HomeMy Public PortalAbout03-06-1997 BOARD OF PUBLIC WORKS AND SAFETY OF THE • CITY OF RICHMOND, INDIANA, MARCH 6, 1997 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday, March 6, 2 1997, in the Municipal Building in said City. President Robert Goodwin presided with Robin Henry, Bruce 3 Metzger and Assistant City Attorney Steve Rabe in attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES 6 7 The minutes of the February 20 and February 28, 1997 meetings were approved on a motion by Metzger who 8 noted that the necessary changes had been made to those of February 20, second by Henry and carried on a 9 unanimous voice vote. 10 11 CLAIMS FOR PAYMENT 12 13 Claims for payment submitted by the City Controller's office were read by Henry who noted they totaled 14 $39,869.80 and moved to approve,second by Metzger and carried on a unanimous voice vote. 15 16 APPROVAL OF CITY OF RICHMOND FLEXIBLE BENEFIT HEALTH PLAN 17 18 A. President Goodwin said that a few weeks ago this Board approved the basic insurance policy for the 19 City and this is in addition to that. He explained this is the plan which resulted from the meeting of 20 representatives from the City departments which allows City employees to set aside pre-tax dollars 21 using Internal Revenue Code Section 125 which allows the setting aside pre-tax dollars for paying of 22 claims for treatments such as annual physicals, dental or eyegalsses or other ailments that do not fall 23 within the present insurance plan. He said the signup period is no later than March 21 and it becomes 24 effective April 1. Henry moved to approve, second by Metzger and the motion was carried on a 25 unanimous voice vote. 26 27 REQUESTS 28 29 A. President Goodwin brought before the Board a request from Freddie Bragg, head of maintenance in 30 the City Building, to maintain a master book at the police information desk of material safety data 31 sheets which is a rundown on every chemical stored in the building in case of a problem such as fire. 32 He said it would be a duplication of the master book of chemicals listed in the City Clerk's office and 33 would be accessible after office hours in case it is needed. President Goodwin said he had checked 34 with the Police Chief and he had no objections. Metzger moved to approve, second by Henry and the 35 motion was carried on a unanimous voice vote. 36 37 B. Captain John Farmer read a request made by Lonnie Cain for a curb cut at 2224 Rich Road to 38 permit access to a new garage being built. He said the request has been inspected and approved by all 39 departments with only the Public Works and Engineering Department stating conditions. Metzger 40 moved to approve the request subject to the conditions set by the engineering department, second by 41 Henry and the motion was carried on a unanimous voice vote. 42 43 C. Captain Farmer read a second request for a curb cut, this one made by the Church of God at 41 44 Richmond Avenue. He said it had been approved by all departments with only the Engineering 45 Department stating conditions. Metzger moved to approve subject to those condition set by the 46 engineering department, second by Henry and the motion was carried on a unanimous voice vote. 47 48 D. President Goodwin brought before the Board an invoice authorizing the payment through T.I.F. 49 bonds of$2,000 to Potter Construction for the demolition of a structure at 2126 Chester Boulevard. He 50 said the work was completed February 19 and the bill was approved by the City Engineer February 20 51 and has now been forwarded to this Board for final approval.
