CITY OF RICHMOND. INDIANA. SPECIAL MEETING.JULY 15. 1997
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Tuesday, July 15, 1997,
2 in a special meeting in the Municipal Building in said City. President Robert Goodwin presided with Robin Henry,
3 Bruce Metzger,and Assistant City Attorney Steve Rabe in attendance.The following business was had to-wit:

5 OPEN BIDS FOR THE UPTOWN REDEVELOPMENT PROJECT

7 A. President Goodwin announced that four bids had been received and Henry proceeded to write them
8 down on the posting board as they were opened and read. Metzger read a bid for the landscaping
9 submitted by Brower's Gaar Nurseries of$376,598.14 as a base bid.Alternate No. 1 was for 10th street
10 for $30,245.10; alternate No. 2 was for $23,660; and alternate No. 3 was for - $11,840. President
11 Goodwin read the other bid for landscaping, submitted by Pro Green, Inc. which was a base bid of
12 $244,907. Alternate No. 1 for schedule A which is from 10th to 11th Street is for $19,272.42. There
13 were no bids submitted for alternates No.2 and No.3.

15 Metzger read the bid for the parking garage submitted by NRS Inc. which was a base bid of $55,820.
16 Alternate No. 1 was for$25,400; alternate No.2 was for$38,770;alternate No. 3 was for$38,930; No.
17 4 was $12,740; No. 5 was $3,960; No. 6 was $3,865. President Goodwin read the bid for the streets
18 project made by Milestone Contractors which was a base bid of $2,176,958.49. Alternate No. 1.1 was
19 for$137,808.03;No.2 was$218,510.64;and No.3 was$57,385.80.

21 City Engineer Bob Wiwi stated the project had been advertised in the Palladium-Item on June 2 and
22 June 9 and offered a proof of publication. He said he, along with Cole&Associates and representatives
23 of Main Street Inc. would review the bids and bring their recommendations back to the Board in the
24 near future, possibly at this Board's next regular meeting,July 17.

26 CONSTRUCTION INSPECTORS ON THE UPTOWN REDEVELOPMENT PROJECT

28 A.Assistant City Attorney Rabe explained that this contract is for $242,217.18 and is with Cole &
29 Associates. He said it includes services such as construction inspection, testing and construction
30 administration activities connected with the updown redevelopment project. The language in the
31 contract includes the following: Cole & Associates will serve as the City's liaison and coordinator with
32 the contractor,provide a fulltime resident project representative to inspect and review the work, perform
33 the materials and inspection testing, review shop drawings checking for completeness, consider and
34 evaluate the contractor's suggestions for modifications in drawings and/or specifications, maintain
35 records and prepare the final construction record and final estimate as required by the City and
36 administer the contract in accordance with INDOT procedures. Attached to the contract, Rabe said, is
37 Exhibit C which contains the Federal Contract Provisions as set by the Indiana Department of
38 Commerce Grants Management Division. Metzger moved to approve the contract not to exceed
39 $242,217.18,second by Henry and the motion was carried on a unanimous voice vote.

44 voice vote,the meeting was adjourned.
