SEPTEMBER 18. 1997 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m.Thursday, September 18 2 - 1997, in the Municipal Building in said City. Chairperson Bob Goodwin presided, with Bruce Metzger, Robin 3 Henry and Assistant City Attorney Steve Rabe in attendance. The following business was had to-wit: 4 5 APPROVAL OF MINUTES 6 7 The minutes of the September 11, 1997 meeting were not available. 8 9 CLAIMS FOR PAYMENT 10 11 Claims for payment submitted by the City Controller's office were read by Henry who noted they totaled 12 $106,707.38 and moved to approve, second by Metzger and the motion was carried on a unanimous voice vote. 13 14 REQUESTS 15 16 A. David Hogg explained the beautification work that he will be overseeing to take place on the island 17 on North 5th Street between North A and Main Street. He said the Discovery School students in grades 18 5 through the 8th, with teacher Lisa Burkhart, will be helping as well as Gwen Gibbs and the GIRAFFE 19 group,the Beautification Group led by Jim Daggy and the Petal&Stem Garden Club. He said the work 20 will be done between 9 a.m. and noon and will entail the planting of hybridized day lillies donated by 21 Wendell and Mildred Stewart. 22 23 Lt. Wolski recommended the closing of the street for the three hours it will take to do the planting, 24 noting that he knew Hogg and felt this is another worthwhile project which he is involved in. In answer 25 to a questioned posed by Rabe, President Goodwin said this had been brought before the Board at the 26 last meeting but was approved for the wrong date. Metzger moved to approve the request to close the 27 one block area for three hours Saturday, September 20, second by Henry and the motion was carried 28 on a unanimous voice vote. 29 30 B. Lt. Wolski brought before the Board a request made by Earlham College for a noise variance, 31 explaining the college will host its first Fall Festival and Homecoming Kick-Off Party Friday, October 24, 32 between 4 and 7:30 p.m. He said a live band will be performing and meals will be served outside and 33 he recommended approval. Metzger so moved, second by Henry and the motion was carried on a 34 unanimous voice vote. 35 36 C. A request made by Rick Parker of Richmond Hardware was read by Lt. Wolski who said Parker 37 wants to extend the stoop onto the sidewalk at the proposed entrance into their new location at the 38 corner of North 10th and E Street. Lt. Wolski said there is an extra wide sidewalk, about 17 feet, and 39 Parker is asking to come out from the building four feet. He said there should be no problem and 40 recommended approval. President Goodwin commented that the 10th Street Corridor is an entry way 41 from the new Main Street down to the old depot and there is concern about what manner the work is 42 being done and how the door would be constructed. He said this approval of the request will allow 43 Parker to go ahead and get a side entrance at 923 North E Street. Henry moved to approve,second by 44 Metzger and the motion was carried on a unanimous voice vote. 45 46 D. A request made by Townsend Community Center for a bus loading area at 855 North 12th Street 47 was brought before the Board by Lt. Wolski who commented that the renovation there is nearly 48 completed. He said they asked for a yellow curb and appropriate signage from the stop sign back to the 49 first curb cut to their parking lot. He said this will also help with the safety factor. Henry moved to 50 approve,second by Metzger and the motion was carried on a unanimous voice vote. 51 52 CONTRACTS 53 54 A. Sgt. Bob Hobson of the Richmond Police Department explained that in order to meet federal 55 guidelines to sell a vehicle seized through federal agencies a contract is needed for the sale of 56 personal property. He said the contract is with Kottyan Realty and Auction Co. to auction off a 1985 57 Chevrolet Camaro October 4 at the Wayne County police garage. In answer to a question by President 58 Goodwin about where the money received for the car will go, Sgt. Hobson said it will be placed in the 59 Police budget. He added that this is the only car to be auctioned under federal guidelines at the sale, 60 however,there will be some others which have been seized by the local Police Department under state 61 guidelines. Metzger moved to approve the contract, second by Henry and the motion was carried on a 62 unanimous voice vote. 63 64 B. President Goodwin presented Change Order No. 3 at Townsend Community Center, noting that it is 65 in preparation of the closeout of the project and the total amount which included courtyard re-work, covering of piping, the gym floor and some rest room work, is $12,192.15. Metzger moved to approve the request,second by Henry and the motion was carried on a unanimous voice vote. Board of Works Minutes Cont'd September 18, 1997 Page 2 1 BID AWARD 2 3 A. President Goodwin, referring to a letter written by City Engineer Bob Wiwi, said that he and 4 Purchasing Manager Vicki Stevens had reviewed the three bids received for the Cumberland Road 5 culvert repair and recommended the bid be awarded to Delucio& Son as the lowest responsible quote. 6 Wiwi said the bids of Potter and Delucio were equal except Potter had a"move in"fee and Delucio did 7 not and that was the determining factor.
