HomeMy Public PortalAbout12-04-1997 BOARD OF PUBLIC WORKS AND SAFFTY OF THP CITY OF RICHMOND,INDIANA,DECEMBER 4,1997 The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5 p.m.Thursday, December 4, 1997,in the Municipal Building in said City. Chairperson Bob Goodwin presided,with Robin Henry,Bruce Metzger and Assistant City Attorney Steve Rabe in attendance. The following business was had to-wit: APPROVAL OF MINUTES The minutes of the November 20, 1997 meeting were approved on a motion by Henry,second by Chairperson Goodwin who explained that Metzger was out of town and did not attend that meeting,and the motion was carried on a unanimous voice vote. The minutes of the November 26, 1997 meeting were approved on a motion by Henry,second by Metzger and the motion was carried an a unanimous voice vote. CLAIMS FOR PAYMENT Claims for payment submitted by the City Controller's office were read by Henry who noted they totaled $553,622.91 and moved to approve,second by Metzger and the motion was carried on a unanimous voice vote. BID OPENINGS A.Bids were opened for the data lines for Roseview Transit with Henry reading the bid by Melling Electric for$390;Metzger read the bid by Cummins Electric which was$595 and he commented there was no certificate of insurance accompanying that bid;and Henry also read the bid by Hill Electric for$776.Chairperson Goodwin handed the three bids to City Engineer Bob Wiwi for review,noting that he would return with his recommendation before the end of the meeting. B.Bids for the contract for gasoline/fuels for the City of Richmond in 1998 were received by Warfield Oil and Harvestland Co-Op.Henry read the bid by Warfield Oil stating it had numerous bids for several types of fuel;Metzger read the bid by Harvestland Co-Op,making the same comments about numerous bids for gasoline,diesel and fuel oil.Chairperson Goodwin said both bids would be turned Over to the transportation and purchasing departments for review. AWARD BIDS C. Chairperson Goodwin read a letter from Deputy Controller Ann Cottongim stating that bids had been opened October 30 for the financial management software and hardware which will be purchased jointly by the City of Richmond and Wayne County.Cottongim said the bids had been reviewed by City Controller Shelley Miller,Nick Fankhouser,the county information systems director,and herself,and it was determined that Systems Consultants Inc.will best provide an accounting system that will serve both the City and County needs.She recommended the Board award the bid to them contingent upon the approval of the Wayne County Commissioners. Chairperson Goodwin said the total proposed cost for outlying products and services including five years of support is$256,061 with the exact amounts per governmental entity to be determined by the inter local agreement to be presented to the Board for approval at a later date. Metzger moved to approve the awarding of the bid subject to the approval of the Commissioners and also subject to the interlocal agreement between the City and the County as to the allocation costs,second by Henry and the motion was carried on a unanimous voice vote. 021 Board of Works Minutes Cont'd December 4, 1997 Page 2 CONTRACT A.City Engineer Bob Wiwi explained that an October 23 of this year this Board sent a draft agreement to the Indiana State Department of Transportation in regard to the construction engineering services on the Industries Road project.He said the state has reviewed the agreement and stated they concur with it and will sign it. Wiwi said the agreement is for the construction inspection with SIECO,Inc.,a private consultant out of Columbus,and it states all of the services that will be provided by that company.Wiwi said the agreement was reviewed by Rabe prior to it being sent to the state and therefore recommended its approval by the Board.Metzger moved to approve the agreement with SIECO,Inc.,second by Henry and the motion was carried on a unanimous voice vote. MISCELLANEOUS BUSINESS A.Wiwi said he had reviewed the quotes submitted by the three local firms for the data lines for Roseview Transit and recommended the bid for the project be awarded to Melling Electric which had was carried on a unanimous voice vote. ADJOURNMENT There being no further business,on a motion duly made seconded and passed and carried on a unanimous voice vote,the meeting was adjourned.
