AUGUST 8. 1996 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday, August 8, 2 1996, in the Municipal Building in said City. President Robert Goodwin presided with Robin Henry, Bruce 3 Metzger and Assistant City Attorney Steve Rabe in attendance. The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF JULY 25 AND AUGUST 1. 1996 6 7 The minutes of the meetings of July 25 and August 1, 1996 were approved on a motion by Metzger, second by 8 Henry and the motion was approved on a unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 Claims from the Controller's office were read by Henry who noted that they totaled $413,279.45 and moved to 13 approve,second by Metzger and the motion was carried on a unanimous voice vote. 14 15 REQUESTS 16 17 A. Captain John Farmer of the Traffic Safety Division said he had reviewed requests for handicapped 18 parking spaces for Dame J. Wilson at 421 West Main Street and Debbie L. Ellison at 1415 South E 19 Street and recommended approval. Metzger so moved, second by Henry and the motion was carried 20 on a unanimous voice vote. 21 22 B. President Goodwin said the request by Renee Oldham, director of Main Street Inc., would be 23 rescheduled to a later date. 24 25 C. Fire Chief Michael Allen reported the retirement of Lt. Phillip Michael whose hire date was January 26 29, 1968. He noted that Lt. Michael's first major fire was the downtown explosion which was in April of 27 1968, soon after his joining the force. Chief Allen read from a prepared statement about Lt. Michael's 28 very high rewards in fighting successful fires and the very low defeats such as the deaths of two 29 children. He expressed his appreciation for his 281/2 years of service to the department. President 30 31 Goodwin added his words of appreciation. Metzger moved to accept the retirement, second by Henry and the motion was carried on a unanimous voice vote. 32 33 D. Chief Allen reported that Brian Duane Benedict had successfully completed all departmental testing 34 and requirements and asked the Board for approval to hire him as a probationary firefighter subject to 35 P.E.R,F.'s acceptance of his application. Henry so moved, second by Metzger and the motion was 36 carried on a unanimous voice vote. 37 38 E. Chief Allen also submitted a hiring list, noting that he had been working off of a list of 14 candidates 39 which was established in 1995 and expires June 30, 1997. However, he said, that list is nearly 40 exhausted because the past year has been an exceptional one with its retirements and resignations. 41 He said he has been working on an updated process and when it is finished he will ask for this Board's 42 acceptance. He noted the process is a lengthy one with applicants going through agility tests, written 43 aptitude tests, oral interviews and background checks. Then, if they are successful in all of these, they 44 move into physical, psychological, hearing and eye exams. He said until the new process is completed 45 he has to ask for additional candidates to select from. He said these are from the original list and will be 46 added with Board approval to the hiring list and be good through June 30, 1997. 47 48 City Attorney Bob Bever explained that he and Chief Allen had gone over the exact procedure to utilize 49 on hiring and he had encourged him to get a better defined process procedure before hiring June 30, 50 1997. He said this Board accepted a hiring list of 14 names June 27, 1995 stemming from some testing 51 the department had done at that time. He added that the Fire Department was prepared to use at least 52 28 names but this Board wanted only 14, hoping that would cover the needs through June 30, 1997, 53 but that was not the case. Metzger moved to approve the additional 14 candidates identified in the 54 memo of August 6 to this Board and add them to the hiring list expiring June 30, 1997, second by 55 Henry and the motion was carried on a unanimous voice vote. 56 57 OTHER MATTERS 58 59 ADJOURNMENT 60 61 There being no further business, on a motion duly made seconded and passed and carried on a unanimous 62 voice vote,the meeting was adjourned. 63 64 65 Robert Goodwin, President ATTEST: Norma Schroeder, Clerk
