A RESOLUTION APPROVING AN INTERLOCAL AGREEMENT FOR THE
UTILIZATION OF COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
FUNDS TO IMPROVE THE EXTERIOR OF STAR HALL BY AND BETWEEN
GRAND COUNTY AND THE CITY OF MOAB
WHEREAS, the Governing Body of the City of Moab has obtained Community
Development Block Grant funds to improve the extenor of Star Hall, and
WHEREAS, the attached Interlocal Agreement by and between the City of Moab
and Grand County provides for the cooperation to make the desired
improvements to Star Hall for the benefit of the community
NOW, THEREFORE, we, the Governing Body of the City of Moab do hereby
approve the aforementioned agreement in the form presented this Moab City
Council meeting, and authorize the appropnate officials to sign and execute the
said agreement
This resolution shall take effect immediately upon passage
Passed and adopted by action of the Governing Body of the City of Moab
in open session this 28 day of May, 2002

MOAB CITY AND GRAND COUNTY WILL WORK TOGETHER TO IMPROVE THE EXTERIER OF
STAR HALL THE PROJECT INCLUDES FINISHING THE TUCK POINTING WORK (REPLACING
MORTAR BETWEEN LARGE SANDSTONE BLOCKS) ON THE WALLS OF THE BUILDING TWO-
THIRDS OF THE BUILDING REMAINS TO BE TUCK POINTED
THE CONCRETE WORK INCLUDES REPLACING THE FRONT SIDEWALK AND STEPS A NEW
SIDEWALK WILL BE INSTALLED ALONG THE WEST SIDE OF THE BUILDING THE WEST
STEPS WILL BE IMPROVED THE LOADING DOCK IN THE REAR OF THE BUILDING WILL BE
EXTENTDED AND STEPS INSTALLED
DIRT AREAS AROUND THE BUILDING WILL BE LANDSCAPED (SEE ATTACHED SITE PLAN)
THE STAR HALL PROJECT IS A CONTINUATION OF THE RECENTLY COMPLETED SUN
COURT PROJECT THE SUN COURT PROJECT INCLUDED THE INSTALLATION OF CONCRETE
WALLS, RAISED PLANTERS AND FLAT DECORATIVE CONCRETE WORK (SEE ATTACHED
COST ESTIMATE FOR DETAILS) COST ESTIMATES FOR MOST OF THE PROJECT CAME
FROM BRENT MORRIS, LANDSCAPE ARCHITECT THE TUCK POINTING COST ESTIMATE

INTERLOCAL AGREEMENT
FOR THE USE OF COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
FUNDS TO IMPROVE THE EXTERIOR OF STAR HALL
BY AND BETWEEN GRAND COUNTY AND THE CITY OF MOAB
Pursuant to the Interlocal Cooperation Act, Title 11-13-1 et seq , Utah Code Annotated,
1953, as amended, and for the mutual benefit of the citizens and inhabitants of Grand
County, State of Utah, a body politic and corporate [hereinafter referred to as
"COUNTY"], and of the citizens and inhabitants of the City of Moab, State of Utah, a
body politic and corporate [hereinafter referred to as "City"], the COUNTY and the CITY
hereby agree as follows
A General Purposes The general purposes for this Agreement are to
1 Utilize Community Development Block Grant funds (contract 02-0565) that were
awarded to the City to improve the extenor of Star Hall
B Specific Improvements Mortar tuck pointing, concrete work and landscaping
to the exterior of Star Hall (see the attached scope of work)
C Contract Costs The maximum cost of this contract to the City shall not exceed
$56,115
D Management of the Project The parties agree that the Moab Planning and
Community Development Director shall be primarily responsible for the
administration of the Community Development Block Grant The Moab Planning
and Community Development Director shall also coordinate the project with the
County Administrator or County Administrator's designee(s) to ensure
achievement of the general and specific goals The parties agree that the
County will administer the procurement of the project and adhere to County and
CDBG purchasing policies The County will be responsible for the quality control
of the project, i e , to inspect and/or correct the work of contractors if needed
The City will reimburse the County for project expenditures The County will
comply with federal regulations and provide the City with all documentation
requested to fulfill Community Development Block Grant requirements
EFFECTIVENESS AND DURATION OF AGREEMENT
This Agreement shall become effective immediately upon its approval by the County
Council and the Moab City Council, as evidenced by its execution by appropriate County
and City officials This Agreement shall remain in effect until the close out of the
Community Development Block Grant contract (#02-0565)
SEVERABILITY
If one (1) or more provisions of this Agreement shall be invalid, illegal or unenforceable
in any respect, the remaining provisions contained herein shall not In any way be
affected or impaired thereby

the parties and are not intended in any way to define, limit or descnbe the scope or
intent of this Agreement
WITNESS WHEREOF, the parties hereto have caused this Agreement to be executed in
their respective names and attested by their duly authonzed officers, all on the
respective dates indicated below
