HomeMy Public PortalAbout10-30-1997 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND,INDIANA,OCTOBER 30,1997 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 4 p.m. Thursday, October 30,1997, in the Municipal Building in said City. Chairperson Bob Goodwin presided, with Robin Henry, Bruce Metzger and Assistant City Attorney Steve Rabe in attendance. The following business was had to-wit: APPROVAL OF MINUTES The minutes of the October 23, 1997 meeting were approved on a motion by Henry,second by Chairperson Goodwin and carried on a unanimous voice vote. CLAIMS FOR PAYMENT Claims for payment submitted by the City Controller's office were read by Henry who noted they totaled $227,564.01 and moved to approve,second by Metzger and the motion was carried on a unanimous voice vote. REQUESTS A. Captain John Farmer of the Traffic Safety Division brought before the Board a request from representatives of the Health Connection requesting assistance from the Police Department to slow traffic on.3 of a mile of Hayes Arboretum Road for a 5-K run starting at 6:30 p.m.Friday,October 31. Captain Farmer said that historically the Police Department tends to get busy on October 31 and there is a possibility the Police may not be able to assist.Chairperson Goodwin said the request is actually for one lane of Hayes Arboretum Road at the crossing of Woodside Drive and Captain Farmer said traffic there is light to moderate.Chairperson Goodwin also stated the event is a fundraiser for Wernle Home.Assistant City Attorney Rabe stated that he would strongly recommend that the event planners take safety precautions at the request of the Police Department.Captain Farmer said the Police Department would be glad to make those recommendations which would include the use of volunteers at the intersections. Metzger moved to approve the request with the understanding that the Police Department communicate with the Health Connection that there would be no guarantee that officers could assist during the event but would make recommendations as to safety measures,second by Henry and the motion was carried on a unanimous voice vote. CONTRACTS A.City Engineer Robert Wiwi brought before the Board a change order in which the manner of the roadway on Main Street is going to be paved,noting the cost of the change is$607.92.He said the change is being made in the surface because of the time,which will be in November.He said there will be a delay in applying the final surface coat until the spring of 1998 and a No.9 binder,a driveable surface but not as smooth as the final surface,will be placed on the roadway until spring.Henry moved to approve the request,second by Metzger and the motion was carried on a unanimous voice vote. BID AWARD A.Chairperson Goodwin read a letter from Kathy Keller of the engineering department noting the lowest most responsive and responsible bidder for the fiber optic work in the City Building was Cummins Electric with a bid of$875.Henry moved to approve,second by Metzger and the motion was carried on a unanimous voice vote. Board of Works Minutes Cont'd October 30, 1997 Page 2 RECESS A.Chairperson Goodwin recessed the meeting at 4:15 p.m.in order to reconvene at 5 p.m.,to open the bids for two separate projects. BID OPENINGS A.Bids for the 1998 concrete contract were opened from Roger Bowlin Construction and Milestone Contractors.Chairperson Goodwin said they will be given to the City Engineer and Purchasing Manager for review. B.Bids for the financial computer software systems for the City and County were received from Manatron of Canton,Ohio;Pentamation of Bethlehem,Pa.,SCI Systems Inc.;Munis of Falmouth, Maine;and Creative Computer Solutions of Lee Summit,Mo. Chairperson Goodwin said the bids would be submitted for review. MISCELLANEOUS BUSINESS A.There was none. ADJOURNMENT There being no further business,on a motion duly made seconded and passed and carried on a unanimous voice vote,the meeting was adjourned.
