CITY OF RICHMOND,INDIANA,FEBRUARY 19,1998
The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Thursday,February
19, 1998,in the Municipal Building in said City. Chairperson Bob Goodwin presided,with Bruce Metzger,
Robin Henry and Assistant City Attorney Steve Rabe in attendance. The following business was had to-wit:
APPROVAL OF MINUTES
The minutes of the February 12, 1998 meeting were approved on a motion by Metzger,second by Henry
and the motion was carried on a unanimous voice vote.
CLAIMS FOR PAYMENT
Henry stated there were claims for payment for$74,207.19 and moved to approve,second by Metzger and
the motion was carried on a unanimous voice vote.Chairperson Goodwin also asked approval of the
payment of two bills,one for$3,000 and the other for$6,000 which are related to the financing of the T.I.F.
bond issue. Metzger so moved,second by Henry and the motion was carried on a unanimous voice vote.
REQUESTS
A.Assistant Fire Chief Jerry Purcell brought a request before the Board that Jeffrey R.Kemp and
Michael C.Allen be removed from probationary status to Firefighter First Class effective February
18, 1998.He stated that the two had met all the requirements during their probationary time.Henry
moved to approve,second by Metzger and the motion was carded on a unanimous voice vote.
B.Another request brought before the Board by Assistant Fire Chief Purcell was the promotion of
Sidney Scott Simmons to inspection specialist effective January 23,1998.Purcell,reading from a
letter written by Fire Chief Mike Allen,said the Chief apologized for the delay in getting this done,
stating it had been an oversight on his part.Metzger moved to approve,second by Henry and the
motion was carried on a unanimous voice vote.

There being no further business,on a motion duly made seconded and passed and carried o
Unanimous voice vote,the meeting was adjourned.
