JANUARY 13,2022
The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5:00 P.M.,January
13, 2022, in the Council Chambers the Municipal Building, 50 North 5th Street, Richmond,
Indiana.
CALL TO ORDER
Member Palmer called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Emily Palmer and Matt Evans. Absent was Vicki Robinson.
Also in attendance were Kim Vessels,Assistant City Attorney;Monica Burns,Deputy City Clerk;
Police Chief Mike Britt; Sherrie Richey, Code Enforcement; Greg Stiens, Director of Board of
Works and Engineering; Kara Noe, Purchasing; Fire Chief Jerry Purcell; Derek Hill, Director of
Code Enforcement; Julie Hunter, Office Coordinator for the Mayor; and Media.
APPROVAL OF MINUTES
Mr. Evans moved to approve the minutes of January 6, 2022, supported by Ms. Palmer. Upon a
vote viva voce,the motion carried.
CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Claims for Payment for January 14, 2022 in the amount of One
Hundred Ten Thousand Seven Hundred Seventy Nine Dollars and seventy eight cents
($110,779.78), supported by Ms. Palmer. Upon a vote viva voce,the motion carried.
PAYROLL CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Payroll Claims for Payment in the amount of Seven Hundred Forty Six
Thousand Four Hundred Ninety One Dollars and fifty cents ($746,491.50), supported by Ms. Palmer.
Upon a vote viva voce, the motion carried.

• STREET CLOSURE
City of Richmond Parks Dept.
Meltdown Festival
They are requesting to close North Service Street between North 6th Street and North 7th
Street from January 22, 2022 at 12:00 PM to January 31, 2022 at 12:00 PM for the ice
carvers to work and to store ice. They also would like to close street parking spaces on
the western side of Jack Elstro Plaza as needed from January 26, 2022 at 12:00 PM to
January 27, 2022 at 12:00 PM for food truck parking.
They also are requesting permission to set off Fireworks on Saturday January 29, 2022
between 6:00 PM and 10:00 PM. Appropriate permits have already been secured.
Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the
motion carried.
BID OPENINGS -None
BID AWARDS
• DEMOLITION—908 NORTH 8TH STREET
The award went to Mikesell Excavating, Inc. to demolish the house, garage and barn
located at 908 North 8th Street not to exceed$6,950.00.
Mr. Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion
carried.
CONTRACTS
• CONTRACT NO. 189-2021 —NATIONAL SIGNAL CORPORATION
The City retains Contractor to provide inspection, testing, and repair of railroad crossing
protection equipment for the City for the 2022 calendar year. The Contractor shall furnish
all labor, material, equipment, and services necessary which are incidental to the proper
completion of all work specified. The contractor will be paid $520.00 per month.

carried.
• CONTRACT NO. 194-2021 —COX EXCAVATING PLUS,LLC
This Contractor will perform services in connection with the demolition of certain
structures located in the City. Services shall include demolition, removal of debris, and
restoration of the site as more specifically set forth in the Notice to Bidders. The structure
is as follows:
Front porch and steps only - down to grade
level -2110 East Main Street, Richmond, Indiana $3,125.00
Front porch steps only - down to grade
level -2116 East Main Street, Richmond, Indiana $3,125.00
TOTAL: $6,250.00
Mr. Evans moved to award the bid and approve the contract, supported by Ms. Palmer.
Upon a vote viva voce,the motion carried.
• CONTRACT NO. 196-2021 —ELITE CLEAN
City has retained this Contractor to provide floor cleaning and maintenance services for the
City Building. The yearly cost for 2022 through 2023 is $18,344.40. In 2024 there will be
a 3% increase.
Mr.Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion
carried.
CONTRACT NO. 5-2022—EARLYWINE PEST CONTROL
The City retains the Contractor to provide pest control services for various City buildings
and facilities. Not to exceed $5,735.00 per year and will receive a discount of all billings
are paid at the beginning of each contract year. This contract is in effect from January 1,
2022 through December 31, 2023 with the option to renew in 2024 with a 5% increase for
that year.
Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion
carried.
CHANGE ORDERS
• CHANGE ORDER NO. 1 TO CONTRACT NO. 186-2021 — CROSSROADS
AMBULANCE SALES & SERVICE,LLC

There were some unseen changes needed during the assembly of the ambulance and they
are as follows:
New Buell Air Horns with 10" & 12"brackets Buell 3 gallon air tank
Air horn pressure switch Buell Air solenoid
Buell Air Compressor—Medium Duty Air Horn legends
Push button switches for air horn Air hose and air fittings
Not to exceed $2,950.00

carried.
