CITY OF RICHMOND. INDIANA. DECEMBER 12. 1996
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 P.M.Thursday, December 12,
2 1996, in the Municipal Building in said City. Vice President Robin Henry presided with Bruce Metzger and City
3 Attorney Bob Bever in attendance. President Robert Goodwin was absent. The following business was had
4 to-wit:

6 APPROVAL OF MINUTES

8 The minutes of the December 5, 1996 meeting were approved on a motion by Metzger, second by Vice
9 President Henry and the motion was carried on a unanimous voice vote.

11 CLAIMS FOR PAYMENT

13 Claims from the Controller's office were read by Metzger who noted that they totaled $187,565.13 and moved to
14 approve,second by Vice President Henry and the motion was carried on a unanimous voice vote.

18 A. Vice President noted there were three invoices to be paid concerning the T.I.F. bonds for the
19 Industries Road project, all of which were for moving expenses to relocate an individual at 2127
20 Chester Boulevard. She said the total of the three invoices was$4,399. Metzger moved to approve the
21 payment,second by Vice President Henry and the motion was carried on a unanimous voice vote.

25 A. Two bids received for the gasoline and fuel oil contract for the City were opened. Metzger read the
26 bid from Warfield Oil which included the following, all priced per gallon: Premium unleaded gasoline:
27 transport$.724 per gallon,tank wagon $.764, pump price $.8696; Regular gasoline $.624,tank wagon
28 $.684, pump price $.7563; Premium road diesel $.687, tank wagon $.712, pump price $.677; Diesel
29 no. 1,transport$.687,tank wagon$.712, pump price$.778; No. 1 Fuel oil transport$.743,tank wagon
30 $.783;No.2 fuel oil transport$.657,and tank wagon$.692.

32 Vice President Henry read the second and last bid from Harvestland Co-op: Premium unleaded
33 gasoline, transport $.783, tank wagon $.818, pump price $.815; Regular gasoline $.753, tank wagon
34 $.788, pump price $.785; Premium road diesel $.718, transport tank wagon $.753, pump price $.752,
35 Diesel No. 1 premium transport $.742, tank wagon $.777, pump price $.776; No. 1 fuel oil transport
36 $.758,tank wagon$.817; No 2 fuel oil,transport$.692, and tank wagon$.727. Metzger moved to table
37 the bids and refer them to purchasing for review and recommendation, second by Henry and the
38 motion was carried on a unanimous voice vote.

40 B. Vice President Henry brought before the Board the Phone Service Contract for the Richmond Police
41 Department, explaining the two bidders were Cellular Connection and Centennial Wireless. She said
42 the recommendation from R.P.D. was that Centennial Wireless be awarded a two-year contract to
43 provide six phones at a monthly charge of$434.70 plus 29 cents per minute after that charge. It was
44 stated that their bid was the lowest most responsive and gave the best area coverage. Metzger moved
45 to approve,second by Vice President Henry and the motion was carried on a unanimous voice vote.

47 C. City Attorney Bob Bever presented an agreement for legal services, stating that the City had
48 previously entered into an agreement January 25, 1996, and anticipated billings on an hourly basis
49 going up to the$70,000 a year. However, he said, in the middle of the year it became prudent to hire a
50 full time assistant city attorney which cut back on the money available. Therefore, instead of going to
51 $70,000, his firm charged $25,000 a year to make the money available for the assistant city attorney.
52 Bever said that agreement had never formally been amended, and in talking with Mayor Andrews, it
53 was agreed to do that. This agreement, he said, shows that yearly retainer at $25,000, which, for the
54 past six months would have been $12,500.This agreement is for the 10 hours a week at$500 effective
55 July 1, 1996 and the renewal for 1997 for the$25,000 retainer and includes a few changes in wording
56 about litigation services.Answering a question by Metzger on what he anticipated the need for services
57 for litigation, Bever said there are some major matters which the City is still defending on its own such
58 as an RP & L matter and the Kenneth Lester case. Metzger moved to approve the signing of the
59 agreement M ,second by Vice President Henry and the motion was carried on a unanimous voice vote.

63 There being no further business, on a motion duly made seconded and passed and carried on a unanimous
64 voice vote,the meeting was adjourned.
