HomeMy Public PortalAbout22-9971 Free Paint ProgramSponsored by: Commissioner Dominguez Commissioner Davis RESOLUTION NO. 22-9971 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, DIRECTING THE CITY MANAGER TO ESTABLISH A FREE PAINT PROGRAM TO ASSIST ELIGIBLE CITY PROPERTY OWNERS WITH HOME BEAUTIFICATION EFFORTS; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE WHEREAS, in support of the beautification efforts within the City of Opa-locka ("City"), the City Commission desires to create a program that provides free paint to Opa- locka property owners. The intent of the program is to provide up to five gallons of paint (depending on residence size) for owner -occupied homes; and WHEREAS, it is anticipated this program will be based on income levels and would be limited to a total budgeted amount for the year. It is not currently anticipated that this program would include provision of ancillary services and costs such as surface preparation (power washing), permits and painting services; and WHEREAS, the City has determined that establishment of a Free Paint Program, as proposed in Exhibit "A", is in the best interest of the City and its residents. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA: Section 1. Adoption of Representations. The above recitals are true and correct and are incorporated into this Resolution by reference. Section 2. Directing the City to Establish Paint Program. The City Commission of the City of Opa-locka hereby directs the City Manager to Establish a Free Paint Program within the City, as proposed in Exhibit "A". Section 3. Effective Date. This Resolution shall take effect immediately upon adoption by the City Commission of the City of Opa-locka. PASSED and ADOPTED this 13th day of April, 2022. Resolution 22-9971 Veronica j. Staff.. Summary: In support of City Beautification, the City Commission desires to create a program that provides free paint to Opa-locka property owners. The intent of the program is to provide up to five gallons of paint (depending on residence size) for owner -occupied homes. It is anticipated this program will be based income levels and would be limited to a total budgeted amount for the year. For now, it isn't anticipated that this program would include provision of ancillary services and costs such as surface preparation (power washing), permits and painting services. Financial Impact This is an unbudgeted program. Various grant programs will be investigated as potential funding sources. In the absence of finding a suitable grant funding source, Staff will return with a recommended funding source from either Contingency or savings that have become available. Proposed Action: Staff recommends the approval of this request and will provide a plan of action to the City Commission within 60 days of approval. Attachment: Draft Paint Voucher Program Proposal. CITY OF OPA LOCKA FLORIDA City of Opa-locka Free Paint Voucher Program Proposal Objective: The primary focus of the free paint program proposed by Commissioner Audrey Dominguez is to assist residents with external home beautification efforts. The City of Opa-locka would like to provide residents that meet the qualifications outlined below with up to five gallons of paint (depending on residence size) to enhance their homes while supplies last. Procuring Paint: The desired materials will be purchased at $28.00/ per gallon, totaling $140.00 per household. Applicant Qualifiers: To ensure equitability, the applicant household income must not exceed the income threshold table below: Household Size Income Level 1 $20,000.00 2 $24,320.00 3 $28,640.00 4 $32,960.00 5 $37,280.00 6 $41,600.00 Per Additional Person + $4,320.00 By using this primary method, it will ensure that our targeted audience is reached. In addition, the home must be owner occupied and must be a single-family home. It is the applicant responsibility to notify Code Enforcement within five days after completion and lastly, the property must be painted within 30 days from receiving paint. Each qualified applicant will receive up to five gallons of paint (depending on residence size) for exterior use. 11 Page CITY OF OPA LOCKA FLORIDA Implementation: The program will be administered by Code Enforcement, as they have the most contact with residents as it relates to code compliance and city-wide beautification compliance efforts. Applications for consideration should be completed and submitted to Code Enforcement for review. Once the application is reviewed and approved, the paint can be picked up by the resident at the City's Public Works Department. If the resident is not able to pick up the paint due to extenuating circumstances, Public Works should be made available to deliver the materials to the resident. Wage
