CITY OF RICHMOND, INDIANA, NOVEMBER 21, 1996
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m.Thursday, November 21,
2 1996, in the Municipal Building in said City. President Robert Goodwin presided with Robin Henry and Assistant
3 City Attorney Steve Rabe in attendance. The following business was had to-wit:

5 APPROVAL OF MINUTES

7 Henry moved to approve the minutes of November 7 and 14, 1996, second by President Goodwin and the
8 motion was carried on a unanimous voice vote.

10 CLAIMS FOR PAYMENT

12 Claims from the Controller's office were read by Henry who noted that they totaled $437,428.79 and moved to
13 approve,second by President Goodwin and the motion was carried on a unanimous voice vote.

15 President Goodwin reminded those in attendance and in the television audience that the Christmas parade will
16 be at 11 a.m. Saturday following a route from East Main and 16th Street to East Main and 10th Street. He also
17 suggested that the meeting next week be held on Wednesday since Thursday will be Thanksgiving Day. He put
18 that in the form of a motion,second by Henry and it was carried on a unanimous voice vote.

22 A. Henry opened the one bid received for the intersection modification of Rich Road and Williamsburg
23 Pike from Bowlin Construction of Losantville. She announced the total amount as $17,165.50.
24 President Goodwin handed the bid to Bob Wiwi,director of Engineering, in order that he might review it
25 and return to the meeting with a recommendation.

29 A. Captain John Farmer reported that he had reviewed the request of Jesse Michaels who recently
30 moved to 348 South West 2nd Street, causing the relocation of the handicapped parking sign from his
31 former residence at 128 South 10th Street. He said the residence complied with the requirements of the
32 ordinance and recommended approval. Henry so moved,second by President Goodwin and the motion
33 was carried on a unanimous voice vote.

35 Another request for a handicapped parking space submitted by Martha Smith at 319 South 9th Street
36 was reviewed by Captain Farmer who reported there was a parking lot at the rear of the building with
37 room for four cars. He said because of that parking lot this property does not fall within the
38 requirements of the ordinance and the only way to install the space at that address would be on the
39 opposite side of South 9th Street which is U.S.27 northbound so the individual would have to cross the
40 street to get to her house. He also noted there is no parking allowed on the east side of that street by
41 the state. He said he had attempted to make contact with the property owners but so far had been
42 unsuccessful. Henry moved to deny the request, second by President Goodwin and the motion was
43 carried on a unanimous voice vote.

45 A third request made by Janice Moore of 409 North 17th Street was brought before the Board by
46 Captain Farmer who said he inspected the residence and noted that there are 11 steps to the front door
47 and at the rear is an improved two-car garage and there are three steps to the back door. He said the
48 residence did not meet the requirements of the ordinance and recommended the Board deny the
49 request. Henry moved to deny the request, second by President Goodwin and the motion was carried
50 on a unanimous voice vote.

52 B. Bob Jacobson, supervisor of Vocational Rehabilitation, identified himself as the employer of Delisa
53 Ferguson-Cox who has been missing since November 9. He said she is a 13-year employee, has had
54 good attendance and work record. He asked to be allowed to use city property for a candlelight prayer
55 vigil from 6 to 7 p.m.Wednesday, November 27. He said he had no idea as to how many people would
56 paricipate but noted that 100 people showed up for a search for the girl a week ago Saturday. The
57 purpose of the vigil he said is to show interest and support.

59 President Goodwin asked Jacobson to elaborate on exactly what was needed. Jacobson said the vigil
60 would be held outdoors with a minister involved as well as family and friends. President Goodwin said
61 he would make an-effort to provide a speaker system and Jacobson said they would like to set up a
62 table where leaflets could be placed and would like to handout some candles. President Goodwin
63 suggested a back up of possibly using Council Chambers in case the weather did not cooperate.
64 Jacobson said they wanted to hold the vigil in a public place. Henry moved to approve the request for
65 the candlelight vigil from 6 to 7 p.m. Wednesday, November 27,'second by President Goodwin and the
motion was carried on a unanimous voice vote.

1 C. Sharlene George, executive director of Big Brothers/Big Sisters, requested permission to have
2 carriage rides involved with a Christmas Festival to be held at St. Paul's Lutheran Church December 6
3 and 7. However, she said, they will be doing the carriage rides only on Friday, December 6. These will
4 be started about 5:30 and end at 9 p.m.The route,she said, is to exit the church parking lot onto South
5 20th Street, drive to South B, turn right and travel to South 18th Street, travel north to South A Street
6 and travel east to South 20th Street where it will return to the parking lot exit.President Goodwin asked
7 if the carriage driver had liablity insurance and George said he does. With that, Rabe said the City
8 should be named on a rider clarifying the City will be covered. Captain Farmer said he would
9 recommend the proper marking for a slow moving vehicle and flashing lights. Henry moved to approve
10 the request,second by President Goodwin and the motion was carried on a unanimous voice vote.

