HomeMy Public PortalAbout05-09-1996 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, MAY 9, 1996 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday, May 9, 1996, 2 in the Municipal Building in said City. President Robert Goodwin presided with Robin Henry, Bruce Metzger and 3 City Attorney Bob Bever in attendance. The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF MAY 2.1996 6 7 The minutes of the May 2, 1996 meeting were approved on a motion by Henry, second by Metzger and was 8 carried on a unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 Claims for payment submitted by the City Controller's office were read by Henry who noted they were for 13 $618.84 and $553,421.95. Metzger moved to approve the claims, second by Henry and the motion was carried 14 on a unanimous voice vote. 15 16 17 REQUESTS 18 19 A. Fire Chief Mike Allen informed the Board of plans to set up a Fire Chief's Hall of Honor on the top 20 floor of Fire Station No. 1 displaying photographs much in the same way as the photographs of the 21 Mayors in the hallway on the main floor of the Municipal Building. He said he has been able to locate 22 photographs of all but four of the 21 Fire Chiefs who have served the Fire Department in its 166 years 23 of existence. He added that he has solicited the aid of the newspaper and radio stations to help find 24 those missing four. He said he received a $100 check from Larry Bosell to help with the project and 25 stated that Bosell issued a challenge to his fellow former fire chiefs to do the same. Chief Allen said 26 other checks have been received because of that challenge. 27 28 B. President Goodwin read a request for two curb cuts for the Cedar Cliff Court project on the 29 southwest corner of South A Street and Cedar Cliff Road and distributed a map forithe other Board 30 31 members to see the location of the curb cuts. He said the request had made the rounds of the various City departments, noting that the engineering division had reminded those doing the work to call DIG to 32 check on underground wiring on Cedar Cliff Road and the Traffic Safety Division had recommended 33 approval on the condition that Stop signs be placed at the openings on the private property. In answer 34 to a question by Metzger, President Goodwin said both curb cuts would be on Cedar Cliff Road. 35 Metzger moved to approve the request subject to the conditions mentioned, second by Henry and the 36 motion was carried on a unanimous voice vote. 37 38 39 CONTRACTS 40 41 A. Prior to the bids being opened for the aggregate and bituminous material contract, City Attorney Bob 42 Bever commented that it was not necessary to read on the record all the different prices but all will be 43 available for the media and anyone else interested after the meeting. Bids opened were from Milestone 44 Contractors of Richmond quoting different prices for aggregate, coded aggregate and asphalt; 45 Richmond Concrete Division of Ernst Enterprises Inc.for concrete; Barrett Paving Material of Richmond 46 for stone; Ashland Petroleum Co. of Ashland Inc. for bituminous materials; Stonehenge Concrete and 47 Gravel Co.of Richmond for concrete and gravel;and American Aggregates for stone, gravel and sand. 48 President Goodwin said the bids will be sent to the Purchasing Manager to determine the lowest most 49 responsive and responsible bidder. Metzger so moved,second by Henry and the motion was carried on 50 a unanimous voice vote. 51 52 B. Two bids were received for the mowing contract for city-owned properties. One was from 53 Dreamscapes of Richmond for $35 per man hour not to exceed three hours per site unless prior 54 authorization was received. The second bid was from G.R.F. and Sons Inc. for $40 an hour for each 55 operator and equipment which also included a list of equipment and employees. Metzger moved to 56 send the bids to the Purchasing Manager for review, second by Metzger and the motion was carried on 57 a unanimous voice vote. Bever commented that the Board may want to have a special meeting to 58 award the contract before its next meeting. 59 60 C. Henry stated that the prices quoted on the two bids received last week for the towing contract were 61 from Pardo's Service Inc. and Stamper's Wrecker Towing and both were the same except for towing 62 street sweepers, the recovery with a large wrecker including operator, each additional operator and a 63 per-mile charge outside city limits using a small wrecker. She said the Purchasing Manager had 64 recommended the bid be awarded to Pardo's as the lowest most responsive and responsible bidder. 65 Henry so moved,second by Metzger and the motion was carried on a unanimous voice vote. President Goodwin read a letter from City Engineer Bob Wiwi who noted there were two bids for the 2 concrete work to be done on the South 6th Street parking lot.
