HomeMy Public PortalAbout10-10-1996 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA.OCTOBER 10. 1996 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday, October 10, 111 2 1996, in the Municipal Building in said City. President Robert Goodwin presided with Robin Henry, Bruce 3 Metzger and City Attorney Bob Bever in attendance. The following business was had to-wit: 4 5 CLAIMS FOR PAYMENT 6 7 Claims from the Controller's office were read by Henry who noted that they totaled $624,380.19 and moved to 8 approve,second by Metzger and the motion was carried on a unanimous voice vote. 9 . 10 REQUESTS 11 12 A. Captain John Farmer of the Traffic Safety Division presented a curb cut request to the Board made 13 by Pure Organic Produce at 1630 Liberty Avenue, the former site of Backmeyer Greenhouse, noting 14 the curb cut will actually be for a 24-foot wide drive on Test Road. He said semi-trailer trucks may enter 15 and turn around as they load and unload on the property and trucks parking on Liberty Avenue will be 16 eliminated. Metzger moved to approve the request with the usual conditions from the Engineering 17 Department,second by Henry and the motion was carried on a unanimous voice vote. 18 19 CONTRACTS 20 21 A. Bids were opened for the carpet in the former break room in the Municipal Building which is being 22 converted into an office. Henry read the bid made by Georgia Direct for$616.60 and Metzger read the 23 bid made by Tim Hogan Carpet Outlet for 687.92.Bids were given to City Engineer Bob Wiwi to review. 24 25 B. Wiwi brought before the Board Change Order No. 9 for South 37th Street for $20,248.60. He 26 explained that the workers encountered a 36-inch storm sewer not known to exist at the time the 27 project was awarded. That caused a re-routing of the storm sewer to allow for the drive going into 28 WalMart and this change order, Wiwi said, is for the installation of additional pipe to reroute the sewer 29 and four manholes to make the proper connections. Metzger said there have been other incidents 30 where this has happened and asked if they were put in by private developers. Wiwi said they were. 31 Metzger asked if they are supposed to notify the Engineer's office where the sewers are placed and 32 Wiwi said they are, but many times do not. Metzger moved to approve the change order, second by 33 Henry and the motion was carried on a unanimous voice vote. 34 35 C. City Controller Shelley Miller introduced Tami Barreto, program manager for the Center for Urban 36 Policy and the Environment, and Chris Strain, a student at Indiana University East. Miller explained that 37 Strain will be serving as a student intern from the School of Public and Environmental Affairs, noting 38 that he will be looking into ways to help with the future funding for the police and fire pension fund. She 39 said there is a major concern as to how the City will meet its obligations for that fund in the years to 40 come. She said Strain will begin some of the research to look into and obtaining the criteria of the old 41 pension fund as well as looking at the Indiana Code and putting together some research as well as 42 • recommendations on some ideas of what the City can do to help fund that in the future. 43 44 Barreto said the insternship is new,just starting this year. She added that Strain is the first to be placed 45 in the City but there have been others placed in associations. She said she will work with the student 46 interns and supervise them as well as a faculty member at IU East. City Attorney Bob Bever said this 47 agreement appears to be satisfactory. Miller said the funding will be through the Board of Works in its 48 special consultants fund. She said Strain is a Richmond resident and will be working from October 49 through December and the $3,000 for the agreement is payable in two installments. Henry moved to 50 approve the agreement,second by Metzger and the motion was carried on a unanimous voice vote. 51 52 A question was raised about the time and date of Trick or Treat night and President Goodwin noted that 53 it is actually on Halloween this year which is October 31. City Clerk Norma Schroeder challenged the 54 Board members to come dressed for the occasion, noting there may be prizes awarded. 55 56 Wiwi returned to the meeting with the recommendation that the bid for the carpeting be awarded to 57 Georgia Direct as the lowest, most responsible and responsive bidder. Metzger so moved, second by 58 Henry and the motion was carried on a unanimous voice vote. 59 60 ADJOURNMENT 61 62 There being no further business, on a motion duly made seconded and passed and carried on a unanimous 63 voice vote,the meeting was adjourned. 64 65 Robert Goodwin, President ATTEST: Norma Schroeder,City Clerk
