CITY OF RICHMOND,INDIANA,NOVEMBER 6,1997
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday,
November 6,1997,in the Municipal Building in said City. Chairperson Bob Goodwin presided,with Robin
Henry,Bruce Metzger and Assistant City Attorney Steve Rabe in attendance. The following business was
had to-wit:
APPROVAL OF MINUTES
The minutes of the October 30, 1997 meeting were approved on a motion by Metzger, second by
Chairperson Henry and carried on a unanimous voice vote.
CLAIMS FOR PAYMENT
Claims for payment submitted by the City Controller's office were read by Henry who noted they totaled
$845,276.50 and moved to approve, second by Metzger and the motion was carried on a unanimous voice
vote.
REQUESTS
A.City Engineer Bob Wiwi brought before the Board the report and recommendations of the off-
street parking committee after its extensive review of the off-street parking situation.He said input
was gathered from merchants and also used in the review were comments from Cole&Associates.
He said the report identifies length of parking,reserved,handicapped and loading zones,adding
that it also identifies the need for the consideration of a Business Improvement District He said the
Board is getting these recommendations for its consideration,adding that the document has already
been given to Council for them to review and consider.
Chairperson Goodwin said the Board has Resolution No. 8- 1997 before them and Rabe answered
that this is a recommendation of this Board to make those changes.He said changes would be
made to City code and only Council has the authority to do that,however,state statute provides
that this Board may adopt rules and regulations and rates for all off-street parking facilities.He
said it also proves this Board is in charge of the public streets in the City and any changes it would
make could not be enacted until approved by Council.
Rabe said this resolution recommends the ordinance be passed by Council.He also stated that it
substantially revises the entire chapter of City code dealing with parking and addresses all the
municipal lots as well as parking fines and regulations within the individual lots. Chairperson
Goodwin said the Board could take it under advisement,which would give a week for public input,
then come back before the Board for action at its next meeting.He said a copy of the resolution
will be available in the City Engineer's office as well as in the Planning office.Metzger moved to
approve taking the resolution under advisement,second by Henry and the motion was carried on a
unanimous voice vote.
B.Fire Chief Mike Allen introduced Robert Seiple,a probationary firefighter to the Board,asking
for its approval subject to acceptance of P.E.R.F.Henry so moved,second by Metzger and the
motion was carried on a unanimous voice vote.

CONTRACTS
A.Two bids were received for building repairs at fire houses No.2,3 and 4.Metzger opend the bid
made by Emmons Building and Remodeling which was for$1,075,the total price for material and
labor.Henry read the bid made by Paul Bisker Contracting,noting is was for$726. Chairperson
Goodwin gave the bids to the Chief who was to confer with the Purchasing Director Vicki Stevens
and bring back their recommendation to the Board before the end of the meeting.
B.Two bids were received for the HVAC work at No. 1 fire station.Metzger read the bid from
Hill Bros.Plumbing&Heating which was for$189,000,with a chiller deduct of$13,500 and
Henry read the bid made by CM Contractors Inc.of Cambridge City which was for$133,029,with
the use of optional electrict chiller instead of a gas fire chiller deduct of$11,500.Chairperson
Goodwin said the bids would be taken under advisement and be awarded at a later date.
C.Rabe introduced and addendum to the City's contract with the F.O.P.He said the negotiations
team for the City reached agreements with both the Police and Fire Departments.In addressing the
Police contract,Rabe said changes were voted upon and agreed upon by the union
membership.He noted that the copy which the Board members have contain signatures of the
negotiating committee and the union and it amends the current contract setting wages for the
calendar years of 1998 and 1999.
He said the changes include the firearms instructors will receive additional compensation of
$1,000 per year and includes a 51/2 percent increase in 1998 and a 31/2 percent increase in 1999.
Rabe said this brings them more into the mid range with the wages of other second class City
Police departments.
Rabe said the wage differential for the ranks have been increased.Noting these,he said
investigator increased from$1,200 to$1,500;sergeant from$2,050 to$3,000;lieutenant from
$3,050 to$4,000;and captain from$4,000 to$5,000.Rabe said an additional change in both the
Police and Fire contracts is the elimination of the language completely about the insurance
premiums of retired Police or Firefighters.He aid the contracts will read that the City will pay up
to$2,000 per year toward the insurance premiums of all retired Firefighter and Police officers who
choose to remain on City insurance and if they find subsequent employment and wish to take
subsequent insurance they would still have the option of remaining on the City program.He also
stated they may carry two policies as long as the City is the secondary insurance.Rabe
complemented the Police union on the negotiations process and recommended the approval of the
agreement.Metzger so moved,second by Henry and the motion was carried on a unanimous voice
vote.
D.Rabe presented the addendum to the contract of the Richmond Firefighters,stating the City had
also reached an agreement with the union and the union membership had voted on it but it has yet
to be signed by the union officers.Rabe said changes include a 41/2 percent increase in wages in
1998 and 31/2 percent in 1999.He said the agreement also established rank differential which
includes$1,300 for engineers and$2,500 for lieutenants and inspectors.He said an additional
longevity pay formula was changed in order to bring it into line with the formula used in the Police
contract.

