HomeMy Public PortalAbout02-05-1998 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND,INDIANA,FEBRUARY 5,1998 The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Thursday,February 5.1998, in the Municipal Building in said City. Chairperson Bob Goodwin presided, with Bruce Metzger, Robin Henry and Assistant City Attorney Steve Rabe in attendance. The following business was had to-wit: APPROVAL OF MINUTES The minutes of the January 29 meeting were not available. CLAIMS FOR PAYMENT Henry stated there claims for payment for$342,711.48 and moved to approve, second by Metzger and the motion was carried on a unanimous voice vote. REQUESTS A.A notification to the public regarding the Medical Arts'property was read by Chairperson Goodwin.The letter stated that this is authorizing the sale of the property and the procedures which should be taken.These include the offers are to be submitted in writing and are to be made to the City to the attention of the Board of Works and delivered to the City Clerk's office at 50 North 5th Street on or before 5 p.m.February 26, 1998.The offers will remain sealed and will be opened at the regularly scheduled Board of Works meeting February 26. All offers should state in detail the purchase price and the planned development for the property. An accepted offer need not be the highest bid although the amount of the purchase price will be a weighing factor.By law,an offer to be accepted,must be at least equal to the appraised sum of $100,000.The Board will consider all otters over the following week to make a determination if negotiations will continue with any offer.All offers may be rejected regardless of purchase price and plan development.If any offer is considered,negotiations will be continued and a purchase agreement will be attempted to be developed between the potential buyer and the City.Inquiries are to be directed to Chairperson Bob Goodwin in the Planning Department or Bob Bever in the Department of Law. In giving the background of the sale of the property,Bever said last July the Board,after a public hearing,recommended to the Mayor that the property be sold.He said that sale also had to be approved by Council if it is more than$50,000 and that was done at the February 2 Council meeting with the adoption of Resolution No.4- 1998.Now,he said,it falls back on this Board on how to actually sell the property and this is the administration's recommendation to the Department of Law.Metzger moved to approve,second by Henry and the motion was carried on a unanimous voice vote. BID OPENING A. Chairperson Goodwin announced the bid opening for carpeting for the finance and the community partnership offices.He read the bid made by Georgia Direct for$1,226.26 for the finance department and$1,510.52 for community partnership;Henry read the bid by Richmond Carpet for both offices for$3,224.21;and Metzger read the bid by Newport Carpet and Appliance which was only for the community partnership office for$1,669. Chairperson Goodwin said the bids would be turned over to the purchasing director for review and returned with a recommendation in the near future for Board action.
