OF THE CITYOF RICHMOND MARCH 19,1998
The Board of Public Works and Safety of the City of Richmond,Indiana,met in regular session at 5 p.m.
Thursday,March 19,in the Board of Works room of said City. Chairperson Bob Goodwin presided,with
Bruce Metzger,Robin Henry and Assistant City Attorney Steve Rabe in attendance. The following
business was transacted:
APPROVAL OF MINUTES
The minutes of March 12, 1998 were approved on a motion by Henry,second by Metzger and the motion
was carried on a unanimous voice vote.
CLAIMS FOR PAYMENT
Claims for payment submitted by the City Controller's office were read by Henry who noted they totaled
$63,313.87 and moved to approve,second by Metzger and the motion was carried on a tmaniinous voice
vote.
REQUESTS
A Chairperson Goodwin announced the Run to the Roses Car Cniise In to be held June 13 had
been deleted from the agenda.
B.Chairperson Goodwin read a letter from Dale Stevens,distribution engineer from RP&L,
explaining the proposed layouts for the three subdivisions requesting street lighting,which are
Woodgate,Backmeyer Trace and Oak Park. He said the lighting will be 100-watt Sodium
Ornamental as is typical for other subdivisions in the City. He said the lights are post type metal
pole fixtures with underground service and will be owned and maintained by RP&L.
The quantity and cost are as follows: Oak Park,32 lights at$6.48 each will be$207.36 per month;
Woodgate, 18 lights at$6.48 each will be$116.64 per month;and Backmeyer Trace, 12 lights at
$6.48 each will be$77.76 per month. In answer to a question by Metzger,City Engineer Bob
Wiwi said the proposal for the street lights was based on the requests from residents.
C.Chairperson Goodwin announced the curb cut request at 825 Locust Drive had been deleted
from the agenda and should come back at the next meeting.
CONTRACTS
A. Wiwi brought before the Board an agreement between the Indiana Department of
Transportation and the City of Richmond to implement the construction of the Industries
Road project. He explained that project runs from Union Pike to Chester Boulevard,and
added that last fall the City and INDOT implemented a contract for the bridge contract. He
said this agreement spells out that the estimated cost of the project is$3,963,500 and the
City will be paying 20 percent,which is approximately$792,700.

He added that the Assistant Attorney Steve Rabe and City Controller Shelley Miller have
reviewed the contract and the Common Council has adopted an ordinance authorizing the
funding of the project. He said the money for the project is needed up
front and it is anticipated an April 7 letting. Wiwi said it is hoped the project will be completed
either in the summer or fall of 1999. In answer to a question by Metzger about the bridge,Wiwi
said the bridge,for which a contract was let last year,is under construction now and it is
anticipated it will be completed by late July of this year. Metzger moved to approve the
agreement,second by Henry and the motion was carried on a unanimous voice vote.
A. Chairperson Goodwin brought before the Board the contract between the City and Jim Kottyan
for the City's annual auction,at 10 a.m.April 25, 1998,which includes bicycles,vehicles,tools
and other miscellaneous items. Those interested,he said,should call Ann Cottongim in the City
Controller's office for furter information and a more detailed list. Metzger moved to approve the
contract and the City's auction,second by Henry and the motion was carried on a unanimous voice
vote.
ADJOURNMENT
There being no further business,on a motion duly made,seconded and passed,and carried on a unanimous
voice vote,the meeting was adjourned.
