HomeMy Public PortalAbout02-12-1998 //J BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND,INDIANA,FEBRUARY 12,1998 The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Thursday,February 12, 1998,in the Municipal Building in said City. Chairperson Bob Goodwin presided,with Bruce Metzger,Robin Henry and Assistant City Attorney Steve Rabe in attendance. The following business was had to-wit: APPROVAL OF MINUTES The minutes of the January 29 and February 5, 1998 meetings were approved on a motion by Metzger,second by Henry and the motion was carried on a unanimous voice vote. CLAIMS FOR PAYMENT Henry stated there were claims for payment for$491,532.19 and moved to approve,second by Metzger and the motion was carried on a unanimous voice vote. REQUESTS A.Chairperson Goodwin presented to the Board a request for a residential curb cut for 134 South 15th Street.Metzger moved to approve the request subject to the conditions of Public Works and Engineering and the Police Department,second by Henry and the motion was carried on a unanimous voice vote. B.Fire Chief Mike Allen reported that he had been contacted by Claudia Vornauf of Voter Registration requesting the use of Fire House No.4 at 801 South L Street as a voting place.He said this had been done for the past several years and has never posed a problem.He recommended the Board approve the request.Henry so moved,second by Metzger and the motion was carried on a unanimous voice vote. C.Chairperson Goodwin read a request made by Reid Memorial Presbyterian Church to use the plaza area directly across from the Murray Theatre at 10th and East Main Street for outdoor services on Sunday,August 30, 1998.He said the request also includes setting up food booths and the placement of a tent for the Family Festival Day to be celebrated by the church for that one day.Metzger abstained from voting.Henry moved to approve the request,second by Chairperson Goodwin and the motion was carried on a unanimous voice vote. BID OPENING A.Chairperson Goodwin read a letter from Vicki Stevens,purchasing director,who stated that she, along with City Controller Shelley Miller,had reviewed the three bids received for the carpeting in the finance and the community partnership offices.Their recommendation,she said,was that the Board award the bid to Georgia Direct for its bid of$2,736.64 and as the lowest,most responsive and responsible bidder.Metzger so moved,second by Henry and the motion was carried on a unanimous voice vote. CONTRACTS A.Assistant City Attorney Steve Rabe,addressing the Housing Needs Assessment,stated that this Board had awarded a contract January 15 to Liz Gibson and Associates of Indianapolis to perform the assessment.He said it was started at that time that subsequently the agreement would be put in writing Board of Works Minutes Cont'd February 12, 1998 Page 2 which is what is coming before the Board now.Rabe said the total cost is$25,635 per the bid this Board accepted,which,he said slightly over$23,000 is being paid by the Indiana Housing Finance Authority and the City's share is a little over$2,500.Rabe commented that he had noticed the copy of the agreement has a one cent error in the amount being contributed by the I.H.F.,adding that that will be corrected.Metzger moved to approve the agreement subject to the correction mentioned by Rabe, second by Henry and the motion was carried an a unanimous voice vote. B.Rabe also addressed the City's agreement with the Richmond Police Department's K-9 handlers, noting there are three such canine officers.He said federal law requires that these officers be compensated for keeping their dogs at home.He stated the City's policy included paying the officers 1 1/2 hours overtime each week,providing a kennel,boarding the dog for 1 0 days while the officer is on vacation,providing a chain link fence,a concrete pad,providing equipment and allowing two days per month to train and work with the dog.He added that this is for the benefit of the officers in that it provides them with some protection.Henry moved to approve,second by Metzger and the motion was carried on a unanimous voice vote. C.Chairperson Goodwin said the contract signing with the State Department of Transportation an the Industries Road construction would be tabled until next week. ADJOURNMENT There being no further business,on a motion duly made seconded and passed and carried on a unanimous 111 voice vote,the meeting was adjourned.
