CITY OF RICHMOND, INDIANA. FEBURARY 6.1997
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday, February 6,
2 1997, in the Municipal Building in said City. President Robert Goodwin presided with Robin Henry, Bruce
3 Metzger and Assistant City Attorney Steve Rabe in attendance.The following business was had to-wit:

6 APPROVAL OF MINUTES

8 The minutes of the January 30, 1997 meeting were approved on a motion by Henry, second by Metzger and
9 carried on a unanimous voice vote.

11 CLAIMS FOR PAYMENT

13 Claims for payment submitted by the City Controller's office were read by Henry who noted they totaled
14 $167,915.11 and moved to approve,second by Metzger and carried on a unanimous voice vote.

17 PRESENTATION BY TCI

19 Rich Cody, manager of TCI presented a check for$68,165.21, noting that it is the fourth quarter 1996 franchise
20 fee. He also brought the FCC proof of performance booklets which he gave to the Clerk to file. He stated that the
21 breakout of the guide cost on the bills to become effective March 1, 1997 has been delayed and will not become
22 effective until later in the year.

27 A. In the absence of Common Councilmember Jack Elstro, chairman of the Adopt-A-Street project for
28 the Council, Clerk Norma Schroeder stated that Council agreed at its February 3 meeting to take on as
29 a cleaning project North West 5th Street from Main Street to Indiana Avenue. She said Gwen
30 Schroeder had been notified and street signs designating the area would be posted. The first time out
31 for Councilmembers will be April 19 during the city-wide cleanup. Metzger moved to approve the
32 request, second by Henry and the motion was carried on a unanimous voice vote. President Goodwin
33 encouraged other civic groups or organizations to also adopt an area to keep clean, noting that it might
34 be something this Board might want to do.

36 B. Fire Chief Mike Allen presented award to Fire Prevention Chief Bobby Farris and Assistant Chef
37 Jerry Purcell for initiating the Smokehouse which he called the most requested educational program the
38 Richmond Fire Department offers. He explained it teaches youth how to exit a smoke filled building and
39 experience the event in a controlled and safe atmosphere. The inscription on the plaques, in part, read
40 "their efforts will have a lifesaving impact on our youth well into their adult life."

42 Chief Allen also presented an award to Battalion Chief Ed Haller for giving a 10-month-old infant mouth
43 to mouth resuscitation when answering a fire alarm September 17, 1996. He said Haller can tell you
44 how wonderful it is to be able to bring life back with a single breath but he can also tell you how
45 miserable it feels not to be able to bring life back for he has experienced both expressions of emotions.
46 In part, the plaque read: "in recognition of your distinguished life saving act on September 19, 1996
47 allowing an infant to continue life's journey."

49 Chief Allen requested approval of the retirement of Lt. Bill Jackson who was hired December 16, 1966,
50 noting that he had always represented the fire department and the City with dignity. Metzger moved to
51 approve the request, second by Henry and the motion was carried on a unanimous voice vote.

53 Chief Allen also stated that Jeffrey Ray Kemp had successfully completed testing and requirements
54 and asked for approval of hiring subject to the approval of P.E.R.F. Henry so moved, second by
55 Metzger and the motion was carried on a unanimous voice vote. Metzger voiced his congratulations to
56 those receiving awards and a round of applause followed.

61 A. President Goodwin announced that after reviewing the bids for the demolition of 2126 Chester
62 Boulevard,the engineering department and Vicki Stevens, purchasing manager, had recommended the
63 proposal submitted by Potter Construction for $2,000 be accepted. Henry so moved, second by
64 Metzger and the motion was carried on a unanimous voice vote.

3 A. Assistant City Attorney Steve Rabe explained that in October this Board approved an agreement for
4 the HVAC maintenance for the City Building and pursuant to the terms of that agreement it was to begin
5 November 1. However, Bader Mechanical, with whom the agreement was signed, was unable to begin
6 work at that time. This addendum, Rabe said, changes the term of the two year contract to begin
7 January 1, 1997. Metzger moved to approve the request, second by Henry and the motion was carried
8 on a unanimous voice vote.

12 There being no further business, on a motion duly made seconded and passed and carried on a unanimous
13 voice vote,the meeting was adjourned.
