MAY 1,1997 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday, May 1, 1997, 2 in the Municipal Building in said City. President Robert Goodwin presided with Robin Henry, Bruce Metzger and 3 Assistant City Attorney Steve Rabe in attendance.The following business was had to-wit: 4 5 CLAIMS FOR PAYMENT 6 7 Claims for payment submitted by the City Controller's office were read by Henry who noted they totaled 8 $483,587.90.She moved to approve,second by Metzger and carried on a unanimous voice vote. 9 10 BID OPENINGS 11 12 A. President Goodwin announced the bid openings included those for the tree removal contract for the 13 Street Department; the redevelopment project for the uptown parking lots; and the aggregate and 14 bituminous materials. Henry read the one bid received for the tree removal contract,stating it was from 15 Whitewater Valley Tree Experts of Richmond and was for $9,975 and included a list of different trees 16 and locations throughout the City. President Goodwin said the bid would be given to the City Engineer 17 and the Street Department for review and a possible awarding next week. 18 19 The one bid received for the uptown parking lots was read by Metzger who stated it was from Milestone 20 Contractors L.P. and included bids for the lot north of the Leland Hotel for$103,770.36;the lot between 21 North 6th and North 7th Street in the back of Bank One for$30,043.35;the lot south of Elder Beerman 22 for$8,143. He noted no bid was submitted for the bid alternate for landscaping, irrigation and lighting. 23 President Goodwin said the bid would be given to the engineers for review and possibly awarded at a 24 later date. 25 26 Henry read a bid from Irving Materials of Greenfield which included stone, washed gravel and sand, 27 and contained various prices per ton; Metzger read a bid from Barrett Paving Materials Inc. which 28 included stone, but he could find no bid bond; Metzger also read the bid by Milestone Contractors L.P. 29 which included a bid of$33.75 per ton for coated aggregate, $22.25 per ton for No.5 base hot asphalt, 30 and $23.50 per ton for No. 11 surface asphalt; Henry read a bid from Stonehenge Concrete Co. of 31 Richmond which included concrete, concrete with fiber reinforcement, gravel, washed gravel and sand; 32 Henry read the bid from Richmond Concrete Division, Ernst Enterprise of Richmond, which included 33 mixed concrete with fibers, crushed and washed limestone and mixed concrete; Metzger read the bid 34 from Ashland Petroleum Co.for various bituminous materials. President Goodwin handed the bids over 35 to Greg Stiens of the Engineering Department commenting that they might possibly be ready for 36 awarding at the Board's next meeting. 37 38 REQUESTS 39 40 A. Fire Chief Mike Allen presented the following requests: 41 42 1. Approval for closure of South 7th Street, east lane from South A going north, to the north service 43 drive;service drive from South ;7th, south of the parking garage, east to alley;service drive from South 44 7th, north of the parking garage, east to South 8th Street. The dates and times are from 7:30 a.m. to 45 approximately 4 p.m. May 10 and May 11. He said the reason for the closure is to conduct the agility 46 testing for the new hires for the Richmond Fire Department in a safe and orderly fashion. Rain dates, 47 the Chief said, are May 17 and May 18. He stated he had asked for and received permission from City 48 Clerk Norma Schroeder to use the parking garage for this testing. Captain John Farmer said he will 49 have personnel on duty at least the first day if they need any assistance in traffic control. Metzger 50 moved to approve the street closure as requested by Chief Allen, second by Henry and the motion was 51 carried on a unanimous voice vote. 52 53 2. Approval of a contract for the custodial fee for the Richmond High School Cafeteria for conducting 54 the written examination for the hiring process of the Fire Department. He said Richmond Community 55 Schools had waived the rental fee but could not do that for the custodial fee. Rabe said the Department 56 of Law had reviewed the agreement and found no problems recommending approval. Henry moved to 57 approve the contract,second by Metzger and the motion was carried on a unanimous voice vote. 58 59 3. Permission to enter Fire Engine No.4 and the Smoke House in the Rose Festival Parade set for 2 60 p.m. Sunday, June 22, 1997. In addition to that, Chief Allen said, they had obtained permission from 61 the Wayne County Historical Museum to use the antique fire truck and had made contact with some 62 retired Fire Chiefs to see if they would be willing to ride on the truck the day of the parade. Metzger 63 moved to approve the use of the fire engine and the Smoke House in the parade,second by Henry and 64 the motion was carried on a unanimous voice vote. 65 • Board of Works Minutes Cont'd May 1, 1997 Page 2 1 4. Approval for the Fire Department to participate in the Service Learning Program that Richmond 2 High School has implemented for the 1996-1997 school year. He said it was passed through the State 3 Legislature and was designed for juniors and seniors in high school to participate in a profession they 4 are interested in during the course of the summer and they can achieve two credit hours for their 5 participation and that would involve about 96 hours of job shadowing. He said Human Resources for 6 the City had advised them the insurance coverage is in place for such programs. 