HomeMy Public PortalAbout03-13-1997 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, MARCH 13, 1997 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday, March 13, 2 1997, in the Municipal Building in said City. President Robert Goodwin presided with Robin Henry, Bruce 3 Metzger and Assistant City Attorney Steve Rabe in attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES 6 7 The minutes of the March 6, 1997 meeting were approved on a motion by Henry, second by Metzger and carried 8 on a unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 Claims for payment submitted by the City Controller's office were read by Henry who noted they totaled 13 $537,544.37 and moved to approve,second by Metzger and carried on a unanimous voice vote. 14 15 REQUESTS 16 17 A. Lt. Kris Wolski of the Traffic Safety Division stated that a brief survey had been conducted 18 concerning the curb cut request at 3506 Wynfield Drive which is a new home site and there were no 19 problems. President Goodwin said the request had been approved by all departments. Henry moved to 20 approve the request as long as all City specifications were met,second by Metzger and the motion was 21 carried on a unanimous voice vote. 22 23 B. City Engineer Bob Wiwi brought before the Board a request for Change Order No. 8 on the 20th 24 Century Bridge, explaining that it is an additional request for authorization for E.E.O. training to be 25 authorized on the job and is being developed by the state to meet its training objectives. He explained 26 that when a project of this nature is set up they estimate how much time would be placed on the project 27 in training and in this case there have been a couple of extensions because of items found after they 28 started construction and the estimated time has been used up. He said they are asking for$1,500 and 29 the City is paying 20 percent of that and the state is picking up the remaining 80 percent. In answer to a 30 question by Metzger about what is left to do, Wiwi said that includes pavement striping on the bridge 31 deck, minor cleanup items and some paving work near the structure on Third Street. He added that 32 most of the work is cleanup or cosmetic as well as seeding work. Metzger moved to approve the 33 request, second by Henry and the motion was carried on a unanimous voice vote. 34 35 CONTRACTS 36 37 A. Wiwi recommended to the Board that Sieco, Inc. be hired to oversee the inspection of the ongoing 38 project of the extension of Industries Road from Union Pike near Hill's Pet Foods over to Chester 39 Boulevard. He said the work has progressed to the building of a four lane street with a median down 40 the center and will also involve a bridge over the east fork of the Whitewater River. Wiwi said Sieco did 41 the design of the roadwork and has broad experience in this area as well as the staff to take care of the 42 work. He said Sieco's duties would be primarily to observe the contractor and monitor his activities. 43 Metzger moved to approve the request, second by Henry and the motion was carried on a unanimous 44 voice vote. 45 46 B. Assistant City Attorney Steve Rabe explained that the lease he has brought before the Board is a 47 standard form lease from the U.S. House of Representatives which is used by all the Congressmen for 48 lease of office space in their home districts. He explained that this is for the lease of office space in the 49 Municipal Building for U.S. Congressman David McIntosh, noting that two typographical errors had 50 been corrected by this office. Henry moved to approve, second by Metzger and the motion was carried 51 on a unanimous voice vote. 52 53 54 MISCELLANEOUS BUSINESS 55 56 A. City Attorney Bob Bever explained the background of what he called a housekeeping procedure, 57 noting that Richmond Casting, 1775 Rich Road, a successor to Truecast, which, in 1974 went through 58 an industrial revenue bonding, is paying off the mortgage. Bever said the industrial revenue bonding is 59 a process where a property is titled in the name of the City and the company is simply paying on the 60 industrial revenue bonds and when it comes time to pay if off the City then deeds the property to the 61 particular company. He added that the City has no risk because the company is paying all the 62 mortgage payments. Bever said he is happy to report that Richmond Casting has done so well it is 63 paying the mortgage off early and in conjunction with that, a deed needs to be authorized from the City 64 of Richmond to Richmond Casting with a motion and authorization from this Board for President 65 Goodwin to sign that deed. Board of Works Minutes Cont'd March 13, 1997 Page 2 1 President Goodwin said this would be Resolution No. 4 - 1997 for the Board of Works. Bever said 2 Richmond Casting wants to have a closing next week and he explained there is an $850,000 mortgage 3 which is being paid off through Star Bank who is the trust on that and the payoff as of March 20 is 4 $167,000 and they will be paying that off at which time the City is obligated to deed the property to 5 Richmond Casting. Bever said since the Board of Works controls City property it is proper to have the 6 Chairman sign as well as the Mayor.
