HomeMy Public PortalAbout07-03-1997 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA,JULY 3, 1997 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday, July 3, 1997, 2 in the Municipal Building in said City. President Robert Goodwin presided with Robin Henry, Bruce Metzger and 3 City Attorney Bob Bever in attendance. The following business was had to-wit: 4 5 APPROVAL OF MINUTES 6 7 The minutes of June 26, 1997 were approved on a motion by Henry, second by Metzger and the motion was 8 carried on a unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 Claims for payment submitted by the City Controller's office were read by Henry who noted they totaled 13 $452,546.06 and moved to approve, second by Metzger and the motion was carried on a unanimous voice vote. 14 15 REQUESTS 16 17 A. Fire Chief Mike Allen asked the Board to accept the retirement of Firefighter Don Kemper effective 18 July 5, 1997. He said Kemper was hired November 10, 1968 and had come up through the ranks, 19 currently serving as an inspection specialist in the Fire Prevention Division where he made inspections 20 of local businesses and industries, assisted with arson investigations and was involved with public 21 education programs. Metzger moved to approve the request, second by Henry and the motion was 22 carried on a unanimous voice vote. 23 24 Chief Allen also informed the Board that the second annual Battle of the Badges started July 1, 1997 25 and will run through July 12, 1997, noting that the event is sponsored by the Community Blood Center 26 and is between the Richmond Fire Department and the Richmond Police Department. He said those 27 interested in participating may pick up brochures at either the police or fire station. He added that the 28 Police Department defeated the Fire Department last year by two. 29 30 B. Captain John Farmer stated that instead of using off-duty City Police Officers at the Fonseca Party 31 Saturday, July 5, 1997, P & R Security will be providing security from 11:30 a.m. to 5 p.m. on that day 32 in the 1600 block of North C Street. Captain Farmer said the company is owned and operated by a 33 former Preble County, Ohio sheriff and the local police have never had any problems with the 34 company. He said both a male and female officer will be on duty, adding that no off-duty officers had 35 volunteered to work the event. President Goodwin said since this Board had approved the event, 36 stipulating that off-duty Police officers be on hand, the motion needs to be amended. Metzger moved 37 to approve the change in security arrangements to allow P & R Security to provide two individuals, 38 second by Henry and the motion was carried on a unanimous voice vote. 39 40 REPORT ON SOUTH 37TH STREET 41 42 A. Captain Farmer gave an update on South 37th Street, stating that another traffic study had been 43 done revealing that speeds are significantly higher than the Police Department would like to see. He 44 stated that in talking with the Planning Department and the City Engineer, making recommendations as 45 a result of the study, he learned from City Engineer Bob Wiwi that the state has not turned South 37th 46 Street over to the City and it has not been accepted into the City roadway system. Therefore, at this 47 point, no changes can be made unless they are made by the state. Captain Farmer said he has not 48 approached the state because his department's recommendations have not been finalized, but when 49 they are, even then, he may have to wait until the roadway is turned over to the City, at which time this 50 Board may make the changes. President Goodwin said since South 37th Street is a state project they 51 control the speed limits and where the stop signs are installed. Captain Farmer said he would keep the 52 Board advised as to the status of South 37th Street. 53 54 NEW HEARING DATE 55 56 A. President Goodwin passed along a reminder that the new date for the hearing for Richmond 57 Firefighter Sam Roberson is Wednesday, July 23, 1997 and it will be held at 5 p.m. in Council 58 Chambers in the City Building. 59 60 ADJOURNMENT 61 62 There being no further business, on a motion duly made seconded and passed and carried on a unanimous 63 voice vote,the meeting was adjourned. 64 65 Robert Goodwin, President ATTEST: Myra Miller, Deputy Clerk