7 8 The Chief said he had developed a curriculum for them to follow that consists of orientation, hiring 9 requirements, organizational structure, rules and standard operating procedures, training, and 10 emergency response. He added that he had talked with Philip Baker, a participant, and his mother, Mrs. 11 Adams, about the program, adding that Philip is interested in becoming a firefighter and the Fire 12 Department wants to do everything it can do to help him achieve that wish. Rabe said both Mrs.Adams 13 and Philip had signed an indemnification agreement to cover the City in the event of any liablity. He 14 gave members copies prepared by the Department of Law for them to sign. Henry moved to approve 15 the participation in.the Service Learning Program, second by Metzger and the motion was carried on a 16 unanimous voice vote. President Goodwin asked Philip Baker, who was in the audience with his 17 mother, if he had any comments about his being the first participant to sign up for this program and he 18 declined to comment. 19 20 B. Captain John Farmer said he had received a request from Beth Hillard, president of the Baxter 21 Elementary School PTO,to close North West 3rd Street from Lincoln to Randolph from 3 to 9 p.m. May 22 16, 1997, for its annual school carnival. He said it was held last year without any problems and 23 recommended approval. Metzger so moved, second by Henry and the motion was carried on a 24 unanmous voice vote. 25 26 C. Captain Farmer said he had received a request from Rudolph S. Sperling, president of Richmond 27 Industrial Supply Co., Inc. at 170 Fort Wayne Avenue, for two 15-minute parking spaces in the 100 28 block of Fort Wayne Avenue from 8 a.m. to 5 p.m. He said he had spoken with several people who had 29 businesses in the block and found no one against approving the request and he recommended 30 approval. Henry moved to approve the request, second by Metzger and the motion was carried on a 31 unanimous voice vote. 32 33 D.A request for a block party in Hazelwood Court was tabled until more information could be received. 34 35 CONTRACTS 36 37 A. Jan Hibner of the Human Resources Department said four bids had been received for prescription 38 card services and she and City Controller Shelley Miller had gone over them independently with the 39 following results. She said bids from Drug Card and RX America were incomplete since neither 40 contained the required Form No. 95 nor a certificate of insurance. She said that left Kroger and RX 41 Connections to consider. She said both she and Miller recommended Kroger as the most responsive 42 and responsible provider. She explained that pricing of the two, when compared, was almost identical 43 and both have 24-hour help line service. She stated that Kroger is supported by the Diversified Card 44 Co. which has been in existence since 1976 and serves large employers, and Kroger services 45 employers with 50 to 5,000 employees and was begun in 1993. 46 47 In answer to a question by Metzger, Hibner stated that both Kroger and RX Connections, which is 48 Revco, have been providing interim coverage to City employees on a temporary arrangement. She 49 added that there had been some misunderstanding with RX Connections resulting in overall services 50 being better provided by Kroger in this instance. She said there had been some communication 51 problems with RX Connections. Metzger moved to approve awarding the contract to Kroger, second by 52 Henry and the motion was carried on a unanimous voice vote. 53 54 MISCELLANEOUS BUSINESS 55 56 A. Rabe commented that last fall and again this spring, Common Council has substantially revised the 57 City Ordinance regulating taxicabs within the City. He said one of the things included in that ordinance 58 is that taxicabs are required to be inspected annually by a licensed mechanic with a license from the 59 state of Indiana and that mechanic has to come from an approved list maintained by the City. At this 60 point, Rabe said, he would like to request that any mechanics wanting to be included on that list should 61 forward a letter to the City along with a copy of his mechanic's license to the attention of the Deputy 62 Controller who is compiling a.list for the Police Department. Rabe said there will also be an ad in the 63 newspaper on this subject and announcements will be made at other meetings. 64 65 ADJOURNMENT There being no further business, on a motion duly made seconded and passed and carried on a unanimous voice vote,the meeting was adjourned.
