BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA,APRIL 18, 1996
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m.Thursday, April 18, 1996,
2 in the Municipal Building in said City. President Robert Goodwin presided with Robin Henry and Bruce Metzger
3 in attendance.The following business was had to-wit:

5 APPROVAL OF MINUTES OF APRIL 11.1996

7 The minutes of the April 11, 1996 meeting were approved on a motion by Henry, second by Metzger and carried
8 on a unanimous voice vote.

10 CLAIMS FOR PAYMENT

12 Claims for payment submitted by the City Controller's office were for $342,258.81 plus $85,296.14 which was
13 the total of hand written claims. Metzger moved to approve the claims, second by Henry and the motion was
14 carried on a unanimous voice vote.

18 A.Jenny Christianson, representing Genesis, requested the Board's approval of a candlelight vigil to be
19 held at 5 p.m. Monday, April 22, 1996, in the Muncipal Building. She explained the vigil is in recognition
20 of National Crime Victim's Rights week which starts Sunday, April 21. She said this is not just a
21 Genesis project but a community effort to show support for the rights of victims of violent crimes.
22 President Goodwin asked if she would need a podium and sound system and Christianson answered
23 that she would. In answer to Henry's question about how many people would be expected,Christianson
24 said an estimated 100. Metzger moved to approve the request, second by Henry and the motion was
25 carried on a unanimous voice vote.

27 B. Police Chief Bill Shake read a letter which designated the week of May 12-18 as National Peace
28 Officer's week. He noted that at noon on Wednesday, May 15, the John Hennigar Lodge No. 63 of the
29 Fraternal Order of Police will hold a memorial service on the west side of the Municipal Building. He
30 asked the Board's approval to block off the parking lot near the police memorial so that chairs and an
31 awning could be set up. He also asked that a special flag be flown on a pole near the Freedom
32 Fountain and that all the flags would be flown at half mast throughout the day Wednesday, May 15.
33 Metzger moved to approve the request, second by Henry and the motion was carried on a unanimous
34 voice vote.

36 C. Fire Chief Mike Allen presented to the Board Van Eric Van Meter as a probationary firefighter and a
37 qualified candidate for the Richmond Fire Department effective April 22, 1996. In answer to a question
38 by President Goodwin, Chief Allen said there is one more individual going through the testing process
39 and if he is successful it will mean the department is up to full strength. Henry moved to approve the
40 hiring of Van Meter,second by Metzger and the motion was carried on a unanimous voice vote.