12 D. Sheila Stevenson appeared before the Board to request a curb cut at 3405 Hodgin Road to enable
13 them to make a horseshoe drive in front of their home for easier access on and off Hodgin Road.
14 President Goodwin explained that, according to City code, only one driveway is allowed for every 100
15 feet of frontage. In checking the dimensions of the Stevenson property, it appeared that the frontage is
16 somewhere between 80 and 90 feet. Therefore, it was recommended that the request be withdrawn.
17 Stevenson then asked if she would be permitted to make a circle drive still using the one drive and
18 President Goodwin said he had no problem with that. Stevenson then withdrew her request for the curb
19 cut.

23 A. Resolution No. 6 - 1996 - Adopting the City Engineer's written policy on storm drainage revised on
24 September 13, 1996

26 1. President Goodwin recommended the Board accept the policy and so moved,second by Henry
27 and the motion was carried on a unanimous voice vote.

29 B. Police Chief William Shake said the Richmond Police Department has been awarded a grant from
30 the federal government which will cover almost 95 percent of the cost of the voice recording system he
31 wishes to purchase for the department. He added that the department has the extra money in its budget
32 to purchase the system that is recommended in the material. He said the $16,000.bid from the Word
33 • Systems Company was the highest but added that the decision to select that company was based on
34 the fact their system has more storage capabilities, one year free parts and labor warranty, installation
35 included with the purchase price as is training and upgrade on the system would double its storage
36 capabilities. He said this will enable an officer who responds to a call at.a residence to take a report
37 and using the phone at the residence call the report in rather than waiting to enter it when he gets to
38 headquarters. Chief Shake said it also has the capability of handling a call-in prompted answer system
39 for citizens to call in reports. He said this:will definitely be a time saver for officers which will allow them
40 to be available on the streets where they should be..Henry moved to approve the purchase of the •
41 system from Word Systems,second by President Goodwin and the motion was carried on a unanimous
42 voice vote.

44 C. Wiwi returned to the room and reported that he, along with Clay Miller of the Finance Department
45 and Purchasing Manager Vicki Stevens,`had reviewed the bid and determined they would like to wait
46 until the next meeting of the Board to.give a determination on their findings: .

48 D. President Goodwin announced the opening of the public hearing for a residential parking permit
49 area. Assistant City Attorney Steve Rabe explained that the Board had received a request for two hour
50 parking in a portion of the 400 block of South West 3rd,Street, noting that property owners were notified
51 and it had been advertised twice in the Palladium-Item prior to this hearing. Captain Farmer said a
52 similar request had been received last year; but it was for the entire 400 block of.South West 3rd, and
53 at that time it was denied by the Board as a result of the response from the neighborhood. He explained
54 that in granting the request it would require residents who park there more than two hours to have a
55 permit. Captain Farmer stated that the nature of the complaints that led to the request, like other areas
56 around the high school, regarded students parking there during the day.

58 Captain Farmer said the petition was resubmitted and the area was checked by the Traffic Safety
59 Division then forwarded to the Board Jor for this public hearing President Goodwin said he had received a
60 call from Anthony Chaney at 465 South West 3rd Street and a letter from Madeline Hobbs at 456 South
61 West 3rd Street and both were in favor of granting the request. • .

63 Tom Joiner at 436 South West 3rd Street appeared before the Board to speak against the request,
64 stating that he had driven by that area several times and did not see a problem.The restricted area, he
65 said,would include the house he owns,starting across the street at 431 South West 3rd Street

1 Joiner further explained that although he owns the house he does not live there but he has people who
2 are doing maintenance work on it and does not want to have to pay for them to park in front of the
3 house.Captain Farmer explained that there is a method to deal with maintenance vehicles which would
4 not require purchasing a permit. In answer to a question by Mayor Dennis Andrews as to how that is
5 dealt with,Captain Farmer explained that it is handled by issuing construction permits.

7 Rabe clarified for the record that the fee for the parking permits is $3 and it is a one time fee. Henry
8 moved to approve the request to create restricted parking beginning at the north property line of the
9 house at 431 South West 3rd.Street on both sides of the street south to the interesection of South West
10 E Street, second by President Goodwin and the motion was carried on a unanimous voice vote. Rabe
11 explained the procedure, stating that following the action taken by this Board, the request goes to
12 Council in the form of an ordinance and Council has 45 days to act upon it. It will become final once the
13 Council adopts the ordinance.
