HomeMy Public PortalAbout04-25-1996 /V Y BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA,APRIL 25, 1996 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m.Thursday, April 25, 1996, 2 in the Municipal Building in said City. President Robert Goodwin presided with Robin Henry and Bruce Metzger 3 in attendance.The following business was had to-wit: 4 5 APPROVAL OF MINUTES OF APRIL 18.1996 6 7 The minutes of the April 18, 1996 meeting were approved on a motion by Henry,second by Metzger and carried 8 on a unanimous voice vote. 9 10 CLAIMS FOR PAYMENT 11 12 Claims for payment submitted by the City Controller's office were for $434,917.27 and additional claims of 13 $72,000. Henry moved to approve the claims, second by Metzger and the motion was carried on a unanimous 14 voice vote. 15 16 REQUESTS 17 18 A. Captain John Farmer brought before the Board two new requests for handicapped parking spaces 19 for Wanda Barnett at 216 South 9th Street and Johnie and Sheila Mullins at 721 South 7th Street. He 20 recommended approval. Metzger so moved, second by Henry and the motion was carried on a 21 unanimous voice vote. 22 23 B. President Goodwin read a request to close Idlewild Drive at its entrances from Capri Lane and 24 Mikan Drive to have neighborhood block picnics from 10 a.m. to dusk Sunday, May 26;Thursday,July 25 4; and Sunday, September 6, 1996. Captain Farmer commented that this has been an ongoing event 26 for the past 27 years and it does not present a problem and he recommended approval. Henry moved 27 to approve the request, second by Metzger and the motion was carried on a unanimous voice vote. 28 29 C. Fire Chief Mike Allen notified the Board of the promotion of David Stout to the rank of Lieutenant on 30 the Richmond Fire Department as of April 15, 1996. 31 32 D. Chief Allen also requested the Board to allow the use of the west drive ramps for the seating area 33 during the Firefighter's Memorial service at 10 a.m. Friday May 24, 1996 at the Firefighter's Memorial at 34 Fire Station No. 1, South 5th and A Streets. He also requested that flags at all six firehouses and the 35 flag at the Freedom Fountain at the Municipal Building be flown at half-staff that day. Metzger moved to 36 approve the request, second by Henry and the motion was carried on a unanimous voice vote. 37 38 CONTRACTS 39 40 A. City Attorney Bob Bever brought before the Board two consulting contracts. The first was with Wells 41 & Co. Inc. which has over the past two years served as consultants to the Human Resources 42 Department regarding a review of the medical health plan for City employees. Bever explained the 43 contents of the consulting contract to the Board, noting those services will begin May 1, 1996 and end 44 December 31, 1996 with the consultant paid the normal fee but with a cap of $7,000. The second 45 agreement, Bever explained, regards the area of risk management and supervision of property liability 46 and worker's compensation needs. He said Jerry Geier had been working on this in the past and has 47 received $6,000 per year, but because of budgetary restraints, that has been reduced to $4,000 and 48 Geier has agreed to that. Bever explained that his term will also be from May 1, 1996 to December 31, 49 1996. Geier's services include reviewing all the claims and turning them into the City's insurance 50 company and following them up.