Tim Thomas,president of the Firefighters union,commented that the negotiations went smoothly
and explained that the longevity package was changed because the Fire Department is looking for
some incentives to keep some of the older firefighters.He also added that he was prepared to sign
the agreement tonight and only one more signature of a union officer would be required.Rabe
agreed with Thomas about the smoothness of the negotiations of the contract and recommended
the Board's approval.Metzger so moved,second by Henry and the motion was carried on a
unanimous voice vote.
E. One bid was received for the seal coating of the City Building parking lot and that was from
Reece Seal Coating Inc. of Indianapolis and was for$2,300 with an alternate bid of$2.960.
Chairperson Goodwin said the bid would be given to the Purchasing Manager and the City
Engineer which would come back to the Board with their recommendations.
G.Chief Allen returned with his recommendation to award the bid for the repairs to No.2,3 and 4
fire stations to Paul Bisker Contracting as the lowest,most responsive bidder.Henry moved to
approve the recommendation,second by Metzger and the motion was carried on a unanimous
voice vote.
H.Chairperson Goodwin said the Board has received a rate change addendum to Section 10 of the
service agreement with Benefit Systems Inc.,the health insurance policy for the City,stating the
rate will be$9.25 for full coverage and under the former contract was$8.75.
Galo Molina,owner of Olde Richmond Inn,said he had recently purchased the Old Richmond
Court and request the Board approve the addition of decorative lighting like that used at the Olde
Richmond Inn.He said there will be two lights on South 5th Street and two on South B Street.
Chairperson Goodwin said he had spoken with RP&L which will give service but the lights will
be privately owned.Henry moved to approve,second by Metzger and the motion was carried on a
unanimous voice vote.
BID AWARD
A.Chairperson Goodwin read a letter from City Engineer Bob Wiwi stating that the two bids received
for the 1997 concrete work had been reviewed and the bid made by Bowlin Construction for$50,871
with an alternate bid of$5,100 is recommended as the lowest and most responsive.He said the award
of the alternate bid will be made at a later date depending upon availability of funding.Metzger
commented an the disparity between the two bids before moving to approve,second by Henry and the
motion was carried on a unanimous voice vote.
MISCELLANEOUS BUSINESS
A.Captain John Farmer explained the traffic problem caused this afternoon by the crumbling of the
hillside underneath the sidewalk between 1st and West Main Street and National Road West.He said
the area will be reopend Friday after the placement of concrete barricades but noted that Sim Hodgin
Parkway would be closed between South West 1st Street and Bridge Avenue.He said the state had
been advised of the problem since it is a state highway.

ADJOURNMENT
There being no further business, on a motion duly made seconded and passed and carried on a unanimous
voice vote,the meeting was adjourned.
