HomeMy Public PortalAbout2012-31 Urging the MDCC to establish a protective patial separation between bicyclists and existing motor vehicle lanesRESOLUTION NO. 2012 - 31 A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, URGING THE MIAMI-DADE COUNTY COMMISSION TO ESTABLISH A PROTECTIVE SPATIAL SEPARATION BETWEEN BICYCLISTS AND THE EXISTING MOTOR VEHICLE LANES ON THE ENTIRE LENGTH OF THE RICKENBACKER CAUSEWAY AND CRANDON BOULEVARD WITHIN CRANDON PARK; TO IDENTIFY DESIGN SOLUTIONS FOR A PHYSICAL BARRIER BETWEEN THE EXISTING MOTOR VEHICLE LANES AND SPATIALLY SEPARATED BICYCLE LANES; TO ALLOCATE EXISTING REVENUE SOURCES FOR SUCH PURPOSES AND TO CONSIDER SUPPLEMENTAL SOURCES, INCLUDING ESTABLISHING A CAUSEWAY TOLL FOR BICYCLISTS; PROVIDING FOR TRANSMITTAL AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, in recent years, a number of accidents have occurred between bicyclists and motor vehicles on the Rickenbacker Causeway (the "Causeway") and Crandon Boulevard within Crandon Park ("Crandon Boulevard"); some of which were tragically fatal; and WHEREAS, in consideration of this experience, and recognizing the popularity and desirability of bicycle use on the Causeway and Crandon Boulevard, and noting the present unseparated proximity between bicycle lanes and the motor vehicle lanes, and the volume of motor vehicle traffic that regularly shares the area comprising the motor vehicle and bicycling lanes, the Village Council of the Village of Key Biscayne (the "Village") is concerned about managing convenient traffic flow in a manner that enhances bicycle safety along the Causeway and Crandon Boulevard; and WHEREAS, Miami -Dade County owns and maintains the Causeway and Crandon Boulevard and has jurisdiction over establishing and collecting tolls on such roadways; and 1 WHEREAS, after participation in various workshops and based on input from the various constituencies, the Village Council believes that the optimal way to accommodate motor vehicle traffic and safe bicycle use on the Causeway and Crandon Boulevard is to provide for spatial separation between a widened bicycle lane and the existing motor vehicle lanes, and to install an aesthetically -appropriate permanent physical safety barrier between cyclists and existing motor vehicle lanes along the entire length of the Causeway and Crandon Boulevard; and WHEREAS, the Village Council desires to urge Miami -Dade County to establish such protective traffic management measures and to allocate existing revenue sources for such purposes, and to consider, if necessary or desirable, establishing a toll on bicyclists using the Causeway and entering Crandon Park for the purposes of funding, in part, the cost of constructing and maintaining such protective measures; and WHEREAS, the Village Council finds that this Resolution is in the best interest and welfare of the residents of the Village and of Miami -Dade County. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, AS FOLLOWS: Section 1. Recitals Adopted. Each of the above stated recitals are hereby adopted, confirmed and incorporated herein. Section 2. Miami -Dade County Urged. The Village Council hereby urges the Miami -Dade County Commission to establish an appropriately -dimensioned bicycle lane adjacent to but separated from the existing motor vehicle lanes for the entire length of the Causeway and Crandon Boulevard, and to demark and protect the separate lanes by means of a permanent physical safety barrier, and to allocate existing revenue sources for roadway improvements and maintenance 2 for such purposes, and to consider as a possible supplemental revenue source for such purposes, establishing a toll on bicyclists entering the Causeway from the Mainland. Section 3. Transmittal. The Village Clerk is hereby authorized to transmit this Resolution to the Mayor of Miami -Dade County and the Board of Miami -Dade County Commissioners. Section 4.
