BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND. INDIANA.JUNE 13. 1996
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m.Thursday, June 13, 1996,
2 in the Municipal Building in said City. President Robert Goodwin presided with Robin Henry and Bruce Metzger
3 in attendance.The following business was had to-wit:

5 APPROVAL OF MINUTES OF JUNE 6.1996

7 The minutes of the June 6, 1996 meeting were approved on a motion by Henry, second by Metzger and it was
8 carried on a unanimous voice vote.

10 CLAIMS FOR PAYMENT

12 Henry announced that claims totaled$159,556.64. Metztger moved to approve the claims,second by Henry and
13 the motion was carried on a unanimous voice vote.

15 President Goodwin explained that two bids had been received for the carpeting to be installed in the new office
16 area of Birth-To-Five, the new law department area and the three offices adjacent to the law department.
17 Metzger opened the bids, noting that Georgia Direct's bid was for $3,503.80 and the bid from Tim Hogan's
18 Carpet was for$3,512.79 for 26-ounce carpet and $3,570.21 for 28-ounce carpet. The bids were taken under
19 advisement and given to City Engineer Bob Wiwi to review and to bring back a recommendation to the Board.

23 A. Captain John Farmer reported he had two requests for handicapped parking spaces. The first was
24 from Charles E. Stikeleather on South 12th Street and Captain Farmer said after looking over the site
25 he could not recommend approval. He said he found the garage to be usable but there were several
26 hundred tires piled in the garage and on a concrete pad next to it. He said it did not meet the guidelines
27 set up by the ordinance. Metzger moved to deny the request as recommended, second by Henry and
28 the motion was carried on a unanimous voice vote.The second request was made by Russell Johnson
29 on South J Street. Captain Farmer said there is a garage at the rear of the property but he questioned
30 the size as to whether or not it would accommodate a modern automobile. Henry moved to approve the
31 request,second by Metzger and the motion was carried on a unanimous voice vote.

33 B.Assistant Fire Chief Jerry Purcell read a letter recommending the promotion of Don Pope to engineer
34 in the Richmond Fire Department. -

36 C. The route for the Richmond Rose Festival five-mile run from 7:30 to 11:30 a.m. Saturday, June 22,
37 was brought before the Board by Captain Farmer who noted the run will begin on West Main and 13th
38 Street, traveling to Indiana Avenue, through the Richmond State Hospital grounds, Salisbury Road,
39 Peacock Road, North West 18th Street and end at the point of origination. Metzger moved to approve
40 the route,second by Henry and the motion was carried on a unanimous voice vote.

42 D. Ann Fennimore brought before the Board a request to block the alley that runs next to Baxter
43 Elementary during the six weeks of the Richmond Noon Kiwanis-sponsored Safety Town at the school.
44 She explained the program, which starts Monday, introduces kindergarten children to the safety
45 aspects of the streets and sidewalks by setting up an actual town in the school's parking lot. She said
46 the program runs in two-week segments and is finished the end of July. Captain Farmer said the
47 closing of the alley should pose no problems. Metzger moved to approve the request, second by Henry
48 and the motion was carried on a unanimous voice vote.

50 E. City Engineer Bob Wiwi explained a change order for the extra work at McBride Stadium, noting it
51 was needed to install some underground wiring, relocation of the existing catch basin and junction box
52 and the warming track. He outlined the change order noting the amount is for $8,150 which is 11
53 percent of the original contract of $72,048. He added that the City is nearing completion of the work at
54 the stadium and it should be done within the next few days. Henry moved to approve the change order,
55 second by Metzger and the motion was carried on a unanimous voice vote.

59 A. Wiwi stated he had reviewed the bids for the carpeting opened earlier and found Georgia Direct to
60 be the lowest, responsible, most responsive bidder at $3,503.80. and recommended approval of the
61 Board. Metzger so moved,second by Henry and the motion was carried on a unanimous voice vote.

63 B. President Goodwin stated that the Board members might want to think of rescheduing the July 4
64 meeting since it does fall on a holiday.
