the Mayor and Council of the Borough
of Carteret as follows:
1. The aforementioned recitals are incorporated herein as though fully set
forth at length.
2. The Roosevelt/Lafayette Redevelopment Plan, a copy of which is on file
with the Borough Clerk and which is incorporated herein by reference, is
hereby approved and adopted.
3. The sections of the Zoning Map of the Borough that relate to the
Roosevelt/Lafayette Redevelopment Area are hereby amended to
incorporate the provisions of the Roosevelt/Lafayette Redevelopment
Plan.
4. If any part of this Ordinance shall be deemed invalid, such part shall be
severed and the invalidity thereby shall not affect the remaining parts of
this Ordinance.
5. This Ordinance shall take effect in accordance with applicable law.
