RESOLUTION NO. 22-9970
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF OPA-LOCKA, FLORIDA, AUTHORIZING ISSUANCE OF
A REQUEST FOR QUALIFICATIONS ("RFQ") FOR A
FACILITATOR TO FACILITATE DEVELOPMENT OF A
NEW CITY STRATEGIC PLAN; PROVIDING FOR
INCORPORATION OF RECITALS; PROVIDING FOR AN
EFFECTIVE DATE
WHEREAS, a City strategic plan is an invaluable resource in providing a
Commission -approved framework for decision making and the prudent allocation of
resources toward achieving long-term goals and objectives. The City of Opa-locka's
most recent City Strategic Plan ("Plan") was completed in 2013 and was subsequently
updated in 2014. The Plan was produced with the intent to guide the City of Opa-locka
("City") through year 2020; and
WHEREAS, the City Manager recommends that prior to undertaking a new City
Strategic Plan, city staff should review the most recent version of the Plan and prepare
a report on the goals and relevant accomplishments as a baseline for a future Strategic
Plan. Once completed, city staff would then provide a report on the City's progress in
meeting the objectives of the prior Plan; and
WHEREAS, through the utilization of a Facilitator, the Plan would be prepared
with a great amount of detail based primarily on Commission aspirations, with
extensive supporting research from all community stakeholders; and
WHEREAS, the City Manager recommends the authorization of a Request for
Qualifications ("RFQ") to engage a Facilitator to assist with the development of a new
Strategic Plan. Once a Facilitator has been awarded a contract by the City Commission,
city staff, along with the Facilitator, will prepare a proposal and timeline for a series of
workshops and other information gathering methodologies. Input from every sector of
the community will then be solicited to allow the City Commission to have an extensive
range of options from which to set the City's direction for the next decade; and
WHEREAS, the City has determined that issuance of an RFQ for said services is
in the best interest of the City and its residents.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY
COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA:

Section 1. Adoption of Representations.
The above recitals are true and correct and are incorporated into this
Resolution by reference.
Section 2. Approval for Issuance of RFO for a Strategic Plan
Development Facilitator.
The City Commission of the City of Opa-locka hereby approves the issuance of
a Request for Qualifications (RFQ) for a Strategic Plan Development Facilitator.
Section 3. Effective Date.
This Resolution shall take effect immediately upon adoption by the City
Commission of the City of Opa-locka.

Staff Summary:
A City Strategic Plan is invaluable in providing a Commission -approved framework for decision making and the
allocation of resources toward achieving long-term goals and objectives. The City's most recent Strategic Plan was
completed in 2013 and subsequently updated in 2014, with this document intended to guide the City through 2020.
Staff recommends that prior to undertaking a new Strategic Plan, Staff will review the most recent version and prepare
a report as to goals and relevant accomplishments to establish a baseline for a future Strategic Plan. When completed,
Staff will provide a report as to the City's progress in meeting the objectives of the prior Plan.
A Strategic Plan can be done at a very high level based primarily on Commission aspirations or can be done in great
detail utilizing a Facilitator with extensive research among all stakeholders, as was done in 2014. Staff recommends
that the City Manager be authorized to issue a Request for Qualifications to engage a Facilitator. Once a Facilitator
has been awarded a contract by the Commission, Staff and the Facilitator will prepare a proposal and timeline for a
series of workshops and other information gathering methodologies, from which to obtain input from every sector
of the community to allow the Commission to have an extensive range of options from which to set the City's
direction for the next decade. The previous Plan took in excess of six months to develop, and it is anticipated that a
similar period should be allowed for development of a new Plan.
Financial Impact
The FY 22 Budget includes $50,000 for this service.
Proposed Action:
Staff recommends the Commission authorize the City Manager to issue a Request For Qualifications for a
Facilitator to facilitate development of a new City Strategic Plan.
