MAY 2, 1996 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m.Thursday, May 2, 1996, 2 in the Municipal Building in said City. President Robert Goodwin presided with Robin Henry in attendance. 3 Absent was Bruce Metzger.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF APRIL 25.1996 6 7 The minutes of the April 25, 1996 meeting were approved on a motion by Henry, second by President Goodwin 8 and carried on a unanimous voice vote. 9 10 COMMENTS BY THE PRESIDENT 11 12 President Goodwin noted that the bids for the drainage field tile at the Richmond Municipal Airport had been 13 received by the deadline of 5 p.m. 14 15 CLAIMS FOR PAYMENT 16 17 Claims for payment submitted by the City Controller's office were for 53,196.61. Henry moved for approval, 18 second by President Goodwin and the motion was carried on a unanimous voice vote. City Engineer Bob Wiwi 19 explained the $1,538 claim for payment submitted by Seico engineering of Columbus, Ohio, noting that it is the 20 final claim in the Industries Road project. President Goodwin stated that after the Board's approval the claim 21 goes to the trustee at Star Bank and is paid from the trust account for the project. Henry moved to approve the 22 Sieco payment,second by President Goodwin and the motion was carried on a unanimous voice vote. 23 24 OPENING OF BIDS 25 26 President Goodwin explained that the bids received for the drainage field tile contract would be opened so the 27 engineers could review them in time to award the bid before the end of the meeting. Henry read the bids which 28 included Fuel Farm Drainage of Camden, Ohio, for $4,950; Scott Johnting of Lynn, for $4,520; Clark Farm 29 Drainage Inc. of New Castle for$4,400. Henry noted that on the envelope of the Clark bid was attached a note 30 from Purchasing Manager Vicki Stevens explaining that the envelope had not been marked as a bid and it had 31 been opened by mistake. President Goodwin noted that the bids would be given to the engineers for review. 32 33 REQUESTS 34 35 A. Rich Cody, general manager of TCI, presented a$65,000 franchise fee check to the City noting that 36 it was the quarterly payment. He noted the two changes being made effective June 1. He said Channel 37 66, which is the Prime Sports Showcase, will be replaced with the Sci-Fi Network and Channel 69; 38 which is the Travel Channel,will be replaced with Arts& Entertainment. 39 40 B. Police Chief Bill Shake announced that Dana Weigle of McDonald's was in attendance to present a 41 check for $18,000 from the Ronald McDonald House charities to help purchase a customized van for 42 the D.A.R.E. program through Mike Nottingham of Crown Chrysler. 43 44 C. Fire Chief Mike Allen read a letter designating May 5-11 as National Arson Awareness Week. He 45 explained the reason for the special week was to raise the consciousness of citizens to the fact that 46 arson is a crime punishable by law. 47 48 D. Chief Allen also introduced Firefighter Tom Shook, noting his recent promotion to engineer. 49 50 E. Captain John Farmer of the Traffic Safety Division noted that he had reviewed the request for the 51 Baxter School Street Fair and recommended approval. He said the request was to close North West 52 3rd Street from Lincoln to Randolph from 3 to 9 p.m. in conjunction with the school carnival. Henry 53 moved to approve the request, second by President Goodwin and the motion was carried on a 54 unanimous voice vote. 55 56 Captain Farmer noted that a clinic will be offered on the child safety seat program in conjunction with 57 Reid Hospital Health Care Services from 10 a.m. to 2 p.m. Saturday around the horseshoe in the old 58 entrance to the hospital immediately north of the former Jenkins Hall building. 59 60 CONTRACTS 61 62 A. Bids were opened for the concrete work on the South 6th Street parking lot. Henry stated that two 63 bids had been received. The first, from Bowlin Construction of Losantville, was for $14,180. The 64 second,from Russell &Geier Contracting Inc.,was for$23,599. President Goodwin stated that the bids 65 would be taken under advisement. Bids for the towing of city-owned vehicles contract were read by Henry.The first,from Stampers Inc., 2 contained different prices for days and nights and depending on the vehicle, ranging from $20 to $55; 3 the next bid from Pardo's Service Inc. , also contained different prices ranging from$20 to$55;and,the 4 bid from Owens Towing failed to meet the specifications. President Goodwin suggested the bids be 5 taken under advisement. Henry so moved, second by President Goodwin and the motion was carried 6 on a unanimous voice vote. 7 8 C. Dave Ferreira in the City Engineer's department stated that the bids for the drainage field tile at the 9 airport had been reviewed and the bid from Clark Farm Drainage for$4,400 was found to be the lowest 10 responsive bidder and was recommended for approval.
