CITY OF RICHMOND, INDIANA, OCTOBER 2, 1997
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday, October 2,
2 1997, in the Municipal Building in said City. Chairperson Bob Goodwin presided, with Bruce Metzger, Robin
3 Henry and City Attorney Bob Bever in attendance. The following business was had to-wit:

5 APPROVAL OF MINUTES

7 The minutes of the September 25 meeting were approved on a motion by Metzger, second by Henry and carried
8 on a unanimous voice vote.

10 CLAIMS FOR PAYMENT

12 Claims for payment submitted by the City Controller's office were read by Henry who noted they totaled
13 $582,083.86 and moved to approve, second by Metzger and the motion was carried on a unanimous voice vote.

15 REQUESTS

17 A. Fire Chief Mike Allen brought before the Board a request to accept Lt. David White's letter of
18 resignation, whose retirement from the Fire Department became effective September 28. Chief Allen
19 said Lt.White had been with the Richmond Fire Department since November 30, 1970. Metzger moved
20 to approve,second by Henry and the motion was carried on a unanimous voice vote.

22 B.Chief Allen also brought before the Board a request for approval of the promotion of Anthony Allen to
23 Firefighter First Class and his removal from Probationary Firefighter status effective September 20,
24 1997. Henry moved to approve the request, second by Metzger and the motion was carried on a
25 unanimous voice vote.

27 C.Chief Allen also read a letter of resignation written by Firefighter Jack Moore effective September 26,
28 1997, who gave as his reason "profession too stressful." Metzger moved to accept the resignation,
29 second by Henry and the motion was carried on a unanimous voice vote.

31 D. Chief Allen reminded citizens of Richmond that this coming week is Fire Prevention Week, stating
32 that Mayor Dennis Andrews will be issuing a proclamation to that effect Friday at a news conference.
33 Chief Allen said the theme for the week is"Know When To Go, React Fast To Fire." He said the list of
34 activities include open houses at the different fire stations, tours of the Smokehouse and appearances
35 by "BJ the Firepup." The Chief said he invites citizens of Richmond to enjoy their neighborhood fire
36 stations and meet the people there who serve them.

38 E. Barry Whalen of Indiana Gas informed the Board that the owners of the Knollenberg's building have
39 requested additional gas meters which will prompt the moving of one gas meter out of the basement
40 and placement of additional meters where they are needed. Captain Farmer said he is concerned
41 about the placement of those gas meters, adding that he needs additional information as to what kind
42 of installation will occur. President Goodwin asked Whalen if that could be done before the next Board
43 meeting and Whalen answered in the affirmative. Metzger moved to table a decision on the issue until
44 next week,second by Henry and the motion was carried on a unanimous voice vote.

46 F. Captain Farmer informed the Board that the Richmond Symphony Orchestra wishes to use the right
47 of ways November 22nd and 23rd for carriage rides in conjunction with its Festival of Trees at the
48 Masonic Temple on South 18th Street. He said there will be no problem if they go by the rules for slow
49 moving vehicles which means displaying plackards and the use of flashing lights. No action was
50 required by the Board.

52 G. The Richmond High School parking request appearing on the agenda will be taken under
53 advisement on a motion by Henry,second by Metzger and was carried on a unanimous voice vote.

55 BIDS

57 A. Deputy Controller Ann Cottongim asked the Board to reject all bids for the new financial
58 management software, including a server and operating system received on August 21, 1997. She said
59 the three bids were thoroughly reviewed and it was determined it would be a cost savings to reject the
60 bids and rebid it as a group effort where the County and City will purchase a financial package together
61 and house the server at the County building where Nick Fankhouser will be able to manage it. In
62 answer to Metzger's question about whether an inter-local agreement would be needed for this,
63 Cottongim said County Attorney Bob O'Maley and Assistant City Attorney Steve Rabe are drafting such
64 and agreement. Bever said that is in the early stages of being put together, adding that the City and
65 County will be bidding on joint costs. Metzger moved to reject those bids mentioned, second by Henry
and the motion was carried on a unanimous voice vote.

3 A. Speaking for the agreement for the installation and administration of the Internet Firewall for the City
4 and County units of government was Cottongim who explained the Network Policy Committee is made
5 up of two employees from the City and two from the County who are working together to get the fiber
6 optic network up and running. She said in order to do that there has to be the local agreement between
7 the two entities because that will be managed at the County level by Nick Fankhouser where the server
8 will be housed. President Goodwin asked about the cost and Cottongim said the City and County will
9 split the cost of$4,000. Henry moved to accept the agreement, second by Metzger and the motion was
10 carried on a unanimous voice vote.

14 There being no further business, on a motion duly made seconded and passed and carried on a unanimous
15 voice vote,the meeting was adjourned.
