THE CITY OF RICHMOND,INDIANA,MARCH 26,1998
The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Thursday,March
26, 1998,in the Board of Works Room in the Municipal Building. Chairperson Robert Goodwin presided,
with Robin Henry,Bruce Metzger and City Attorney Bob Bever in attendance.The following business was
conducted:
APPROVAL OF MINUTES
The minutes of the March 19, 1998 meeting,were approved on a motion by Henry,second by Metzger and
the motion was carried on a unanimous voice vote.
• CLAIMS FOR PAYMENT
Claims for payment submitted by the City Controller's office were read by Henry who noted they totaled
$711,077 and moved to approve,second by Metzger and the motion was carried on a unanimous voice
vote.
REQUESTS
A. Chairperson Goodwin announced the first request is for angle parking in the 600 block of
North 21st and 22nd Streets.Pauline McDaniel,625 North 21st Street,brought a video to show
how difficult it is for them to parallel park as they are supposed to. She said they moved all
the cars back the way they had been doing it,which is angle parking,then showed how simple
it was to get out of that area by maneuvering her truck in and out of the space.In the 13 years
she has lived there,she said,they have never had a wreck,parking their cars on angle.
Councilmember Dennis Rice spoke in favor of the angle parking.He said one of the concerns
that McDaniel and the other residents have is that they have nine vehicles for the three
residences in that area and the parallel parking creates a problem,which is a lack of parking.
He said Traffic Safety Division went down into that area,recently and wrote several tickets
for ordinance violations and towed several vehicles away.This prompted those residents,he
said,to request the Board approve the angle parking they have been doing for several years
and is working for them. Councilmember Rice,speaking on behalf of the residents,expressed
appreciation for the expediency of installing the guard rail at the end of their street.
Chairperson Goodwin said accompanying the request was a petition signed by the residents in
that area.Captain Melody Truitt said the Traffic Safety Division did review the site and agree
that angle parking has been effective for those residents for a number of years. She added that
there were a number of other parking problems that existed on the day in question when the
tickets were issued and the towing was done,but said those had been resolved and at this
point this is the only issue that remains.She said her concern was how this area will be
designated if the Board approves the request,adding that it could be done either with signage
or striping.She said her personal choice would be signage,and the width of the cul de sac on
North 21st Street meets the minimum requirement of 49 feet for angle parking on both sides of
that roadway and could be legally permitted. However,on North 22nd Street,the width of that
roadway is only 26 feet,therefore angle parking could only be permitted on one side of that
street.She added that there is only one home that would be affected on that street.
Captain Truitt said all of this came about because of a complaint received from a citizen.
Councilmember Rice said,on behalf of McDaniel,that when she called him about the
problem she admitted that they were wrong in what they were doing.Henry moved to approve
the request for angle parking on both North 21st and North 22nd Streets and that it be marked
with signage,second by Metzger and the motion was carried on a unanimous voice vote.

BID AWARDS
A. City Attorney Bob Bever explained the letter he had sent to each of the three Board members,
commenting on his review of the information on the previous bids submitted for the fire truck.
He said as a result of his review he much concur with the City Controller that both bids must
be rejected and to rebid the anticipated purchase of the new fire truck.
He said this opinion was based upon the fact that apparently both bids failed in one respect or
another from the specifications originally set forth by the City.He said he realized that both
bidders had subsequently agreed to modify their original deviations from the specifications,
however,he said,he did not believe that the City could negotiate with either bidder without it
appearing to be performing action behind the intent of open and public bidding.
Metzger asked if Bever could specify briefly where both bids failed to meet the specifications
and Bever responded,mentioning two specifics in which the bidders said they could alter their
original bids.Metzger moved to reject both bids on the fire truck,second by Henry and the
motion was carried on a unanimous voice vote.
B. Chairperson Goodwin,reading from a letter written by Purchasing Director Vicki Stevens,
stated that of both bids received for the two street sweepers,the bid made by Brown
Equipment for$153,690 was judged to be the lowest,most responsive and responsible.It was
recommended they be awarded the bid.Metzger so moved,second by Henry and the motion
was carried on a unanimous voice vote.
ADJOURNMENT
There being no further business,on a motion duly made,seconded and passed,and carried on a unanimous
voice vote,the meeting was adjourned.
