INDIANA.JUNE 6. 1996 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m.Thursday, June 6, 1996, 2 in the Municipal Building in said City. President Robert Goodwin presided with Robin Henry and City Attorney 3 Bob Bever in attendance. Absent was Bruce Metzger.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF MAY 30.1996 6 7 The minutes of the May 30, 1996 meeting were approved on a motion by Henry, second by President Goodwin 8 and was carried on a unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 Claims for payment submitted by the City Controller's office were read by Henry who noted they were for 13 $525.06; $536,998.92 and $423,757.22. She stated that $450,000 of that was repayment of a loan from 14 Richmond Sanitary District. She moved to approve the claims, second by President Goodwin and the motion 15 was carried on a unanimous voice vote. 16 17 REQUESTS 18 19 A. Fire Chief Mike Allen notified the Board of several activities of the fire department scheduled for 20 June. Many of those included the youth education training facility known as the Smoke House to be 21 located at Richmond Noon Kiwanis Club's Safety Town at Baxter at Kids'Day at Glen Miller Park. 22 23 B. Lt. Kris Wolski stated the Traffic Safety Division had checked the request made by the Neighborhood 24 Preservation Services to close South 4th Street from South A to South E Street Saturday and Sunday, 25 October 5-6 for the annual Fourth Street Fair and recommended approval. He added that the rain dates 26 are October 12-13. Gertrude "Lucky"Ward stepped forward and commented that the N.P.S. has the 27 proper insurance coverage, adding that there would be no horsedrawn vehicles this year because of 28 the insurance of those vehicles by the owners. Henry moved to approve the closing of South 4th Street 29 from 10 a.m.to 5 p.m. on the dates stated, second by President Goodwin and the motion was carried 30 on a unanimous voice vote. 31 32 CONTRACTS 33 34 A. President Goodwin announced one bid for the street paving for 1996 had been received from 35 Milestone Contractors. Henry read the bid, noting that it contained the certificate of insurance and it 36 was for 85 cents per gallon for AET Tackcote and$28.75 per ton for No. 11 surface. She moved to take 37 the bid under advisement, second by President Goodwin and the motion was carried on a unanimous 38 voice vote. 39 40 B. Bever brought before the Board the Ancillary Agreement for Birth-To-Five, noting there are two 41 contracts requiring signatures. He commented that the program is made possible by a grant from the 42 state of Indiana through the Richmond Community Schools system. He further explained that R.C.S. 43 takes the grant money and enters into an agreement to pay the City to provide office space in the 44 Municipal Building, telephone and copy machine services and consider the workers as employees of 45 the City. Henry moved to approve the contracts, second by President Goodwin and the motion was 46 carried on a unanimous voice vote. Margie Alexander, supervisor of the program, spoke briefly to the 47 Board. 48 49 OTHER MATTERS 50 51 A. President Goodwin announced that the CSX Railroad will be doing some maintenance on the 52 crossing at South I Street from 8:30 a.m. Thursday,June 13, through a portion of Friday,June 14.
