HomeMy Public PortalAbout07-11-1996 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA.JULY 11. 1996 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 4:30 p.m. Wednesday,July 11, 2 1996, in the Municipal Building in said City. President Robert Goodwin presided with Robin Henry, Bruce 3 Metzger and assistant City Attorney Steve Rabe in attendance. The following business was had to-wit: 4 5 President Goodwin invited those in the audience to attend the hearing at 5 p.m. in the Council Chambers 6 concerning the Community Focus Fund for the development of the Promenade. 7 8 APPROVAL OF MINUTES OF JULY 3.1996 9 10 The minutes of the July 3, 1996 meeting were presented and Metzger moved to correct line 24 to read "which 11 .: this resolution authorizes, is for,"second by Henry and the motion was carried on a unanimous voice vote. 12 Henry moved to approve the minutes with that correction, second by Metzger and the motion was carried on a 13 unanimous voice vote. 14 15 CLAIMS FOR PAYMENT 16 17 Claims from the Controller's office were read by Henry who noted that there were three sets of claims which 18 included totals of$205,810.58, $1,337,365.15 and$5,650.The major portion of the second total, Henry said, is 19 to repay a temporary loan of$1,300,000 to the Sanitary District. Metzger moved to approve the claims, second 20 by Henry and the motion was carried on a unanimous voice vote. 21 22 REQUESTS 23 24 A. Fire Chief Mike Allen reported that effective July 12, Charles Lex Bartlett II, will be hired by the 25 Richmond Fire Deparment as a Probationary Firefighter with Board approval. Also, subject to the 26 approval of P.E.R.F: Thomas Michael Broyles will be hired sometime next week. Metzger moved to 27 approve the new hires subject to the conditions stated by Chief Allen, second by Henry and the motion 28 was carried on a unanimous voice vote. 29 30 B. City Engineer Bob Wiwi presented to the Board an agreement between the City of Richmond and 31 INDOT which provides for the implementation of a warning device at the Hayes Arboretum Norfolk & 32 Southern railroad crossing. He said his department has been working for several years to get a 33 crossing signal placed at that location. In this agreement, he said,the City agrees to pay 10 percent of 34 the estimated cost of$130,000 and the Federal Highway Administration agrees to pay 90 percent. He 35 said this Board's approval will move this project forward and it will be submitted to the state for its 36 formal approval. Metzger moved to authorize the signing of the agreement, second by Henry and the 37 motion was carried on a unanimous voice vote. 38 39 C. Mary Walker, director of the Wayne County Convention & Tourism Bureau, requested the Board's 40 approval of a route for a sport truck parade which is scheduled to take place at 7 p.m. Saturday,August 41 10. She said the parade is in conjunction with the American Sport Truck Association's national Dunlop 42 Tire Series Sport Truck Show August 9-11 at the Wayne County Fairgrounds. She added that 300 to 43 400 vehicles are expected to participate, making an estimated economic impact on the Richmond 44 community as high as$800,000 because while they are here, she said,they will stay in the hotels, eat, 45 shop and purchase gasoline. Lt. Kris Wolski said the Traffic Safety Division had no problem with the 46 request, noting that the Richmond Police Department will provide an escort for the parade and will stop 47 traffic at the intersections along the route.
