INDIANA,AUGUST 29. 1996 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday, August 29, 2 1996, in the Municipal Building in said City. President Robert Goodwin presided with Robin Henry, Bruce 3 Metzger and Assistant City Attorney Steve Rabe in attendance. The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF AUGUST 22. 1996 6 7 The minutes of the meeting of August 22, 1996 were approved on a motion by Metzger, second by Henry and 8 the motion was approved on a unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 Claims from the Controller's office were read by Henry who noted that they totaled $351,082.57 and moved to 13 approve,second by Metzger and the motion was carried on a unanimous voice vote. 14 15 BID OPENING 16 17 A. President Goodwin announced that the engineering department had requested the bids for work on 18 the Municipal Building be opened at the beginning of the meeting so they can be reviewed and a 19 decision reached before the end of the meeting. The first bid opened by Henry was from Smarelli 20 General Contractor for$972 with an alternate bid to add the wheelchair ramp for $200; Metzger read 21 the bid made by Bowlin Construction which was for$1,920 with the alternate for the wheelchair ramp 22 for$972;Henry read the bid from Wiwi Builders for$2,380 and the wheelchair ramp for$582. President 23 Goodwin gave the bids to City Engineer Bob Wiwi on a motion by Metzger, second by Henry and a 24 unanimous voice vote. 25 26 REQUESTS 27 28 A. Captain John Farmer of the Traffic Safety Division said he had reviewed a request for a reserved 29 residential handicapped space made by Alice Shepherd at 106 North 13th Street and recommended 30 approval. Metzger so moved,second by Henry and the motion was carried on a unanimous voice vote. 31 32 B.As merely a point of information, Captain Farmer told Board members that the speed limit has been 33 20 m.p.h. from Bridge Avenue to North West L Street for at least the past 26 years, but during the 34 course of time the signs have disappeared. Therefore, he said, signs will be placed for northbound 35 traffic just north of Sim Hodgin prior to the Newman's Hill area; for southbound traffic in the area of 36 North West J Street; and for southbound traffic in the area midway between North West J and Sim 37 Hodgin Parkway. 38 39 C. Captain Farmer also reported that Backmeyer Road where South 37th Street crosses will be closed 40 from September 3 through September 24 allowing only local traffic. He said speed limit signs have 41 been posted for both Backmeyer and Hodgin Roads noting the new 20 m.p.h. limit during the South 42 37th Street construction. He said those in violation will be cited, adding that speeding in a construction 43 zone automatically doubles the fine. He said the public will be reminded of the closing every morning 44 on the road and weather report broadcast. He also reported that signs are being placed in the newly 45 annexed portion of the City in the southeast part, noting that:all the annexed property is now urban 46 property and where the speed limit was once 40 m.p.h. it will now be 30 m.p.h. He said the people will 47 be informed of the change at first,before the citing begins. ` - 48 49 CONTRACTS 50 51 A. Assistant City Attorney Steve Rabe brought before the Board a contract drafted by the Department 52 of Law between the City and Wayne Township which provides fire service to Wayne Township for 53 which the City is paid. He said the agreement has been signed by those in Wayne Township and all 54 that remains is for the members of the Board of Works to sign it. Henry moved to approve entering into 55 the agreement,second by President Goodwin with Metzger abstaining and the motion was carried on a 56 voice vote. 57 58 B.Wiwi returned to the meeting stating that after reviewing the bids he recommended the bid made by 59 Smarelli General Conctractors, which was the lowest of the three bids received, be accepted by the 60 Board. Metzger so moved,second by Henry and the motion was carried on a unanimous voice vote. 61 62 OTHER MATTERS 63 64 A. Giving an update on the Industries Road project, Rabe said that the Department of Law has 65 instituted proceedings so the City can acquire the remaining parcels of land to complete the extension from Union Pike to:U.S.27. Board of Works Minutes Cont'd August 29, 1996 • Page 2 1 He said those complaints have been drafted and filed and the hearing will be held in Wayne Circuit 2 Court. Wiwi added that closure needs to be made on two other parcels but the City does have 3 agreements on those. He said as soon as the rights of way are acquired or agreed to, then the process 4 of the state setting the letting date for bids on the project will begin and that will occur two months after 5 the City has certified to the state that the rights of way have been acquired. 6 7 B.
