HomeMy Public PortalAbout10-17-1996 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, OCTOBER 17, 1996 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday, October 17, 2 1996, in the Municipal Building in said City. President Robert Goodwin presided with Robin Henry, Bruce 3 Metzger and Assistant City Attorney Steve Rabe in attendance. The following business was had to-wit: 4 5 CLAIMS FOR PAYMENT 6 7 Claims from the Controller's office were read by Henry who noted that they totaled $354,339.60 and moved to 8 approve, second by Metzger and the motion was carried on a unanimous voice vote. 9 10 REQUESTS 11 12 A. Lt. Kris Wolski referred to a letter written to Captain John Farmer of the Traffic Safety Division by 13 Fire Chief Mike Allen requesting the blocking of part of South 7th Street in the area of the parking 14 garage as well as the service alleys on the north and south sides of the parking garage and the east 15 lane of 7th Street from South A to the Promenade for the use of agility testing. He said it would be held 16 on two Saturdays from 7 to 9 a.m. and on Sunday from 10 a.m. to noon. Metzger moved to approve the 17 request, second by Henry and the motion was carried on a unanimous voice vote. 18 19 Chief Allen, who arrived late, explained that he had been hosting the Russian visitors who were touring 20 Fire House No. 1. He distributed further information in which he explained the actual performance of 21 each of the tests to be given. 22 23 President Goodwin asked Clerk Norma Shroeder, who also arrived late with Chief Allen, to introduce 24 the four Russian visitors since she had been with them most of the day. She introduced them, stating 25 that they had toured the City Building this morning, ate lunch at The Clarion Leland Hotel, then visited 26 RP & L, the Sanitary District and the Fire Department this afternoon. She said they had been gracious 27 guests, listening and trying to understand what they were seeing and hearing. 28 29 B. Lt. Wolski read a request by Tyler Vanderpool for Main Street Inc. for the route of the Christmas 30 31 parade beginning at 11 a.m. Saturday, November 23. He said it is the same route as in years past, starting at 16th and Main Street and traveling west to lath Street and Promenade. Henry moved to 32 approve the request, second by Metzger and the motion was carried on a unanimous voice vote. 33 34 C. Jerry Hamilton of 320 South 8th Street appeared before the Board to appeal the request for a 35 handicapped parking space which Captain Farmer had recommended be denied because there is 36 off-street parking available at the rear of the house. Hamilton said he has emphysema and cannot exert 37 a lot of energy walking. He added that he cannot use the garage because his son has a car in there 38 now and the garage has no doors. He said the vandalism is very bad in the area and vehicles parked 39 there are vandalized. Assistant City Attorney Steve Rabe stated that it is unfortunate but the ordinance 40 states that to qualify for a handicapped parking space in front, there can be no off-street parking 41 available. Metzger said he sympathized with Hamilton's problem, but added the Board's hands are tied 42 and there is no choice but to deny the request. He suggested Hamilton talk to his neighbors to see if 43 something could be worked out so he could park in front. Lt. Wolski said he could step up the 44 enforcement to see if it would reduce the vandalism. Metzger moved to deny the request, second by 45 Henry and the motion was carried on a unanimous voice vote. 46 47 President Goodwin stated that he wished to hold the request for a handicapped parking space made by 48 John Dean at 205 South 11th Street so he could take a closer look at it. Metzger moved to table the 49 request, second by Henry and the motion was carried on a unanimous voice vote. 50 51 D. President Goodwin read a curb cut request made by John and Michelle Stoffel at 1330 South 15th 52 Street. Henry moved to approve the request abiding by the conditions made by the Engineering 53 Department, second by Metzger and the motion was carried on a unanimous voice vote. 54 55 E. A second curb cut request made by Michelle Freeland at 1317 North West 19th Street was approved 56 on a motion by Metzger who so moved abiding by the conditions made by the engineering department, 57 second by Henry and the motion was carried on a unanimous voice vote. 58 59 OTHER MATTERS 60 61 A. President Goodwin read a letter from Police Chief Bill Shake stating that Dr. John Egger had 62 resigned from the Police Merit Commission effective September 10, 1996. That position, he said, is 63 appointed by the members of the Commission and on October 8, Eric Gibbs, 4303 West Gate Drive, 64 was chosen to fill the vacancy.
