CRIME CONTROL AND PREVENTION DISTRICT
SPECIAL MEETING
MARCH 5, 2013
Mayor Bill Agan called the Special meeting to order at 6:04 p.m., in the Council Chambers
of the Richland Hills City Hall, 3200 Diana Drive, Richland Hills, Texas.

with the following members absent: Director Toya Norton, constituting a quorum, at which time
the following business was transacted:
1. Call to Order
2. Hold public hearing and consider Amendments to the CCPD FY 2012-13 Budget.
Mr. Hawk stated the items presented tonight are identical with the previous report, with
exception of the part-time Project Manager position. This item requires more work and
will be brought back to Council at a later date.
Personal Video Recorders
Currently Officers are not equipped with PVR's. Unless an officer is in front of the patrol
vehicle video documentation of their activities is unavailable. PVR's assist with incident
reconstruction, report writing, aide in prosecution of offenders by capturing an objective
recording of an offender's actions, protects office from false allegations, provides the
department with a mechanism of viewing officer actions for compliance with training and
policy. Personal Video Recorders for Officers that are being requested are compatible with
the in-car camera systems in the patrol vehicles.

Reestablish Bicycle Patrol Unit
This proposal is to reestablish the program by certifying five new officers at a cost of $200
per officer, plus daily Per Diem of $15/officer. Training and bicycle uniforms and
equipment and accessories are needed. The program was quite popular with the residents
and officers alike. It fits nicely into the community focused activities the department has
adopted, and can assist in specialized criminal or traffic enforcement activities. Chief
Childress informed Council that on the days they are scheduled for bike patrol, the officers
will be in their bike uniforms. The officers will work random patrol, fixed post and
strategic patrol.
Estimated cost of the proposal - $7,978.63 (includes cost of training, uniforms, equipment,
accessories, and maintenance).
Rapid Response - Go Kits
In order to safely and effectively respond to emergency tactical calls, each police vehicle
should be equipped with a rapid response go kit. Some vehicles have some of the required
items. The requested equipment and supplies will provide more coverage when a rapid
response scenario develops.

Mayor Agan opened the public hearing.
There being no one to speak, Mayor Agan closed the public hearing.
MOTION: A motion was made by Director Goveas, and seconded by Director
Desoto to approve. Motion carried by a vote of 4-0.

There being no further business to come before the City Council, Mayor Bill Agan
declared the meeting adjourned at 6:12 P.M.
