CITY OF RICHMOND, INDIANA,JUNE 26, 1997
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m.Thursday, June 26, 1997,
2 in the Municipal Building in said City. President Robert Goodwin presided with Robin Henry, Bruce Metzger and
3 Assistant City Attorney Steve Rabe in attendance. The following business was had to-wit:

5 APPROVAL OF MINUTES

7 The minutes of June 19, 1997 were approved on a motion by Henry, second by President Goodwin and the
8 motion was carried on a unanimous voice vote.

10 CLAIMS FOR PAYMENT

12 Claims for payment submitted by the City Controller's office were read by Henry who noted they totaled
13 $157,373.53 and moved to approve, second by President Goodwin and the motion was carried on a unanimous
14 voice vote.

17 REQUESTS

19 A. Kathy Wetzel, executive director of Senior Opportunities Services Inc., requested approval of
20 October 4-5 for the 18th annual Fourth Street Fair, with the following weekend of the October 11-12 as
21 the rain date. She said this is the first year for S.O.S. to be responsible and she has somewhat of a
22 happy situation which is more participating vendors than in the past. She also asked for the closing of
23 South A to the intersection of South 5th and E Street from 7 a.m.to 7 p.m. each day. Henry so moved,
24 second by President Goodwin and the motion was carried on a unanimous voice vote.

26 B. Gwen Schroeder, a member of the Community Development Committee with the Richmond/Wayne
27 County Chamber of Commerce which is responsible for the Adopt-A-Street program, appeared before
28 the Board merely to give a short presentation about the program. She noted it is a voluntary program
29 for the purpose of heightening the awareness of the litter problem. She invited those interested in
30 31
participating to call the Chamber of Commerce. She said as far as she knows there are about 30
groups or individuals involved at this time, but she is in the process of updating the list to make it
32 accurate.

34 C. President Goodwin read a request for a curb cut by the Tally Ho Pub at 502 North 19th Street to
35 access the parking lot which has already been approved by the Board of Zoning Appeals. Richard
36 Jacob, representing the Tally Ho Pub, noted that stipulations made by the Board of Zoning Appeals
37 were that there be paving, striping and parking perpendicular to the east wall. Henry moved to approve
38 the request,second by Metzger and the motion was carried on a unanimous voice vote.

40 D. Another curb cut request made by Ronnie Eugene Swallow Jr. at 1224 South 21st Street to access
41 a driveway for a new home being constructed was approved on a motion by Metzger, second by Henry
42 and the motion was carried on a unanimous voice vote.

44 E. Another request made by Swallow which was approved, with stipulations, by the City Engineer's
45 office before coming to this Board,was for the closing of the road in the 1200 block of South 21 st Street
46 Monday, June 30, for approximately five hours for connecting into the main sewer. Henry moved to
47 approve the request,second by Metzger and the motion was carried on a unanimous voice vote.

49 F. Fire Chief Mike Allen requested the Board accept a new candidate list for the Richmond Fire
50 Department, stating that the current list expires at midnight Monday, June 30, 1997. He said the new
51 list, comprised of the 15 top scoring candidates from the Richmond Fire Department's application and
52 testing process just completed, will be effective from Tuesday, July 1, 1997 through June 30, 1999.
53 Chief Allen said as openings occur, these candidates will be considered in the order of score,
54 descending from the highest total score to the lowest.

56 PUBLIC HEARING

58 A. A date for the public hearing to consider whether or not the former Medical Arts Building site should
59 be sold to a private developer or retained for municipal use was set for Thursday, July 10, to be held
60 during the regular Board meeting, with an alternate date of July 17, also during the regular Board
61 meeting. The motion was made by Metzger, second by Henry and was carried on a unanimous voice
62 vote. Rabe explained that the public hearing date has to be advertised 10 days prior to the meeting and
63 because this site was appraised at $100,000, exceeding the $50,000 limit set by state law, it would
64 require approval of the Common Council as well. He said it was the Mayor's wish that the public
65 hearing be held to give the opportunity for the citizens of Richmond to make comments.

3 A. Bids were opened for carpeting in the offices of the City engineer and the Credit Union with
4 President Goodwin opening the bid made by Georgia Direct which was for $2,827.53; Henry opened
5 the bid by Tim Hogan's Carpet Outlet for a total of $3,243; and Metzger opened the bid by Richmond
6 Carpet which was for $2,614.11. Since Purchasing Manager Vicki Stevens was on vacation, it was
7 decided that the Board award the bid. Therefore, President Goodwin said since the bid by Richmond
8 Carpet was the lowest and best, the bid should be awarded to that company. Metzger moved that the
9 bid be awarded to Richmond Carpet subject to the compliance with the specifications, second by Henry
10 and the motion was carried on a unanimous voice vote.

12 MISCELLANEOUS BUSINESS

14 A. President Goodwin read a letter from Attorney Leo T. Blackwell requesting that the Board
15 acknowledge his withdrawal as the attorney for Richmond Firefighter Sam Roberson. President
16 Goodwin also stated that the next tentative date for the public hearing for Roberson had been set as
17 July 2. Metzger moved to acknowledge the withdrawal of Blackwell, second by Henry and the motion
18 was carried on a unanimous voice vote.

22 There being no further business, on a motion duly made seconded and passed and carried on a unanimous
23 voice vote,the meeting was adjourned.
