DECEMBER 26, 1996 • • 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m.Thursday, December 26, 2 1996, in the Municipal Building in said City. President Robert Goodwin presided with Bruce Metzger and City 3 . Attorney Bob Bever in attendance.Robin Henry was absent.The following business was had to-wit: 4 5 CLAIMS FOR PAYMENT 6 7 Claims from the Controller's office were read by President Goodwin who noted that they totaled $100,544.04, 8 along with handchecks totaling $70,608.90, and $3,922.98. Metzger moved to approve the claims, second by 9 President Goodwin and the motion was carried on a unanimous voice vote. 10 1.1 BID OPENINGS FOR FUEL 12 . 13 A. Stating that the bids for fuel were ones that had been rebid, President Goodwin asked Metzger to 14 open the first envelope which contained an amended proposal sheet from Harvestland Co-Op. Metzger 15 said the bid for octane rating 87 was.695 per gallon for transport, .73 for tankwagon and .727 for pump 16 price; 89 octane was .727 per gallaon for transport, .762 for tankwagon and .759 for pump price; 92 17 octane, .765 per gallon for transport, .8 for tankwagon and..797 for pump price. President Goodwin 18 read the amended proposal from Warfield Oil, noting that the quote for regula 86 octane unleaded for 19 pump price was .789 per gallon; 87 octane was .70 for transport, .74 for tankwagon, and there was no 20 quote for pump price. President Goodwin said there was more information but as near as he could tell 21 those are the figures, but when the quotes are reviewed they will be looked at more in depth. He said 22 the quotes would be taken under advisement and referred to the Purchasing, Transportation and 23 Engineering departments for review. 24 25 RESOLUTION NO.7-1996 26 27 A. President Goodwin read a letter from Deputy Controller Ann Cottongim in which she requested the 28 Board to increase the minimum dollar value which classifies a purchase of being a fixed asset or a 29 physical inventory item. She stated the amount needs to be changed from $500 to $1,000 and this is 30 required by the State Board of Accounts and is effective December 31, 1996. Any item purchased by 31 the City which is greater than or equal to $1,000 will be classified and recorded as a fixed asset and all 32 other purchases less than $1,000 will be classified and recorded a physical inventory items. Bever 33 noted that this is an accounty function that the Controller has to do based on conversations with the 34 State Board of Accounts.•President Goodwin asked .if the Board needs to authorize the Law 35 Department to draw up a resolution and Bever responded that this is the resolution. Metzger moved to 36 approve the resolution, second by President Goodwin and the motion was carried on a unanimous 37 - voice vote. 38 39 REQUESTS 40 41 A. Assistant Fire Chief Jerry Purcell, who stated that he is also on the staff of the East Central Fire 42 Emergency Services, requested the,dosing of a portion of Chester Boulevard at 2126 for the Richmond 43 Fire Department training and training of other firefighters in the third annual conference. He said he is 44 merely informing the Board plans are to use the Street Division to help close the area in the 2100 block 45 of Chester Boulevard subject to permits from the.state. In answer to a question by President Goodwin, 46 Purcell said only 1,000 feet of the west southbound lane will be closed, noting that classes will be held 47 January 4 and 5 and one day following,which will be either January 6,7 or 8, the department will burn 48 down what is left of the structure: 49 50 Purcell said he is requesting the use of local fire department equipment and personnel, Street Division 51 personnel and the Traffic Safety.Division for the training in this conference which is hosted in the City. 52 Purcell explained that the structure is close to the road which is the reason he is asking for the closing 53 of the one lane so the fire trucks do not have to pull onto the property. Metzger moved to approve the 54 request,second.by President Goodwin and the motion was carried on a unanimous voice vote. 55 56 B. President Goodwin read a letter from Deputy Controller Ann Cottongim.noting that the bids 57 submitted for the carpeting in the City Building had been reviewed by the Purchasing Agent, Controller 58 and herself, and it was found that Georgia Direct was the lowest, most responsive, responsible bidder 59 . for the amount of $3,417.80 and they recommended the bid be awarded to them. Metzger so moved, 60 61 second by President Goodwin and the motion was carried'on a unanimous voice vote. I . 62 CONTRACTS . • 63 64 A. Bever explained that a final contract had been accepted by both sides of the bargaining process of 65 the Firefighters Professional negotiations agreement. • • • Board of.Works Minutes Cont'd December 26, 1996 ' Page 2 • • 1 Bever stated that both Henry and Metzger had been a part of that negotiations committee as well as 2 Assistant City Attorney Steve Rabe whose notes he left prior to going on vacation indicated that final 3 contract had been accepted. Bever said Rabe had put together for the Mayor a synopsis of the 4 changes, noting that the new contract will be from January 1, 1997 through the end of 1998. He said 5 this is a two-year contract and since the wage negotiations were alternated, at this point no wage 6 negotiation will take place during 1997 but will take effect in 1998. All of the changes, Bever said, are 7 non-wage related and include (1) not to exclude the Fire Department management from being eligible 8 for retirement benefits, (2) a 14-day time limit for a grievance to be appealed before the Board of 9 Works, (3)adds the day after Thanksgiving as a holiday, (4) new language in a couple of areas, (5)the 10 City will furnish any protective clothing when interior painting is required, (6) cost increases in 11 uniforming resulting in government or department regulation or actions and allows the firefighter to 12 choose the vendor from which those uniforms can be purchased, (7) no change in sick leave policies as 13 was effective December 31, 1995. Bever said the agreement is ready for the Board's approval and 14 signatures. Metzger moved to approve the contract between the City and Richmond Professional 15 Firefighters Inc. Local 1408,second by President Goodwin and the motion was carried on a unanimous 16 voice vote. 17 18 B. Police Chief Bill Shake requested the Board's approval to continue the services provided by the Law 19 . Enforcement Training which the Richmond Police Department currently subscribes to and has been 20 since 1987. He said there is a slight increase in the cost this year over last year. He further explained 21 that the company's services are used for various training functions and they provide around the clock 22 24-hour programming. He recommended the agreement be renewed, noting the$480 increase over the 23 1996 charges which represent a 7.5 percent increase.
