HomeMy Public PortalAbout06-05-1997 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA,JUNE 5, 1997 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday, June 5, 1997, 2 in the Municipal Building in said City. President Robert Goodwin presided with Bruce Metzger and Assistant City 3 Attorney Steve Rabe in attendance. Absent was Robin Henry.The following business was had to-wit: 4 5 APPROVAL OF MINUTES 6 7 No minutes were available. 8 9 CLAIMS FOR PAYMENT 10 11 Claims for payment submitted by the City Controller were read by Metzger who noted they totaled $497,014.30 12 and moved to approve,second by President Goodwin and the motion was carried on a unanimous voice vote. 13 14 REQUESTS 15 16 A. Fire Chief Mike Allen requested approval of the Board to use a fire engine and the Smoke House 17 during Kroger Kid's Day from 11 a.m. to 2 p.m. Saturday, June 14 at Kroger Say-On. Metzger moved 18 to approve, second by President Goodwin and the motion was carried on a unanimous voice vote. 19 20 B. City Engineer Bob Wiwi said since South 37th Street has been opened to traffic there are two 21 locations where street lights are needed. These spots, he said, are where Backmeyer Road intersects 22 South 37th Street and where Hodgin Road intersects South 37th Street. He said the poles are already 23 there and presented a letter which was sent to Councilmember Jack Elstro as to what the monthly 24 charge will be for the two lights. He said the lights would add to the safety of those intersections and 25 recommended the Board's approval. Metzger moved to approve the request, second by President 26 Goodwin and the motion was carried on a unanimous voice vote. 27 28 BIDS 29 30 A. President Goodwin said the rebids to repair the Street Division roof had been received and will be 31 opened. Checking with City Engineer Bob Wiwi, he said this is a clarification of a previous bid. Metzger 32 read the bid from McGuff Supply Inc. of Muncie which was for $57,775 area A, $58,795 for area 1 B, 33 and allowance money of $5,000; Metzger read the bid from Henry C. Smither Roofing Co. Inc. of 34 Indianapolis for$70,077 for area A, $39,915 for area 1 B, and allowance money for $5,000; President 35 Goodwin read the bid from Blackmore & Buckner Roofing of Indianapolis for $57,400 for area A, 36 $52,750 for area 1B, and allowance money of $5,000. These bids were given to Wiwi to review and 37 bring back a decision on before the end of the meeting. 38 39 B. One bid was received for the wallcovering in the rotunda area of the City Building. Metzger said it 40 was by Fuller Restoration for$1,404. President Goodwin said it would be taken under advisement. 41 42 C. Metzger opened and read the one bid for the City's street paving contract for 1997, noting it was 43 made by Milestone Constractors, L.P.for 95 cents per gallon of tack cote and $29.92 per ton for No. 11 44 surface. President Goodwin said this bid, also,will be taken under advisement. 45 46 D. President Goodwin opened and read the first of two bids for the Uptown Parking Lots Phase II which 47 includes the lot south of Bullerdick's Furniture, the former Kessler lot and the lot immediately north of 48 the Clarion-Leland Hotel. He said the bid was from Gaar Nurseries Brower Corp. for $71,793.24. 49 Metzger read the second by Milestone Contractors for$122,280.70. President Goodwin said the bids 50 would be referred to the Purchasing Department and Street Division. 51 52 E. Wiwi returned after reviewing the bids for the Street Division roof with John Dorr of Indiana Roofing 53 Consultants and recommended the bid be awarded to Smithers Roofing, noting their total bid, plus the 54 $5,000 allowance, was for $81,667, stating it was the lowest bid and is within the budget. Metzger 55 moved to approve the recommendation, second by President Goodwin and the motion was carried on a 56 unanimous voice vote. 57 58 59 MISCELLANEOUS BUSINESS 60 61 A. Captain Farmer reported that during the first week of the opening of South 37th Street the traffic 62 count equipment revealed that in a 24-hour period more than 2500 cars went through the area and 63 1200 of those were from one direction. Out of that number only 89 vehicles were going the speed limit. 64 He said 55 percent of the vehicles on South 37th Street were more than 20 m.p.h. above the limit. He 65 stated that one officer alone,in a four-hour period, issued 20 speeding citations in that area. Board of Works Minutes Cont'd June 5, 1997 Page 2 1 Captain Farmer further stated that seven vehicles, in that period mentioned earlier, were traveling 45 2 m.p.h. above the speed limit. He said he felt the general public should be aware that speeds are above 3 the posted 30 m.p.h. limit and the Police officers will be out there and will continue to monitor it. He said 4 one officer alone has written more than 70 tickets thus far in that area. Captain Farmer stated that his 5 big fear is that South 37th Street is what he calls "user friendly," which he said he realizes makes an 6 individual feel very comfortable at a highter rate of speed than is posted. However, he wanted to call the 7 public's attention to the fact it can be extremely hazardous if the speed limit is not observed and he 8 stated again that the area will be given more than its fair share of attention from the Police Department. 9 10 In answer to a question by President Goodwin about speed-related accidents, Captain Farmer said 11 there have been none so far, but he has significant concern for the intersection of Backmeyer Road and 12 South 37th Street. He stated that the potential for a very serious accident exists at that location due to 13 the fact that motorists are not in the habit of stopping there, combined with the speed as well as the 14 geographic factors that limit the line of sight. He said at this point some additional signage has been 15 posted on Backmeyer to indicate there is a stop ahead.
