1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday, January 16,
2 1997, in the Municipal Building in said City. President Robert Goodwin presided with Robin Henry, Bruce
3 Metzger and Assistant City Attorney Steve Rabe in attendance.The following business was had to-wit:

5 APPROVAL OF MINUTES

7 The minutes of the January 9, 1997 were approved on a motion by Metzger, second by Henry and carried on a
8 unanimous voice vote.

10 CLAIMS FOR PAYMENT

12 Claims for payment submitted by the City Controller's office were read by Henry who noted they totaled
13 $1,694,635.97 and moved to approve,second by Metzger and carried on a unanimous voice vote.

17 A. Lt. Kris Wolski brought before the Board a request for the annual WalkAmerica walk sponsored by
18 the Richmond Chapter of the March of Dimes. He said the date requested is Saturday, April 26, with a
19 7 a.m. registration in Glen Miller Park. The route, he explained, would begin in the park, go west on
20 East Main through town, across the Main Street Bridge to South West 5th Street, to National Road
21 West, back in front of the high school, across G Street Bridge, east on South A and end on 18th and
22 Main. He said this is an annual event and has never posed a problem in the past, thus the
23 recommendation to approve from the Traffic Safety Division, with the stipulation that the participants
24 adhere to normal traffic patterns and signals. Henry moved to approve the request with the stipulations
25 mentioned,second by Metzger and the motion was carried on a unanimous voice vote.

29 A. Assistant City Attorney Steve Rabe and Tim Thomas, president of the Professional Firefighters,took
30 their places at the table with the Board members to discuss the Firefighters Professional Negotiations
31 agreement. Rabe said it was December 26, 1996 when this Board approved the initial contract and
32 subsequent to that the bargaining unit expressed some concern over some minor contractual language
33 which has since been changed and incorporated in this agreement. Thomas, speaking on behalf of the
34 bargaining unit which voted for ratification, recommended passage, noting that he felt the negotiations
35 went smoothly with only one minor impasse where the Mayor stepped in and made decisions that both
36 sides were happy with. Metzger, Rabe and Henry were on the City's negotiating team and Metzger said
37 he appreciated the businesslike attitude and the general cooperative spirit of the firefighters during
38 negotiations. Rabe and Henry echoed his comments. Henry moved to accept the agreement, second
39 by Metzger and the motion was carried on a unanimous voice vote.

41 B. City Engineer Bob Wiwi brought before the Board the agreement from the Indiana Department of
42 Transportation with the City to install a crossing signal at Norfolk & Southern and Gravel Pit Road,
43 adding that this was in answer to a request by the City. He said the agreement authorizes them to have
44 the railroad design and construct a signal at that location, noting that 90 percent of the cost will be paid
45 by INDOT and the other 10 percent, estimated to be about $10,500, is local cost. Wiwi said the
46 agreement had been reviewed and approved by the City Attorney. Metzger moved to approve the
47 agreement, second by Henry and the motion was carried on a unanimous voice vote.

49 C. Wiwi also brought a contract for a railroad warning system inspection for Industrial Parkway, stating
50 that the City constructed a railroad spur two years ago that crosses the parkway near Transilwrap and
51 a signal had been put up to warn motorists and it takes a specialized service to provide inspections to
52 ensure conformance to the INDOT Federal Railroad Administration regulations. Wiwi said, of the two
53 services contacted, Railroad Specialties Inc.of Delphi seemed to meet the City's needs best,to provide
54 monthly, quarterly and annual inspections for a minimum annual maintenance fee of $1,560. Rabe
55 stated there are two typos to be corrected in the agreement and Wiwi said the contractor asked for a
56 minimum of two hours on emergency calls and he asked that that language be added. Metzger moved
57 to approve the agreement subject to the changes recommended by Rabe and Wiwi, second by Henry
58 and the motion was carried on a unanimous voice vote.
