INDIANA.JANUARY 30 ,1997 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday, January 30, 2 1997, in the Municipal Building in said City. President Robert Goodwin presided with Robin Henry, Bruce 3 Metzger and Assistant City Attorney Steve Rabe in attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES 6 7 The minutes of the January 23, 1997 meeting were approved on a motion by Henry, second by Metzger and 8 carried on a unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 Claims for payment submitted by the City Controller's office were read by Henry who noted they totaled 13 $375,050.14 and moved to approve,second by Metzger and carried on a unanimous voice vote. 14 15 REQUESTS 16 17 A. Captain John Farmer reported that as a result of a request made by the Reeveston Neighborhood 18 Association he reviewed the area of South 17th Street where it intersects with Reeveston Road and 19 South C Street and South D Street. He provided Board members with maps to make his 20 recommendations clearer. He said there is no regulatory signage at South D and C Streets as vehicles 21 enter South 17th Street from a semi-circle with traffic islands at either end. He said there is, however, 22 one yield sign on Reeveston Road for westbound traffic entering South 17th Street. He also 23 recommended yield signs be placed where the traffic is diverted by the circle in the 1600 block of South 24 C Street in the westerly direction, placing the sign there for the traffic moving into South C Street from 25 South 17th Street; and at the south island, a yield sign for the northbound traffic on South 17th Street 26 and also for the traffic on South 17th that is entering South D Street in a westerly direction and that sign 27 would be placed on the south side of the island. He said that should improve the safety on those 28 streets. He added that, in light of the proposed development at the end of South 17th Street, if that 29 happens, he will revisit the location to see if it warrants any changes. Henry thanked him for checking 30 31 into to it and President Goodwin commented that this is a result of neighborhoods working with Henry's office. Henry moved to approve the placement of the signs, second by Metzger and the motion was 32 carried on a unanimous voice vote. 33 34 B. The first request for a reserved handicapped parking space brought before the Board by Captain 35 Farmer was for Sylvia Crane at 308 Richmond Avenue. He explained this request has been tabled by 36 the Board previously in order to contact the applicant. He said, upon further review and conversation 37 with Crane, he has learned that two of the three parking spaces in the rear are used by her landlord 38 who lives next door. The remaining space, he said, is for use by Crane or her mother, both of whom 39 have vehicles. Upon further checking, Captain Farmer said he found the rear of the parking area is 25 40 paces from the back entrance which has three steps into the house. The front, he said, is 14 paces to 41 the house and 7 steps up,which makes it about equal in distance. With the information he has, Captain 42 Farmer said, he could not recommend approval of the request. He said Crane was advised that this 43 was coming before the Board today and she had the right to appear. However, she was not present. 44 President Goodwin asked for a motion to deny the request. Metzger so moved, second by Henry and 45 the motion was carried on a unanimous voice vote. 46 47 A request by David Burelison at 118 North 18th Street met the requirements stated in the ordinance 48 according to Captain Farmer who recommended approval. Henry so moved, second by Metzger and 49 the motion was carried on a unanimous voice vote. Captain Farmer said he had reviewed the request 50 by Reita Day at 417 North West 3rd Street and found a garage, but it is not compatible with today's 51 vehicles, and he recommended the request be approved. Metzger so moved, second by Henry and the 52 motion was carried on a unanimous voice vote. 53 54 C. Fire Chief Mike Allen recommended the promotion of Tim Thomas to the rank of engineer, noting 55 that he had successfully met the requirements during his probationary period. In answer to a question 56 posed by Metzger as to the duties of an engineer, Chief Allen said he drives the vehicle and operates 57 the pump. Metzger moved to approve the recommendation, second by Henry and the motion was 58 carried on a unanimous voice vote. Chief Allen also asked approval of the use of an on-duty fire truck 59 and the Smokehouse from 10 a.m.to 2 p.m. Saturday,June 7,for Reid Hospital's Kids Health Safari at 60 Richmond Square Mall. Henry moved to approve the request, second by Metzger and the motion was 61 carried on a unanimous voice vote. 62 63 D. Police Chief Bill Shake accepted a check for $7,200 from Roy Combes, representing the Fraternal 64 Order of Eagles, and one for$5,000 from Maxcine Bragg, director of the Richmond Housing Authority, 65 to be used for the purchase of dogs, equipment and supplies for the K-9 unit. Board of Works Minutes Cont'd January 30, 1997 Page 2 1 Bragg said she wanted to thank Chief Shake personally for the recent help given by the Richmond 2 Police Department. Chief Shake explained that it was through the cooperation of Bragg and the 3 Housing Authority, which allowed the drug task force to occupy an apartment in one of its complexes, 4 that a drug problem was taken care of. 5 6 BID OPENINGS 7 8 A. President Goodwin announced the opening of bids for the demolition of 2126 Chester Boulevard. 9 Henry read the bid from Potter Construction of Richmond which was for $2,000 and contained a 10 certificate of insurance; Metzger read the bid from Mike DeLuico & Son which was for $2,152 which 11 also contained a certificate of insurance; President Goodwin read the bid from Butler Excavating for 12 $2,070 but no certificate of insurance was attached. President Goodwin said he would check to see if 13 one was required and added that the bids would be given to the purchasing manager for review and to 14 be awarded at a later date. 15 16 CONTRACTS 17 18 A. President Goodwin read a letter from Purchasing Manager Vicki Stevens recommending the bid for 19 wall covering in the Board of Works room and the Mayor's office area be awared to Fuller Restoration 20 for $2,025.
