HomeMy Public PortalAbout09-05-1996 • BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, SEPTEMBER 5, 1996 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday, September 5, 2 1996, in the Municipal Building in said City. President Robert Goodwin presided with Robin Henry, Bruce 3 Metzger and Assistant City Attorney Steve Rabe in attendance. The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF AUGUST 29, 1996 6 7 The minutes of the meeting of August 29, 1996 were approved on a motion by Henry, second by Metzger and 8 the motion was approved on a unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 Claims from the Controller's office were read by Henry who noted that they totaled $54,880.57 and moved to 13 approve, second by Metzger and the motion was carried on a unanimous voice vote. 14 15 REQUESTS 16 17 A. Captain John Farmer of the Traffic Safety Division said he had reviewed a request by Charles 18 Cochran for 15-minute parking at 215 North 6th Street and found there is adequate room, therefore 19 recommending approval. Metzger so moved, second by Henry and the motion was carried on a 20 unanimous voice vote. 21 22 B. Renee Oldham, director of Main Street Inc., asked that she be able to change a previous request to 23 put food vendors on Sixth Street for the Jazz Fest and to relocate them between 8th and 9th Streets on 24 the Promenade. She said they will be more centrally located there and foot traffic will be able to move 25 back and forth in the downtown area which would create more traffic for the businesses. She said she 26 had polled those businesses within that block and found no opposition to having the food vendors 27 there. 28 29 She said volunteers are working to get the top of the parking garage ready for the roof-top party 30 Wednesday, September 11, which will include cajun and French food as well as a Dixieland Band. She 31 said those attending may park their cars in the garage on the lower levels. Assistant City Attorney 32 Steve Rabe said he had spoken with the Parks Department and the only request is that Main Street 33 Inc. notify them so they can put out some extra trash cans. Metzger moved to approve the request, 34 second by Henry and the motion was carried on a unanimous voice vote. Oldham said she would be 35 coming back next week to ask the Board to grant permission for the Antique Mall at 8th and 36 Promenade to have an auction on Sunday, September 29. 37 38 CONTRACTS 39 40 A. Clay Miller of the Finance Department presented bids for the Townsend Community Center 41 renovation to be opened by the Board, noting that they had all been received in his office before the 42 deadline. Metzger read a bid from Oberle&Associates noting that it was for$697,000 with Alternates 1 43 through 10, in consecutive order, being $35,000; $16.500; $18,000; $3,800; $62,000; $71,700; 44 $27,600;$41,300;$4,300; and$9,700. 45 46 Henry read a bid made by J.S. Sweet & Co. of Cambridge City for$697,850 with Alternates 1 through 47 10, in consecutive order, being $32,511; $12,054, $8,011; $2,215; $75,839; $67,740; $27,296; 48 $38,290; $4,538; and $29,259. President Goodwin said the bids will be taken under advisement to be 49 reviewed by city officials and those at Townsend Community Center for possible awarding at the 50 September 12 Board of Works meeting. 51 52 OTHER MATTERS 53 54 A.
