1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m.Thursday, June 20, 1996,
2 in the Municipal Building in said City. President Robert Goodwin presided with Bruce Metzger and City Attorney
3 Bob Bever in attendance.Absent was Robin Henry.The following business was had to-wit:

5 APPROVAL OF MINUTES OF JUNE 10 AND JUNE 13.1996

7 The minutes of the special meeting June 10, and the regular meeting of June 13, 1996 were approved on a
8 motion by Metzger and a second by President Goodwin and was carried on a unanimous voice vote.

10 CLAIMS FOR PAYMENT

12 Metzger announced that claims totaled $536,241.78 as well as additional manual checks for $347,055.58 and
13 $1,307.77. He moved to approve the claims, second by President Goodwin and the motion was carried on a
14 unanimous voice vote.

16 President Goodwin explained that included in those totals was a check for $333,107 which was the City's 20
17 percent share to match the grant for the construction of South 37th Street. That total project, he said, is for an
18 estimated $1,665,535.40 of which 80 percent comes from the state and federal government. He stated that the
19 construction of South 37th,which is an extension of Elks Road between Kroger's and Wal-mart, is scheduled to
20 start the first full week after the fourth of July and depending on the weather will take an estimated 12 to 14
21 months to complete.

25 A. Major Greg Pipes of the Richmond Police Department brought before the Board the resignation of
26 Officer Kevin Wampler who joined the department October 23, 1989 and whose final day will be June
27 23, 1996. He commented that the citizens of Richmond and the department are losing a fine officer and
28 he wished him well in his new endeavor. In answer to a question posed by City Attorney Bob Bever
29 about the officer's overtime pay, Major Pipes said that will be on his final pay check. Metzger moved to

approve the resignation, second by President Goodwin and the motion was carried on a unanimous
voice vote.

33 B. President Goodwin moved up on the agenda the opening of bids for the 84 lineal feet of sidewalk
34 and curb construction in conjunction with the new City parking lot where the former Mandarin Gardens
35 was located. Metzger open the two bids received, noting the first was from Bowlin Construction for
36 $3,365 and the second from Russell&Geier Contracting for$6,788. Metzger moved to refer the bids to
37 engineering for review, second by President Goodwin and the motion was carried on a unanimous
38. voice vote. President Goodwin gave the bids to Engineer Greg Steins for review and return to the
39 Board during this meeting. -

41 C. President Goodwin said the Board had received a request for a driveway and curb cut at 108 South
42 21st Street where B.J. and Patricia Williams wish to make a curb cut to have access to a garage they
43 are building in the rear of their property. Metzger moved to approve the request subject to the
44 conditions set forth by the engineering department which included having the utilities located and the
45 driveway built to the City's specifications,second by President Goodwin and the motion was carried on
46 a unanimous voice vote.

48 D. Wendell Chambers of the Sanitary Department requested the closing of Bridge Avenue between
49 North West J and North West I Streets which included Butler Street from 6:30 a.m.to 5 p.m.on July 2
50 for the purpose of putting a sanitary sewer lateral into a house. Captain Farmer commented that with
51 the 20th Century Bridge being closed this request causes more concern than normal. He stipulated
52 signs designating No Thru Truck Traffic be posted at Bridge Avenue and Sim Hodgin Boulevard on the
53 south end and at Sheridan Street and Bridge Avenue and North West I and Sheridan Street on the
54 north end. Metzger so moved, second by President Goodwin and d the motion was carried on a
55 unanimous voice vote.

57 E. President Goodwin said a decision will have been reached by next week's meeting as to the
58 re-scheduling of the July 4 meeting since it falls on a designated holiday.

62 A.Steins returned to the meeting after reviewing the two bids received for the 84 lineal feet of sidewalk
63 and curb construction read earlier and recommended the contract be awarded to Bowlin Construction
64 as the lowest, most responsive, responsible bidder with a bid of$3,365. He noted they have done work
65 for the City before. Metzger moved to approve the recommendation,second by President Goodwin and
the motion was carried on a unanimous voice vote.

3 A. Captain Farmer stated that he had received a last hour request from the Richmond Area Rose
4 Festival to locate vendors at the intersections of 7th, 8th and 10th on the Promenade. He said
5 restrictions placed on that request included that no more than two vendors would be at each of the sites
6 and that service would only be provided on the Promenade sides of the booths. Metzger moved to
7 approve the request, second by President Goodwin and the motion was carried on a unanimous voice
8 vote.

12 There being no further business, on a motion duly made seconded and passed and carried on a unanimous
13 voice vote,the meeting was adjourned.
