CITY OF RICHMOND, INDIANA, AUGUST 21, 1997
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday, August 21,
2 1997, in the Municipal Building in said City. Chairperson Bob Goodwin presided, with Robin Henry and Bruce
3 Metzger and Assistant City Attorney Steve Rabe in attendance. The following business was had to-wit:

7 The minutes of the August 14, 1997 meeting were not available.

9 CLAIMS FOR PAYMENT

11 Claims for payment submitted by the City Controller's office were read by Henry who noted they totaled
12 $125,856.32 and moved to approve, second by Metzger and the motion was carried on a unanimous voice vote.

16 President Goodwin announced the Board had been requested to set a night for Beggar's Night or Trick or Treat
17 Night this year and after talking with both the Police and Fire Departments he recommended the date and time
18 be Thursday, October 30 from 5:30 to 7:30 p.m. Metzger so moved, second by Henry and the motion was
19 carried on a unanimous voice vote.

21 BID OPENING

23 A. President Goodwin announced he was moving the bid opening for the financial accounting system
24 up on the agenda because of the budget hearings which are scheduled to begin tonight. Deputy
25 Controller Ann Cottongim was on hand to take the bids and review them after the meeting. As the bids
26 were opened, President Goodwin announced who had made them. The first one opened, he said, was
27 from SCI, Systems Constultants Inc. Reading it, Henry said she could not tell the total by the figures
28 appearing on the four pages. Cottongim said there will be three different types of costs of software,
29 server and operating system and several cost systems.

31 President Goodwin opened two more bids, the first, from MUNIS Computer Center& Software, read by
32 Metzger who also said he could not find any figures that were explainable. The last bid, President
33 Goodwin said, was from Pentamission Government Systems. He said all three bids would be referred
34 to the City Controller's office for review and Metzger commented that they would be open for inspection
35 by anyone who wished to review them. Cottongim said each bid would be totaled and given to the
36 Board following their review.

40 A. Captain John Farmer of the Traffic Safety Division reported that the request made by Michele
41 Bottorff, director of the Wayne County Historical Museum, for removal of parking during the Pioneer
42 Days Festival September 13 and 14 had been reviewed and it has been recommended the Board
43 approve the request. He said the request was to remove parking on the Museum curb side on North
44 11th, North 12th and North A Streets from 11 a.m.to 5 p.m. both days.

46 Captain Farmer also noted that the second part of the request was for use of the municipal lot on North
47 lath Street referred to the GTE lot. President Goodwin said that request for the use of the lot had been
48 referred to the City Clerk who is responsible for the off-street parking for the City and she had said
49 since it was the weekend there would be no problem. Metzger moved to approve the complete request,
50 second by Henry and the motion was carried on a unanimous voice vote.

52 B. Fire Chief Mike Allen requested the Board approve the hiring of Jeffrey M. Irvine as a probationary
53 firefighter. He said Irvine had successfully completed all requirements, commenting that he had been a
54 member of the Richmond Police Department for seven years, but all applicants have to go through the
55 same testing requirements regardless of where they are coming from. He added that Irvine received no
56 special treatment because he is a Police Officer. He asked the Board's approval effective Monday,
57 August 25, noting that Irvine's resignation from the Police Department would be effective August 24.
. 58 Captain Farmer stated that the Police Department regrets the loss of Officer Irvine, adding that the Fire
59 Department is getting a fine officer. Henry moved to approve, second by Metzger and the motion was
60 carried on a unanimous voice vote.

62 Chief Allen commented that Irvine was in the audience and President Goodwin invited him to speak.
63 Doing so, Irvine said he had enjoyed his past seven years with the Police Department and was looking
64 forward to working with the Fire Department.

1 AGREEMENTS

3 A. Assistant City Attorney Steve Rabe stated that the agreement with Wayne Township would be
4 available tonight but he was waiting on more information for the agreement with Spring Grove. He said
5 this agreement provides for fire protection services from the City to Wayne Township and in turn,
6 Wayne Township will pay $379,867.06 for 1998. He said this is a similar agreement to the ones
7 executed in the past and the only thing changed from last year is the pricing. Rabe recommended the
8 Board's approval of the agreement. Metzger stated that he has to abstain from voting. Henry moved to
9 approve,second by President Goodwin and the motion was carried by two votes and one abstaining.

13 There being no further business, on a motion duly made seconded and passed and carried on a unanimous
14 voice vote,the meeting was adjourned.
